Low-latency streaming reduces the delay between a live event and what viewers see, so they can respond while it is still happening. There is no single universal cutoff: the IETF defines an ultra-low-latency target as under one second from capture to remote display, while ITU-T describes low-latency live delivery in the one-to-five-second range. Those figures use source-specific definitions, so a useful comparison must first say what part of the path is being measured.
What low latency means—and which delay matters
Latency is the time between an event and a later point in its delivery or display. In a live video service, the result depends on the measurement boundary, not just the protocol name. The IETF’s 2022 RFC 9317 defines ultra-low-latency delivery as a glass-to-glass target under one second. ITU-T’s 2023 H.705.2 discusses low-latency live streaming in the one-to-five-second end-to-end range. These are different standards’ descriptions, not a universal dividing line.

- Glass-to-glass or end-to-end latency: camera capture to the image appearing on a viewer’s display. This is often the most useful measure of how current the video feels.
- Delivery latency: a narrower interval, such as encoder output until media is available to the decoder.
- Network latency: delay caused by transport between network ingress and egress; it is only one component of end-to-end delay.
- Time to first frame: how long a person waits after joining before seeing video.
- Interaction delay: the time from an action to an observable response. In interactive video, the response may already be based on content that is several seconds old.
DASH-IF treats these as distinct service KPIs, and not every measure matters equally for every use case. When comparing platforms or setting a target, state both the metric and the measurement points; a delivery-latency figure cannot be compared directly with a glass-to-glass figure.

Lower latency makes live content more timely. It matters when viewers need to respond to what they are watching rather than simply watch it later. ITU-T identifies e-commerce live advertising, online education, live sports, and live entertainment as applications where reducing transmission delay can matter.

These are reasons to value a shorter delay, not proof of a particular sales, learning, or audience uplift. The trade-off is that less buffering time remains to smooth out network variation. RFC 9317 warns that ultra-low-latency targets can be difficult for many users and may lead to more visible artifacts or interruptions. Wi-Fi variation, packet reordering, congestion, and bufferbloat can all undermine a sub-second target.
How the main streaming technology families differ
WebRTC and RTP for tightly interactive media
RFC 9317 notes that many IP applications requiring ultra-low delay use RTP or WebRTC. WebRTC uses RTP for media transport along with other protocols intended for browser-safe communication. This family is a natural fit when a service needs real-time, often two-way interaction; it is not automatically the best choice for every one-way broadcast or large-scale delivery design.

LL-HLS and LL-DASH for HTTP-based live delivery
Low-Latency HLS (LL-HLS) and Low-Latency DASH (LL-DASH) extend HTTP-based streaming approaches. Instead of waiting for a complete media segment, they can deliver smaller CMAF chunks as the segment is produced. That can reduce live-edge delay without requiring the parent segment itself to be extremely short, which helps avoid relying solely on tiny segments that can harm encoding efficiency or quality.

Random freezes, missing sound and display glitches usually trace back to one bad driver. Timely playback also depends on the server and delivery path supporting the required behavior. If a client does not find the necessary support, it can fall back to regular-latency HLS. An LL-HLS label alone therefore does not prove that the whole service will maintain a particular delay.

CMAF’s role across HLS and DASH
The Common Media Application Format (CMAF) defines media objects such as tracks, fragments, segments, and chunks. Apple documents that HLS playlists and DASH presentations can address shared CMAF media resources, which can help serve multiple platform formats from media objects. MPEG describes DASH as a standard suite for live and on-demand delivery over existing HTTP infrastructure, including servers, CDNs, proxies, and caches. See Apple’s streaming documentation and MPEG’s DASH overview.
No protocol always wins. A highly interactive session, a one-way event aimed at broad device reach, and a controlled private network have different constraints. The useful question is whether the entire implementation meets the required experience on the devices and networks that matter.

How to choose an approach
Before selecting a delivery mode, define the service requirement and check each part of the media path. DASH-IF’s service KPIs and the operational requirements in RFC 9317 and Apple’s LL-HLS documentation point to these practical questions:
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minute| Decision area | Question to answer |
|---|---|
| Latency boundary | Is the target glass-to-glass, encoder-to-decoder, time-to-first-frame, or interaction delay? |
| Interactivity | Is one-way viewing enough, or must viewers and participants respond to one another in real time? |
| Delivery scale | Does the service need broad reach through HTTP/CDN delivery, or can it use a more controlled interactive network? |
| Robustness | How should playback behave during jitter, packet loss, Wi-Fi variation, or temporary congestion? |
| Quality | Which resolution and frame rate are important, and how much artifacting or interruption is acceptable? |
| End-to-end support | Do ingest, packaging, origin or CDN/cache, and the client player all support the selected low-latency mode? |
Evaluate the capture and encoding stage, ingest, any transcoding or packaging, origin and CDN, and player together. An interface for moving CMAF or DASH/HLS media objects into a receiving system—such as the one described in the DASH-IF 2026 ingest specification—does not by itself establish that a service meets a particular viewer latency target. Validate the full path under realistic network and device conditions, using the same measurement boundary for every result.

What low latency does not guarantee
- It does not mean zero delay. Encoding, packaging, network transport, buffering, and playback all take time.
- It does not guarantee uninterrupted or artifact-free video. A smaller buffer leaves less room to absorb variation, especially at ambitious sub-second targets.
- It does not follow from a protocol label alone. The encoder, packager, server, CDN or cache, and player must work together in the chosen mode.
- It does not make two latency claims comparable by default. First-frame time, network latency, delivery latency, and capture-to-display delay describe different intervals.

Low-latency streaming is about how quickly live media reaches a viewer; keeping a prerecorded YouTube stream running continuously is a different job. StreamNeo is a cloud service for looping uploaded videos or playlists as a 24/7 YouTube live stream. Upload a recording or build a playlist, add your YouTube stream key once, and go live. Nothing has to stay on at home; it streams what you uploaded, up to 4K 60fps, at one price per slot, and automatically recovers if YouTube drops the stream. The first day is free with no card. The monthly option is $9.99 per month. See StreamNeo or start the free day.
