Image-based sexual abuse is the nonconsensual creation, taking, copying, sharing, or threatened sharing of intimate images. It can involve real photos and videos, altered or fake images, or material falsely presented as depicting someone. Consent to make or send an image is not consent for another person to show or distribute it.
Legal definitions and ways to seek help depend on where you are and what happened. The examples below cover Australia, the United States, and the United Kingdom; they are not a universal legal rule or a substitute for advice about an individual case.

What is image-based sexual abuse?
Image-based sexual abuse (IBSA), also called image-based abuse or nonconsensual intimate imagery (NCII), describes intimate imagery being created, taken, copied, or shared without the consent required for that specific act. It also includes threats to share such imagery. The conduct can happen through social media, websites, private messages, email, or file transfer.

What may count as an intimate image?
The meaning depends on the applicable law or reporting scheme. In eSafety’s Australian guidance, examples include nudity or partial nudity; images showing genitals, breasts, or buttocks; private activities such as undressing or sexual activity; and, in some circumstances, being without religious or cultural clothing normally worn in public.
Examples of the abuse
- An ex-partner posts or sends an intimate image without permission.
- Someone covertly takes an intimate image, or makes and distributes a fake intimate image of a co-worker or other person.
- A person threatens to share an image to pressure someone to stay in a relationship, send money, provide more sexual content, or do something else.
- An intimate image is posted with someone’s name or identifying details even though it does not depict them.
Why “revenge porn” can be misleading
“Revenge porn” is a familiar phrase, but it can imply that the conduct is always motivated by revenge and always involves an authentic sexual image. eSafety notes that abuse can be driven by control, humiliation, boasting, or extortion, and can involve manipulated or falsely attributed images. “Image-based abuse” or “image-based sexual abuse” is often more accurate.

Sextortion is blackmail involving a nude or sexual image or video. A demand may be for money, more images or videos, or another benefit.

Consent must cover the particular act at issue. Agreeing to take an image, or choosing to send it to one person, does not by itself give that person permission to show it to others, post it online, or let other people see it. eSafety’s plain-language explanation is: “Sharing your intimate image or video with one person doesn’t give them permission to share it with anyone else or let others see it.”

In general terms, consent should be clear, informed, and freely given, without pressure. The legal meaning of consent and how it must be proved vary by jurisdiction and by the specific offence or complaint process. One general description cannot settle every criminal, civil, or platform complaint.
Someone is not at fault because they made an image or shared it consensually. eSafety says: “Remember, it’s not your fault if someone shares or threatens to share an intimate image or video of you without your consent.” Laws involving images of people under 18 are distinct and vary by jurisdiction; do not assume the rules for adults apply.

What laws and remedies may apply?
There is no single global law or remedy. The following examples reflect rules and processes described for Australia, the United States, and the United Kingdom as of October 2026. Which provisions apply can depend on where the affected person, alleged perpetrator, platform, and conduct are located; the person’s age; the type of image; and what happened. These examples are not interchangeable.

Where can you seek help or report an image?
Reporting is a choice, not an obligation. Depending on what feels safe and useful, options may include a platform’s reporting process, a regulator, police, a specialist support organization, or a lawyer. These routes serve different purposes: a platform or regulator may address online content, police may consider a criminal investigation, and a support service can provide emotional or practical assistance.
Australia: eSafety and platform reporting
In Australia, eSafety has a reporting route for image-based abuse and says it can assist with removal or with stopping threats to share an image. Affected people can also use the relevant platform’s reporting process. These options do not guarantee a particular outcome.
If someone is blackmailing you
eSafety’s general guidance for people being blackmailed is not to pay or send more intimate content, to stop contact, and to report the abuse. If you are in immediate danger, contact local emergency services. You can choose whether to approach a regulator, platform, police service, support organization, or lawyer; you do not have to pursue every route.

Australia: support services listed by eSafety
eSafety’s youth page lists the following Australian services as free and confidential, with 24/7 support: Kids Helpline for people aged 25 or younger, by phone or chat on 1800 55 1800; and Lifeline for adults, by call, text, or chat on 13 11 14. Check each service’s current details and eligibility before contacting it. People outside Australia should look for equivalent local services.
What should you consider before taking a next step?
- Your immediate safety: If threats or pressure are ongoing, consider whether contacting the person, platform, or authorities could increase risk. A trusted person or local specialist may help you think through a safe option.
- The route you want: A platform report, regulator complaint, police report, legal advice, and emotional support are separate choices. You can seek support without deciding to make a police report or start a legal case.
- Local rules and service scope: The applicable process may depend on location, age, image type, platform, and conduct. Ask the relevant official agency or a local specialist what its process covers.
- Privacy and wellbeing: You do not have to describe or share more than you feel able to when seeking help. If you are overwhelmed, a support service or trusted person can help you decide what to do next.
A UK government factsheet updated September 30, 2026, reported that the Revenge Porn Helpline handled 22,275 support cases in 2024, 20.9% more than the year before. “Cases” should not be read as a count of unique people.
