IBM Quantum Platform is IBM’s cloud dashboard and access layer for managing access to IBM Quantum Compute Service. It is where users and administrators work with service instances, workloads, permissions, plans, and usage. It is not itself a quantum computer or the Qiskit programming toolkit.
What is IBM Quantum Platform used for?
The Platform provides the management surface for working with IBM’s cloud quantum-computing service. Users can access the instances assigned to them and use those instances to submit workloads. IBM’s documentation puts the access rule plainly: “Access to IBM Quantum Platform services is controlled by the instances to which you are assigned.” IBM Quantum Documentation: Instances

In practical terms, the Platform is the control panel, an instance is the configured service access, and Qiskit Runtime is one route for sending a quantum workload to the service.

How are the Platform, an instance, Qiskit, and the compute service different?
| Component | What it does |
|---|---|
| IBM Quantum Platform | Dashboard and access-management layer for service instances and workloads. |
| IBM Quantum Compute Service | Managed cloud service that authenticates, schedules, manages, and routes workloads. |
| Service instance | A deployment of the compute service associated with a plan and region. It governs workload execution and can define allocations, usage limits, QPU access, and user permissions. |
| Qiskit SDK | Open-source software used to build quantum programs. |
| Qiskit Runtime | Cloud execution service and environment for running workloads on IBM quantum processors. The qiskit-ibm-runtime package is its client extension. |
These are related parts of one workflow, but they are not interchangeable names. The Platform manages access; the compute service handles workloads; and Qiskit tools help create and submit programs. IBM Quantum Documentation: Overview IBM Quantum Documentation: Qiskit

What is an IBM Quantum service instance?
An instance is the service access configuration associated with a user. It links that user to a plan and region and determines what workloads and resources they can use. Because access depends on assigned instances, having an IBM account alone does not establish access to every plan or processor.
Users need a separate instance for each plan-and-region combination they use. Non-Open instances incur a cost or count against the time allotted to them, according to IBM’s current instance and plan guidance. IBM Quantum Documentation: Instances

How do you access IBM quantum computers?
-
Create or sign in to an IBM account and use the current IBM Quantum Platform at quantum.cloud.ibm.com.

Choose an available plan and create or use an instance for the relevant plan and region. Your account must be assigned to that instance.
-
For programmatic work, install the Qiskit SDK. For hardware jobs, install the Qiskit Runtime client, then use your credentials and instance to connect and submit workloads. Follow the current account and access instructions in IBM’s instance documentation.
Plan availability, regions, and access terms can change; use IBM’s current documentation rather than older setup instructions written for the retired Platform Classic.

Which IBM Quantum plans are available?
IBM’s plans overview describes five access models. The stated limits and billing terms below are from IBM Quantum Documentation’s current plans overview, accessed in 2026; check that page for terms that may have changed. IBM Quantum Documentation: Plans

| Pay-As-You-Go | Charges based on QPU consumption. | Users who need usage-based paid access. |
| Flex | Requires pre-purchasing at least 400 minutes; purchased time must be used within one year of purchase. | Users who want prepaid time rather than consumption-based billing. |

IBM also described a limited-time offer, as of 16 March 2026, for active Open Plan users to opt in to 180 additional minutes over the next 12 months. The changelog tied eligibility to logging 20 minutes of compute in any 12-month period. This was a dated offer, not the standard Open allowance; its continued availability is not established here. Is IBM Quantum Platform Classic still the current platform?
No. IBM’s migration notice says IBM Quantum Platform Classic at quantum.ibm.com became inaccessible starting 1 July 2025 and directed users to migrate to the new Platform. Older IBM pages labeled for Classic may describe obsolete access or service details. For current plans and instances, use the documentation at quantum.cloud.ibm.com/docs.
