Hosted VoIP service is business telephony in which a provider runs and manages the phone system (the PBX or call-control platform) off-site, and your users and phones connect to it over the internet using Voice over Internet Protocol. “Hosted” says where the phone system lives and who looks after it. “VoIP” says how the voice travels. The term is a commercial description, not a legal one, and it should not be confused with the narrower regulatory category the FCC calls “interconnected VoIP.”
The two halves of the term
“Hosted”: where the system runs and who manages it
Spectrum Business describes hosted PBX as an off-premises phone system managed by a third party, with telephone connections and endpoints linked over the internet using VoIP. Its contrast is an on-premises system. In Spectrum’s words, “Non-hosted PBX simply refers to telephone infrastructure that remains on premises and is managed by in-house staff resources.” Its description of hosted voice adds that the business phone system and PBX reside off-site, the provider manages them, and the business pays a recurring service fee.

“VoIP”: how the voice is carried
VoIP means calls are carried as IP data packets over a broadband connection instead of a traditional analog line. VoIP alone does not make a service “hosted.” An on-premises PBX can also use IP, so the two ideas should not be merged.

The comparison below reflects how providers such as Spectrum Business describe the trade-offs. Treat the benefits as typical claims, not guarantees; actual costs and capabilities depend on the contract.
#1 Best Overall
- Mid-level phone, ideal for professionals and managers with moderate call load
- Ergonomic design with adjustable display
- Built-in Bluetooth, Wi-Fi
| Factor | Hosted PBX / hosted voice | On-premises PBX |
|---|---|---|
| Where the system resides | Off-site, at the provider or its data center | At the customer’s premises |
| Who manages core infrastructure | Third-party provider | Customer’s in-house staff |
| Upfront infrastructure spending | Described as lower; replaced by a recurring service fee, and contract costs vary | Customer buys and maintains on-site equipment |
| Scaling | Provider materials describe adding or removing capacity more easily | May require local equipment planning |
| Control and customization | May be more limited, since the provider runs the core system | More direct control over local infrastructure |
| Connectivity dependence | Relies on broadband and IP connectivity to reach the hosted system | Depends on the architecture |
Provider materials also point to possible limits in integrating a hosted system with internal business systems, so check that before committing.
The regulatory term: “interconnected VoIP”
US federal rules define a specific category, and it is separate from “hosted VoIP.” Under 47 CFR § 9.3, an interconnected VoIP service:
Rank #2
- Supports 4 SIP accounts and 4 multi-purpose line keys
- Swappable faceplate to allow for easy logo customization
- GRP2612W includes built-in dual-band Wi-Fi support. Ethernet cord must be disconnected to enable Wi-Fi capability
- HD audio supporting all major codecs, including wideband codecs G.722 and Opus Up to 16 digital BLF Keys
- Enterprise-level protection including secure boot, dual firmware images, and encrypted data storage
“(i) Enables real-time, two-way voice communications; (ii) Requires a broadband connection from the user’s location; (iii) Requires internet protocol-compatible customer premises equipment (CPE); and (iv) Permits users generally to receive calls that originate on the public switched telephone network and to terminate calls to the public switched telephone network.”

The regulation also contains a 911-related qualification. For anything touching emergency calling or legal obligations, read the current rule rather than relying on a simplified summary. A hosted VoIP product will often meet this definition, but the label “hosted” does not decide that; the functional criteria do.

Who supplies the internet connection?
The company providing your voice service need not be the one providing your broadband. FCC Broadband Data Collection guidance says interconnected VoIP needs a high-capacity broadband connection, which may or may not also carry internet access sold by the voice provider. It classifies a subscription as “over-the-top” when the reporting provider and its affiliates do not sell the connection carrying the voice service to the end user. The companion definitions note the connection can be provider-supplied or a bring-your-own-broadband service. In practice, a hosted VoIP provider may sell its own bundled connection, or you may run its service over any suitable broadband you already have.

Not necessarily. The FCC definition requires IP-compatible customer premises equipment, but that is a category: it can include IP desk phones and other supported endpoints. Whether a particular SIP desk phone works depends on the provider and its setup, so confirm compatibility before buying hardware.

What to verify before choosing a provider
- Which endpoints (desk phones, apps, adapters) the provider supports.
- How emergency (911) calling works for each location and device, and what the contract says about it.
- Whether the service can integrate with the internal systems you rely on.
- The full recurring cost per user, plus any equipment or setup charges.
- Whether you will use the provider’s own connection or your own broadband.
