HTTP Live Streaming (HLS) is a way to deliver live and on-demand audio or video over HTTP. Instead of sending one uninterrupted media file, a publisher provides playlists that describe short media segments and, when available, alternative quality versions. A player reads those playlists, downloads the segments it needs, and may switch quality as network conditions change.
How HLS works, from source to playback
The basic chain is: encode the source, divide the encoded media into segments, describe those segments in playlists, host the files, and let a player request and present them. HLS uses ordinary HTTP resources, so the playlists and media segments can be served by web servers or content delivery networks (CDNs); delivery does not inherently require a special HLS server module.

- Encode the source. A live feed or finished recording is encoded into one or more media renditions. A rendition is a particular encoding, often with its own bitrate and resolution. The codecs and settings depend on the target devices and authoring requirements; there is no single codec that applies to every HLS stream.
- Divide media into segments. The encoded media is packaged as a sequence of files or media fragments. Common formats include MPEG-2 transport stream (
.ts) and fragmented MP4, including.m4ssegments. Which format and codecs work depends on the player and its supported configuration. - Create playlists. Text playlists tell the player what media is available and where to find it. HLS playlists use the extended M3U format, are UTF-8, and commonly have the
.m3u8extension. - Host the files. The playlists and media segments are made available at HTTP URLs, typically from a web server or CDN.
- Request and play segments. A compatible client fetches a playlist, requests the relevant media segments, and presents them in sequence. The player may reload a live playlist to find newly published segments.
What the two playlist levels do
Master or multivariant playlist
A master playlist—called a multivariant playlist in current Apple guidance—points to media playlists for available renditions. It describes attributes of those alternatives so a player can choose among them. The master playlist is an index of choices; it is not itself the video.

Media playlist
A media playlist describes the segments for one rendition, including the segment locations and relevant playback information. The player follows it to retrieve that rendition’s media. A stream with only one rendition may still use a media playlist; it simply does not offer multiple quality versions to choose between.

How adaptive bitrate playback works
Adaptive bitrate streaming is possible when the publisher supplies multiple encoded renditions and the player is able to select among them. The client can request a higher- or lower-bandwidth rendition as conditions change, balancing picture quality against the connection available at that moment. HLS enables this workflow, but it does not make one video file automatically change quality, and switching behavior is determined by the player. A single-rendition presentation has no alternate rendition for the player to select.
HLS for live streams and on-demand video
Video on demand
For video on demand (VOD), the media is already prepared and the playlist describes the completed presentation. RFC 8216 defines EXT-X-PLAYLIST-TYPE:VOD for a playlist that does not change.

Live and event playlists
A live playlist can be updated as new segments become available. An event playlist may grow during the event; a sliding live playlist can advance its playback window and remove older segments. A live player periodically reloads the media playlist to discover new media. Apple’s authoring guidance calls for EXT-X-PROGRAM-DATE-TIME in each linear live media playlist and for matching content duration across audio and video playlists.

HLS describes playlist-based HTTP delivery, but it does not guarantee that every codec, container, or feature will work on every device. Compatibility depends on the client and the encoding and packaging choices. Apple’s authoring guidance includes MPEG-2 transport stream (.ts) and fragmented MP4 (.m4s or .mp4) as media formats, with recommended MIME types for playlists and segments. Publishers need to match their media to the players they intend to support.

HLS and CMAF are not the same thing
Common Media Application Format (CMAF) concerns media formatting and packaging. HLS supplies playlist and delivery behavior. CMAF media can be used with HLS and MPEG-DASH; Apple describes CMAF switching sets in which alternative tracks can be switched at fragment boundaries to adapt bitrate and resolution. Using CMAF can support packaging for more than one adaptive streaming system, but it does not make CMAF and HLS interchangeable terms.
HLS specification: published standard and evolving draft
RFC 8216, published in August 2017, is the published HLS specification. Apple’s 2026 update points to a newer second-edition Internet-Draft. Treat features described only in that draft as evolving draft material, not as settled requirements of RFC 8216. Apple’s 2026 notes discuss preload hints for encryption keys and date-range schedules for server-driven interstitial insertion.

Where StreamNeo fits—and where it does not
HLS is a media delivery protocol, while StreamNeo is a cloud service for keeping a YouTube channel live around the clock from uploaded videos. You upload a recording or create a playlist, add your YouTube stream key, and go live; StreamNeo loops the uploaded media in the cloud. It is a way to run a YouTube stream, not a definition or implementation claim about HLS, and it does not stream from a camera.
If your goal is to keep uploaded videos running on YouTube without leaving a computer on at home, try StreamNeo’s free first day.
