HEVC (High Efficiency Video Coding), also called H.265 or MPEG-H Part 2, is a video codec that can deliver comparable picture quality to H.264 at a lower bitrate in some conditions. Use it for streaming when bandwidth or storage efficiency matters and you have confirmed that your encoder and viewers’ devices support the exact stream. For a broad, unknown audience, H.264 or a fallback rendition may be a safer choice.
What HEVC is—and what it is not
A codec compresses video for delivery and reconstructs it during playback. HEVC is the codec; it is not a streaming service or a file container. MP4 and MKV, for example, are containers that package media tracks and metadata. A player may support HEVC but still fail to play a particular file or stream if its container or configuration is unsupported. The W3C registration describes HEVC in MP4-style configuration-record form and in Annex B form commonly used in live-streaming workflows. W3C’s HEVC codec registration

HEVC was designed for efficient encoding and decoding across video sizes, including very high resolutions. It is also known as H.265 and MPEG-H Part 2. MDN Web Docs’ video codec guide
Does H.265 use less bandwidth than H.264?
It can. MDN says HEVC can theoretically produce compressed files half the size of AVC (H.264) at comparable image quality. That is a theoretical generalization, not a promise that an HEVC stream will need exactly half the bitrate. Actual results depend on the video content, encoder, settings, quality target, and playback conditions; there is no single guaranteed saving for every streaming workload. MDN Web Docs

For a real delivery decision, compare the codecs using the same source material, target resolution and frame rate, and acceptable picture quality. Consider not just bitrate but also who can play the result and the cost and complexity of encoding and decoding it.
Should you use HEVC for streaming?
HEVC is a reasonable choice when
- You need to fit high-resolution video within a bandwidth or storage budget.
- You know the target devices and have checked that they support the stream’s profile, level, container, and other relevant settings.
- Your encoder and the viewers’ decoding hardware or software can handle the chosen format.
Choose cautiously when
- Your audience uses a wide mix of browsers and devices that you cannot identify in advance.
- Your workflow relies on WebCodecs and assumes HEVC support is present everywhere.
- You have not verified the playback path, including the app or browser, operating system, device, and stream configuration.
- You operate a commercial product or streaming service and have not reviewed licensing for the activity and markets involved.
HEVC is not a universal upgrade or an automatic best default. MDN’s WebCodecs codec-selection guidance does not recommend it as a general-purpose encoding target because browser encoding support has significant gaps outside Apple platforms. MDN WebCodecs codec-selection guidance

Will your browser, TV, or streaming device play HEVC?
There is no safe blanket answer such as “all modern browsers support H.265.” Browser and operating-system support varies, and playback can depend on hardware. WebCodecs does not require implementations to support HEVC: the W3C registration states, “Implementers of WebCodecs are not required to support the HEVC / H.265 codec.” W3C’s HEVC codec registration

Even a device described as HEVC-capable may handle only certain profiles, levels, resolutions, frame rates, bitrates, color depths, or HDR formats. Container support matters too. Manufacturer specifications make the limits model-specific: Amazon’s Fire TV documentation lists different hardware-accelerated HEVC decoding capabilities and limits by player model, while Samsung’s 2025 TV specifications give model-specific HEVC playback limits and identify supported containers for a listed configuration. Check the whole playback path
- Find the exact model of the TV, phone, computer, or streaming player—not just its brand or product family.
- Check the manufacturer’s current specifications for HEVC support, including profile, level, resolution, frame rate, color depth, HDR, and container limits relevant to your stream.
- Check the browser, operating system, or playback app you will actually use; support in one app does not establish support in another.
- Test the actual stream configuration on the target device. If it fails, try an available alternate rendition or codec before buying new hardware.
Advice for viewers and publishers
If you are watching a stream
Try the service’s supported playback setting on the device you use. If playback fails or stutters, verify the device and app’s HEVC specifications and check whether another rendition is available. The codec alone does not establish that the network can sustain the stream; Samsung notes that network conditions can make playback choppy.
If you publish or operate a streaming service
Decide based on the audience and delivery path, not compression efficiency alone. Weigh delivered picture quality at the target bitrate, browser and device reach, encoding and decoding support and cost, resolution and HDR needs, delivery bandwidth, and workflow complexity. For a broad web audience, an alternate rendition or fallback codec can reach devices that cannot play the HEVC version. Confirm the playback support of your intended audience before making HEVC your only option.

HEVC licensing: what implementers should check
HEVC has patent-related licensing considerations. MDN describes it as patented and notes that royalties apply in certain circumstances. The W3C codec registration does not determine whether intellectual-property claims encumber the format and recommends legal counsel for implementers or authors. Access Advance describes licensing programs for devices and software, as well as a patent-pool program for internet video streaming. Those descriptions are not a complete legal determination of every potentially relevant patent, license, territory, or activity, and terms can change. A business deciding whether to encode, distribute, or implement HEVC should seek current legal advice tailored to its implementation and markets. Access Advance licensing programs
These sources do not establish a universal rule that every viewer or publisher owes a particular royalty—or that HEVC content is always free to stream. The answer depends on the activity and applicable license terms.
How this applies to an always-on YouTube video stream
HEVC is a codec decision, not a way to keep a stream online by itself. If you stream pre-recorded video continuously to YouTube, the encoding and playback path still need to suit your intended viewers. StreamNeo is a separate cloud service for keeping a YouTube channel live 24/7 from uploaded videos; it plays uploaded video rather than going live from a camera. It does not make HEVC universally compatible, so check your audience’s playback support before choosing the stream format. Learn about StreamNeo.
