GPU utilization measures how actively a GPU is being used; it does not tell you by itself how much inference output the GPU produces or what each request costs. It matters because low useful output from provisioned compute can waste capacity, while maximizing utilization at the expense of latency or accuracy can make a service worse. To understand inference costs, read utilization alongside throughput, request latency, queue time and, for large language models, token-level metrics.
What GPU utilization measures
GPU utilization is an activity signal: it indicates how busy a GPU is over a measurement interval. In NVIDIA Triton Inference Server’s archived 1.13.0 documentation, the metric is reported per GPU per second on a scale from 0.0 to 1.0. Monitoring systems may define, sample or aggregate utilization differently, so check the meaning of the metric in the particular stack you use.

Utilization is not the same as GPU memory occupancy, power draw, energy use, throughput or latency. Triton lists these as separate GPU and model-serving signals, including request counts, inference counts, request latency, model compute time and queue time. A high utilization value means activity, not necessarily that the system is producing useful results efficiently. NVIDIA Triton Inference Server 1.13.0 metrics documentation

Inference services provision or operate compute capacity, and that capacity has a cost. When GPUs spend significant time idle or are poorly matched to demand, the service may produce less output from its available resources. More useful throughput from the same resource base can improve efficiency and reduce the effective cost of serving each unit of inference.

But utilization is not a cost-per-token formula. The sources do not establish a universal conversion from a utilization percentage to the cost of an inference or token. That calculation depends on the deployment’s actual costs and output, including workload, hardware and service behavior.
NVIDIA defines throughput as “how many inferences can be completed in a fixed unit of time.” Throughput connects resource use to delivered output, but it is only one part of evaluation: latency, accuracy and efficiency also matter. Why a higher utilization number is not always better
The right interpretation depends on the service’s goal. A batch job that processes a large backlog can often prioritize throughput over fast responses. A real-time application must respond promptly, so an optimization that increases GPU activity but causes requests to wait longer may undermine the service.
High utilization can coincide with queues and user-visible delays. An apparent efficiency gain may therefore be a poor trade if latency rises beyond the service’s target or accuracy falls. There is no universal “good” utilization percentage that applies to every inference workload; judge it against throughput, latency and accuracy requirements.

What to measure alongside utilization
Pair GPU-level telemetry with request-level and model-level metrics. Together, these signals help distinguish a busy GPU doing useful work from a system where requests are queued, responses are slow or resources are occupied without enough output.
- GPU signals: utilization, memory, power and energy, where available.
- Serving activity: request and inference counts, with batch behavior where the serving system exposes it.
- Request performance: end-to-end latency, model compute time and queue time.
- LLM experience: time to first token, time per output token, throughput and goodput—the throughput achieved while meeting latency targets.
For LLM serving, a single average latency can hide an important difference: how long a user waits for the first token versus how quickly subsequent output arrives. NVIDIA’s AI inference glossary describes these token-level measures and goodput, which relates throughput to latency targets.

How to use the metrics in a deployment decision
- Set the service objective. Decide whether the workload prioritizes batch throughput, real-time response, streaming behavior or a combination, and identify its latency and accuracy requirements.
- Establish a baseline. Record GPU utilization and available memory, power and energy signals alongside request counts, throughput, end-to-end latency, compute time and queue time. For LLMs, include time to first token, time per output token and goodput against the latency target.
- Compare output as well as activity. When evaluating a change such as batching or dynamic scaling, compare how much inference output it delivers and whether latency, accuracy or resource use changes. A rise in utilization alone does not show that the service improved.
- Investigate idle periods before labeling them waste. Potential causes include startup or container downloads, data loading and initialization, checkpoint reads or writes, and model behavior. Identify the cause and whether it is avoidable before changing capacity or scheduling.
