The stored bits may remain unchanged; what fails is the ability to render and use them. Preservation guidance typically calls this risk format obsolescence or loss of future renderability.
How can an unchanged file become unusable?
A file is more than the sequence of bits stored on a drive. Software must know how to interpret those bits, and some files also depend on codecs, licenses, hardware, or technical knowledge. If one of those dependencies disappears, the file can become difficult or impossible to open correctly even though its stored contents have not changed.

For example, a document might rely on an obsolete application, or a media file might require a codec that current software no longer supports. In other cases, software capable of opening a file may be unavailable or restricted by licensing, or the file’s original behavior may depend on hardware that is no longer accessible. The Library of Congress describes these as threats to future usability and renderability (Bit Level Preservation and Long Term Usability).

File-format rot is not bit rot
Bit rot generally refers to unwanted changes or deterioration in the stored bits. File-format rot refers to a different problem: the bits may be intact, but suitable tools for interpreting them may not be. A file can therefore pass an integrity check and still be unusable.
Fixity checks and redundant copies help detect changes and protect the bitstream. They do not, by themselves, ensure that future software can render the file. The Library of Congress distinguishes bit-level preservation—maintaining accurate copies of the original bitstream—from long-term usability, which also depends on being able to interpret and render the content (Glossary: Digital Collections Management; Bit Level Preservation and Long Term Usability).

How preservation efforts address format obsolescence
Preserve and monitor the original
Keeping accurate copies of the original bitstream and checking their fixity helps protect the received file and reveal changes. This is important, but it addresses integrity rather than whether future software can interpret the format.
Identify formats and assess risk
Preservation decisions should consider more than a file extension or how old a format is. The Library of Congress evaluates sustainability factors such as how well a format is documented, how widely a community uses it, whether it is self-describing, its external dependencies, patent impacts, technical protection mechanisms, and the institution’s ability to manage it. Its 2025–2026 Recommended Formats Statement also considers support for digital accessibility, including text alternatives, captions, structured or tagged text, and accessible dataset structures. It distinguishes preferred from acceptable formats using community and institutional considerations (Recommended Formats Statement – introduction; Sustainability of Digital Formats).

Normalize at ingest when appropriate
A repository may convert files when they enter its collection into a chosen format or specification. The Library of Congress calls this normalization. It can make monitoring more manageable, but it does not remove the possibility that later migration or emulation will be needed (Glossary: Digital Collections Management).
Migrate while documenting what matters
Format migration means copying digital content to a different data structure, generally to counter obsolescence. It can help retain functional aspects such as look and feel, but the Library of Congress cautions that migration cannot create an authentic copy of the original digital content. A migration therefore should not be described as a guaranteed lossless recreation.

When migrating, preservation staff identify significant properties to retain where possible and document the transformation. NARA’s framework provides action plans for record categories and file formats that identify such properties and support preservation decisions (Glossary: Digital Collections Management; Digital Preservation Framework for Risk Assessment and Preservation Planning).

Emulation is another preservation strategy identified by the Library of Congress. It may be relevant when retaining an original software environment or behavior matters, but there is no single rule that makes emulation preferable for every file. The suitable approach depends on the content and the preservation goal.

What institutional frameworks can—and cannot—tell you
NARA’s Digital Preservation Framework includes a format-risk matrix, plans for 16 categories of electronic records, and preservation action plans for more than 700 file formats. NARA’s page was last reviewed June 20, 2025. These numbers describe the framework’s scope; they are not estimates of how many files are affected by format obsolescence or how often it occurs (Digital Preservation Framework for Risk Assessment and Preservation Planning).
These frameworks concern institutional preservation and decision-making. They do not establish that a particular file extension is universally future-proof, nor do they prescribe a consumer storage product. Long-term access depends on the file’s characteristics, its dependencies, community support, accessibility needs, and the ability to manage it.
