The Federal Communications Commission (FCC) described it in 2016 as “Continuous, high-bandwidth connectivity between customers’ LANs and the public Internet.” The name identifies an Internet access service, not a specific cable, network route, speed, or service-level agreement (SLA).
What does DIA mean in networking?
DIA means Dedicated Internet Access. In Ethernet DIA, a carrier provides the connection between a customer’s LAN and the public Internet using an Ethernet service interface. The FCC definition captures the purpose of the service; it does not prescribe one universal physical network design or set of contract terms.

Carrier Ethernet is the standards-based Layer 2 service framework and transport context that may be used to deliver DIA. The Metro Ethernet Forum (MEF) lists Dedicated Internet Access among Carrier Ethernet use cases. In other words, DIA is the Internet access service, while Carrier Ethernet describes a framework and family of services that can support it. FCC 16-54 (2016); MEF.
What does “dedicated” mean—and what does it not guarantee?
“Dedicated” describes a dedicated high-speed facility or service characteristics offered by the carrier. It does not, by itself, establish that one physical fiber strand is exclusive to a customer from end to end. Nor does the label specify the last-mile technology, whether traffic is aggregated, the path taken, or the SLA.

Ethernet providers can use different protocols for last-mile access and transport, and service frameworks define observable attributes rather than one mandatory physical build. Ask the provider what part of the service is dedicated, where aggregation occurs, and which performance measures are contractually committed. The FCC’s report; MEF’s service framework.
Terms such as symmetrical, uncontended, fiber-delivered, and resilient describe a particular offer only when its specification says so. For example, a UK Government Digital Marketplace definition for one Ethernet Access Direct product describes dedicated symmetrical bandwidth over uncontended fiber. That is a product specification for that service and geography, not a universal definition of DIA. UK Government Digital Marketplace.

How is Ethernet DIA different from broadband, private Ethernet, and a leased line?
| Service or term | What it describes | What to verify |
|---|---|---|
| Ethernet DIA | Carrier-provided Internet access connecting a customer LAN to the public Internet. | Committed upload and download rates, access path, SLA, handoff, and IP options. |
| Ordinary broadband | Internet access sold under the terms of the particular provider offer. | Compare the contract and service commitments; do not assume every broadband service is shared or every DIA offer has the same SLA. |
| Private Ethernet | Connectivity between sites or networks, rather than access to the public Internet. MEF examples include point-to-point E-Line and multipoint E-LAN services. | Check whether the requirement is site-to-site connectivity or Internet access; the services are not interchangeable just because both use Ethernet. |
| Ethernet cable or port | A network technology or physical interface, not the carrier Internet service itself. | Confirm the provider’s handoff interface and the customer equipment needed to connect to it. |
| Leased line | A term used for dedicated connectivity offers; it does not alone specify that an offer is DIA or establish its exact technical or contractual terms. | Check whether the service connects to the public Internet or links locations, and read the offer’s route, bandwidth, and SLA details. |
MEF distinguishes private Ethernet service types such as E-Line and E-LAN from Internet access use cases. Ethernet is the technology and service context, not a guarantee that two differently named services do the same job. MEF; MEF service resources.
What should you compare when buying dedicated Internet?
Ask the provider to document the following for the service at your premises. These are comparison points, not specifications that every DIA offer automatically includes.

- Committed bandwidth: Get the committed upload and download rates, whether they are symmetrical, and whether any burst rate is separate from the committed rate.
- SLA and remedies: Confirm the availability target and measurement period, fault-response and restoration targets, exclusions, and service-credit terms.
- Access and route: Ask whether the access medium is fiber or another technology, whether the site is on-net or off-net, where the handoff is located, and whether a third party supplies any last-mile segment.
- Resilience: Find out whether the circuit, building entry, power, and upstream route use diverse paths, and what failover is included.
- Handoff and IP service: Confirm the Ethernet interface, IP address allocation, routing options, and whether the provider supplies customer firewall or router equipment.
- Commercial terms: Check installation lead time, one-time charges, contract length, renewal and termination terms, and total recurring cost.
Availability and commercial terms depend on the provider and service address. The FCC describes Ethernet offerings as varying by medium and bandwidth; the service name alone is not enough to determine what can be installed at a particular site. FCC 16-54 (2016); MEF.
