Direct carrier billing (DCB) is a payment method that charges an eligible purchase to a customer’s mobile account or phone bill. A mobile operator handles the billing for the merchant or service provider. It is also called direct operator billing, carrier billing or charge to mobile, though the exact name and checkout steps vary by provider and country.
What does direct carrier billing mean?
With DCB, a customer pays for an eligible purchase through their mobile account instead of entering a separate card payment at checkout. The charge is collected through the operator’s billing arrangement and appears on the mobile account or phone bill. The UK government lists “Charge To Bill,” “Charge To Mobile” and “Carrier Billing” as names for direct operator billing: UK government guidance.

Terms such as “Operator Billing,” “Direct Carrier Billing,” “Charge-to-mobile” and even “Google Play” can refer to the payment mechanism rather than identify the company that supplied the service. Ofcom explains this distinction in its guidance on premium-rate services and phone-bill charges.

How does carrier billing work?

The operator’s billing arrangement processes the transaction, and the charge is added to the mobile account or phone bill.
There is no single confirmation sequence that applies everywhere. The merchant, operator or service provider’s instructions are the best source for the exact steps and terms. BEREC’s 2021 report on direct carrier billing defines the method in terms of charges for digital content or other products and services billed directly to an end user’s mobile phone bill.
What can you buy with direct carrier billing?
Digital content is a central use, but supported purchases depend on the operator and country. For example, Bangladesh’s telecom regulator lists app-store and in-app purchases, online utility bill payments, e-ticketing and electronically consumable goods among permitted categories in Bangladesh. That list is specific to its jurisdiction, not a guarantee that those purchases—or DCB itself—are available elsewhere. See the Bangladesh Telecommunication Regulatory Commission’s mobile financial services page.

Eligibility, participating merchants, transaction limits and applicable rules can all vary. Check the terms shown by the merchant and mobile operator rather than assuming a purchase can be billed to any phone account.
Is direct carrier billing the same as premium SMS?
No. Both methods can result in third-party charges on a phone bill, but they are distinct payment approaches. In a 2014 consumer-protection discussion, the US Federal Trade Commission described a shift from premium SMS toward DCB, where charges could be placed on a mobile bill through a website or app. The FTC also said consumer protections should apply to DCB and other ways of placing third-party charges on mobile bills: FTC report announcement. That historical description does not establish today’s rules in every country.

What should you do about an unfamiliar carrier-billing charge?
Start by identifying the service or purchase behind the charge. The wording on a bill may name the billing mechanism rather than the seller. Ofcom advises consumers to ask their phone provider who supplied a service when relevant messages or short codes appear, and to check the service’s cost and how it works. Then use the carrier’s and local regulator’s current complaint or dispute process. The available rights and refund procedures depend on where you live.
In its 2021 report, BEREC describes consent in its covered context as a freely given, specific, informed and unambiguous indication of a person’s wishes, expressed by a statement or clear affirmative action. That report definition should not be treated as a universal legal rule; applicable consent requirements depend on local law.
Is carrier billing cheaper or safer than paying by card?
Not necessarily. The fact that a purchase can be billed through a mobile account does not establish that it costs less, is safer or is more secure than another payment method. Fees, limits, protections and dispute options depend on the carrier, merchant and jurisdiction, so compare the terms that apply to the specific transaction.
