Cognitive load is the mental demand a task places on working memory. When too many unfamiliar or competing demands must be handled at once, performance and learning can suffer. At work, the practical goal is not to remove all mental effort: it is to reduce avoidable demands while giving people support that fits their experience.
What cognitive load means
Cognitive load theory starts with a basic constraint: working memory has limited capacity for processing unfamiliar information. When a task contains many interacting elements that a person has not yet learned to handle as a whole, those elements compete for that capacity. Knowledge stored in long-term memory can be organized into schemas, making familiar tasks require less conscious processing. The commonly used three-part model is a useful way to think about different sources of demand, but its categories are not universally settled or cleanly separable measurements. In particular, researchers have debated how to define and measure germane load.

A complex task may be manageable for an expert but demanding for a novice.
- Extraneous load: avoidable demand introduced by how information is presented or by the surrounding environment, rather than by what the task requires.
- Germane load: effort directed toward learning and organizing knowledge. The label is used in the familiar model, though its definition and measurement have been debated.
How cognitive load relates to productivity
Cognitive load can affect task performance and learning, both of which may contribute to productivity. But productivity is not one outcome: it can mean speed, accuracy, fewer errors, learning, retention, or useful output over time. A slower process may produce better-quality work, so an effect on one measure does not automatically mean an improvement in all the others.

The most directly relevant workplace evidence is a 2018 scoping review of cognitive load theory in professional settings. Its authors included 116 studies from 4,571 records, covering actual and simulated work inside and outside health professions. Across the studies, overall and intrinsic cognitive load were negatively associated with experience and performance; distractions and other workplace conditions contributed to extraneous load. The review also found that few factors affecting load or performance had been studied, so these results do not establish a universal cause-and-effect estimate or a general office productivity percentage. That distinction matters in practice. A high-demand task is not necessarily poorly designed: its complexity may be essential. Nor does a report of mental effort by itself establish that someone is stressed, burned out, or unproductive. Cognitive load, mental workload, stress, burnout, and productivity are related ideas in some contexts, but they are not interchangeable measures.

Ways to manage cognitive load at work
Remove avoidable distractions
When sustained attention is needed, limit interruptions and unnecessary task switching where practical. The workplace review identifies distractions and environmental conditions as contributors to extraneous load. This is a reason to examine the conditions around a task, not a guarantee that any single change will raise output by a fixed amount.
Give novices guidance for complex work
For people learning unfamiliar, demanding tasks, use explicit instructions, worked examples, practice, and feedback instead of expecting them to discover every step unaided. The NSW Centre for Education Statistics and Evaluation’s practical review describes these teaching approaches. It reports that working memory holds about four chunks of information for the average person; treat this as an approximate review-reported figure, not a fixed limit for every individual or situation.

Adjust support as expertise grows
Support that helps a novice can become unnecessary as a person becomes proficient. Gradually increase independent problem solving as knowledge grows, rather than keeping the same level of instruction for everyone. The right amount of guidance depends on the learner’s expertise and the task.
Break instruction into steps without hiding the real task
Present complex instructions in manageable steps, while retaining the context needed to understand the work. Simplifying the explanation is not the same as pretending the underlying task is simple. Useful effort is still needed to learn and build knowledge; the aim is to substitute productive processing for avoidable processing, as described by Paas and van Merriënboer.

Choose the right goal before changing the process
Before trying to reduce cognitive load, identify what the work needs to improve. Support that helps someone learn a new procedure may differ from a change intended to improve speed on familiar work. Consider whether the demand is essential or avoidable, whether the person is a novice or experienced, and whether the desired outcome is accuracy, speed, learning, or retention. Cognitive load theory has been applied especially to instructional design and workplace learning; the evidence does not support a single intervention or productivity target for every job.
