Artificial general intelligence (AGI) is a proposed kind of AI that can perform and learn across a broad range of domains, often against a human-level intellectual benchmark. It is not a settled technical or legal category: definitions differ on how broad the abilities must be, whether the system must learn new skills, and whether intelligence implies consciousness. No universally accepted test establishes when a system qualifies as AGI.
What does artificial general intelligence mean?
AGI describes an ambition for AI systems with general rather than narrowly specialized capabilities. A UNESCO publication in 2021 presented it as an overarching goal, not yet achieved at the time: a system that displays intelligence across multiple domains, can learn new skills, and may mimic or surpass human intelligence. UNESCO attributed that formulation to ARTICLE 19 and Privacy International (2018). Read UNESCO’s terminology publication.

The OECD’s 2024 paper characterizes AGI as machines with human-level intelligence or greater, while describing the concept as controversial. These are useful ways to convey the idea, but neither establishes a binding definition or a universally accepted threshold. See the OECD paper.
Why is there no single AGI definition?
Definitions may agree that AGI involves broad capability yet disagree about what counts as broad enough or what “intelligence” requires. Some emphasize performance across multiple domains and the ability to acquire new skills. Others use human-level or beyond-human ability as the benchmark. Some strong-AI or AGI usages additionally associate intelligence with consciousness or human-like responses. A claim about AGI is clearer when it states which meaning it uses.

How to assess a claim that a system is AGI
There is no source-backed universal AGI checklist. To understand what a particular claim means, ask what benchmark it applies:
- Breadth: Does it mean competence in several domains, a wide range of distinct tasks, or nearly all intellectual tasks?
- Learning: Must the system acquire new skills, or is it enough to perform many tasks it has already encountered?
- Performance: Is the comparison human-like, human-level, or beyond human capability?
- Meaning of intelligence: Does the definition concern task competence alone, or also require consciousness?
- Evidence: What evaluations support the claim, and do they test the stated breadth and learning requirements?
Without an explicit definition and evidence standard, saying that a named system is—or is not—AGI presents a contested judgment as a settled fact.

AGI is not the EU’s legal category of general-purpose AI
The EU AI Act defines a “general-purpose AI model” (GPAI model), not AGI. Under Article 3(63) of Regulation (EU) 2024/1689, a GPAI model displays significant generality, can competently perform a wide range of distinct tasks, and can be integrated into varied downstream systems or applications. The definition includes an exception for models used only for research, development, or prototyping before they are placed on the market. Read Regulation (EU) 2024/1689.

The terms model and system are therefore not interchangeable in the Act. A model may need additional components, such as a user interface, to become a system; Recital 97 explains this distinction.
The European Commission’s 2025 guidance says that the diversity of capabilities and uses makes it infeasible to provide a precise list of tasks for classifying a model as general-purpose. That is a practical point about applying the legal GPAI category, not an official checklist for AGI. See the Commission’s GPAI guidance.

AGI is a contested description of a hypothesized level of general capability. “General-purpose AI model” and “general-purpose AI system” are defined legal terms in the EU AI Act with their own scope. The related language does not make GPAI a synonym for AGI, and meeting a legal category’s criteria does not by itself settle whether a system is AGI.
