An OTT app delivers video over the internet through an app on supported devices, such as connected TVs, phones, and tablets. For a creator, building one means choosing where viewers can watch, how the service will earn money, and whether the work of publishing and maintaining apps across platforms fits the audience and business.
What “OTT” means—and what an OTT app is
OTT, short for “over the top,” describes video delivered to viewers over the internet rather than through a traditional cable or satellite TV package. The term describes a delivery method; an OTT app is a product and distribution choice that gives viewers access to programming on the devices and platforms the publisher supports. Roku’s developer overview describes OTT apps as a way for content publishers to distribute and monetize programming. Roku Developer

An OTT app might offer a creator’s own branded collection of videos, live programming, or a subscription service. The label alone does not specify whether the content is free, paid, ad-supported, or available on every screen. Those decisions depend on the service and the requirements of the platforms where it is published.

Choose between an existing platform and your own app
| Consideration | Existing creator platform | Branded OTT app |
|---|---|---|
| Audience access | An established service can provide a place for viewers to find and watch videos; discovery and reach depend on that platform. | You choose the supported app platforms, but must bring viewers to your service. |
| Viewing experience and customer relationship | The platform governs the viewing environment and its available creator features. | You can shape a branded viewing experience and offers, within each platform’s rules. |
| Development and distribution work | Use the platform’s creator tools and meet its eligibility and policy requirements. | Plan for app development, supported-device choices, certification where required, and ongoing maintenance. |
| Monetization | Available features depend on the platform’s program, policies, and eligibility. | Possible models include ads, subscriptions, one-time purchases, or a combination, subject to platform rules. |
| Geography and eligibility | Access to monetization depends on the platform’s current rules and availability. | Publishing and payment options depend on each distribution platform and its requirements. |
There is no like-for-like cost or audience comparison established here, so a creator should not assume that a branded app is cheaper, reaches more people, or produces more revenue than an existing platform. YouTube’s Partner Program, for example, offers eligible creators monetization features including ad revenue sharing, subject to current policies and eligibility. Check YouTube’s Partner Program requirements before building a plan around a particular feature.
Decide how the app will make money
Roku’s certification criteria identify several app models: free, live TV, AVOD (advertising-based video on demand), SVOD (subscription video on demand), TVOD (transactional video on demand), TVE (TV everywhere), and vMVPD (virtual multichannel video programming distributor). A single app can combine models, but it must meet the applicable requirements for each. Roku says its certification criteria were last updated in April 2026. Roku certification criteria
- Free: Viewers can watch without buying access; the service may have other ways to fund its programming.
- AVOD: Advertising supports free or otherwise accessible video.
- SVOD: Viewers pay for a subscription to access video.
- TVOD: Viewers pay for a specific title or transaction.
- Live TV, TVE, and vMVPD: These describe other platform-recognized service types. Confirm the relevant platform’s current definitions and rules before choosing one.
Do not treat a model’s name as permission to use it. A platform may impose its own payment, ad, content, and technical requirements. A combination of models can expand how a service earns revenue, but also means accounting for every set of requirements that applies.

Understand platform-specific publishing rules
Publishing on Roku
Roku’s process is specific to Roku, not a universal checklist for every OTT app. Its guide for creating a subscription app describes obtaining a Roku device, enrolling in the developer program, and enrolling in the payout program, along with the publisher agreement. Roku also requires distribution terms and app certification. Use Roku’s SVOD app first-steps guide to confirm the current onboarding steps for a Roku build.

Roku advertising terms are not industry-wide benchmarks
Roku Developer describes a default arrangement in which 30% of ad inventory is sent to Roku and the publisher controls the remaining 70%. It also describes a separate Sales Representation Program for apps meeting both thresholds of 5,000 new installs and 50,000 streaming hours over the last calendar month. Meeting those thresholds does not guarantee selection. These are Roku program terms reported by Roku Developer in 2026, not general OTT revenue standards; check the current agreement before using them in a financial forecast. Roku advertising information
Apple’s Video Partner Program has a narrower scope
Apple’s Video Partner Program is for eligible apps whose primary function is delivering the provider’s own premium video subscription service. Apple’s requirements include availability on iOS and tvOS, Live Tune-In support for live content, integration with Universal Search, Siri, and the Apple TV app where available, and AirPlay support. Apple reported that over 130 premium subscription video entertainment providers had signed on as of 2025; that is Apple’s reported program figure, not a measure of market size or typical creator uptake. See Apple’s Video Partner Program requirements.

How to plan a creator OTT app
- Define the viewer and the programming. Specify what viewers will watch, how often you can publish, and whether the offer is a library, live programming, a subscription service, or a mix.
- Choose the first devices and platforms. List the screens your intended audience uses and decide where an initial release makes sense. More platforms can mean more development, certification, and maintenance work.
- Select a monetization model. Decide whether access will be free, ad-supported, subscription-based, transactional, or combined. Confirm each target platform’s requirements before designing payment or advertising flows.
- Check eligibility and distribution terms. Review developer enrollment, publisher agreements, certification steps, payout setup, and any geographic limits for each platform. Treat each platform’s rules separately.
- Estimate the operating work. Account for app creation, catalog and playback maintenance, customer support, and platform updates. The available platform information does not provide a comparable total cost for a creator’s app.
- Test the experience on target devices. Verify navigation, playback, sign-in or purchase flows, and any platform-required integrations before inviting viewers to rely on the app.
- Recheck current policies before launch. Program rules and eligibility can change. In particular, verify the live requirements for YouTube monetization and any platform agreement you intend to use.
When a YouTube live stream is the better fit
A branded OTT app is not the only way to distribute video. If the immediate goal is to keep uploaded recordings playing as a 24/7 YouTube live stream, that is a different use case from building a multi-device branded app. StreamNeo is a cloud service for keeping a YouTube channel live from uploaded videos: upload a recording or playlist, add the YouTube stream key, and go live. It does not stream from a camera or to other services. Learn more at StreamNeo.
Or let it run in the cloud
For a 24/7 YouTube stream made from uploaded video, StreamNeo runs the loop in the cloud, so no computer or home connection has to stay on. Each slot streams the upload as made, up to 4K 60fps, at one flat price per slot; the service automatically recovers if YouTube drops the stream. The first day is free with no card. Monthly pricing is $9.99 per month.
