What Is an Access Control Protocol? Authentication vs. Permissions

Access control decides which subjects may perform which actions on resources. Learn why authentication protocols, ABAC, XACML, and OAuth serve different roles.

An access-control protocol is a mechanism used within a system to support decisions about who can do what. The phrase is broad, though: there is no single universal standard called “the access control protocol.” To understand a particular system, identify the specific authentication protocol, authorization model, or policy specification it uses. Authentication establishes identity evidence; access control determines which actions that identity may perform on a resource.

What does access control mean?

Access control is the broader process of deciding whether a subject may perform a requested operation on a resource under a policy. A subject might be a person, service, or application; a resource might be a file, database, or cloud service. The decision can depend on who or what is requesting access, what it wants to do, and the rules governing the resource.

In everyday use, “access-control protocol” may refer loosely to a protocol involved in that process. More precisely, it could mean an authentication message exchange, a way to convey delegated permissions, or a specification for expressing and evaluating authorization policies. Those mechanisms have different jobs.

How are authentication and authorization different?

Authentication checks whether a claimant controls one or more authenticators associated with a claimed identity. A protocol can define the messages exchanged between the claimant and verifier to establish that control, and may also help establish that the claimant is communicating with the intended verifier. NIST’s current Digital Identity Guidelines: Authentication and Authenticator Management cover authentication; the guidelines’ federation volume states that “the details of authorization and access control are outside of the scope of these guidelines” in SP 800-63C.

Authorization determines what an authenticated subject is allowed to do. For example, a successful sign-in may establish that a user controls an authenticator, but a separate policy still determines whether that user can read a particular file, change its contents, or administer the system.

So an authentication protocol can support an access-control workflow without being the authorization policy or the complete access-control system. NIST’s earlier SP 800-63-3 wording defined an authentication protocol as a sequence of messages demonstrating that a claimant possesses and controls valid authenticators; the current SP 800-63-4 guidance frames authentication around control of authenticators associated with a claimed digital identity.

What roles do ABAC, XACML, and OAuth play?

Term Role What it is not
Authentication protocol Defines a message exchange used to demonstrate control of authenticators. It does not, by itself, specify every permission a subject has.
ABAC An authorization method that evaluates attributes against policy. It is an access-control methodology, not one universal authentication exchange.
XACML 3.0 An OASIS policy language and processing specification for expressing and evaluating access-control policies. It is not the same thing as an identity proof or login protocol.
OAuth access token A token can convey delegated application access to services on a subscriber’s behalf after an authentication event. It is not, by itself, the complete access-control policy for the service.

ABAC: permissions based on attributes

Attribute-based access control (ABAC) evaluates attributes associated with the subject, the resource or object, the requested operation, and sometimes environmental conditions. NIST defines ABAC as a logical access-control methodology in which authorization is determined by evaluating those attributes against policies, rules, or relationships. See NIST SP 800-162 and NIST SP 800-205, which discusses attribute considerations for access-control systems.

Because an ABAC decision can account for context as well as identity, it can express rules that depend on changing circumstances. The policy—not the word “protocol”—defines which attribute combinations permit an operation.

XACML: policy expression and processing

OASIS XACML 3.0 specifies a policy language and processing model. Its roles include policy decision and policy enforcement: one component evaluates a request against policy, while another applies the resulting decision. That makes XACML relevant to access-control policy, but distinct from an authentication protocol that establishes control of authenticators.

OAuth: delegated access tokens

NIST gives OAuth access tokens as an example associated with allowing an application to access services on a subscriber’s behalf after authentication. A token can communicate delegated access, but it should not be mistaken for the service’s entire authorization policy or for the authentication event itself.

How should you identify a system’s access-control mechanism?

Instead of asking only which “access-control protocol” a system uses, separate the questions that determine how it works:

  • Identity evidence: What authentication protocol or authenticator establishes control of the claimed identity?
  • Permission representation: Are permissions expressed through roles, attributes, relationships, tokens, or another policy form?
  • Decision and enforcement: Which component evaluates the request, and which component applies the decision?
  • Trust: What assurance exists between the identity provider, policy decision component, enforcement point, and resource?
  • Protected environment: Which cloud service model or component is involved?

These distinctions matter in cloud systems. NIST SP 800-210 says, “Different service delivery models require managing different types of access on offered service components.” Its guidance addresses IaaS, PaaS, and SaaS; it does not prescribe one protocol for all cloud access. See NIST SP 800-210.
