It matters because an agent can use tools and information to act on a goal: a prompt or written policy alone cannot reliably restrict system access, enforce permissions, or create an audit trail.
What does it mean to control an AI agent?
An AI agent is software that can pursue a goal by taking actions, often through connected tools, applications, or data sources. Control is not just about getting the agent to give a sensible answer. It is about setting and enforcing boundaries around the agent’s identity, authority, access, actions, and oversight.

That distinction matters in practice. Telling an agent in a system prompt not to open a sensitive file is not the same as denying it permission to access that file. Effective control combines policy with technical enforcement and operational processes, including monitoring and review. NIST’s AI Risk Management Framework (AI RMF) addresses governance, oversight, monitoring, and evaluation; NIST’s agent identity work raises specific questions about identity, authorization, delegation, and auditability. An agent may access information or take actions that affect people, systems, or business operations. If its identity is unclear, its permissions are too broad, or its behavior is not recorded, an organization may struggle to prevent misuse or establish what happened afterward.

- Excessive access: An agent with broad permissions can expose or change more information than its task requires.
- Unclear delegated authority: An agent may act on someone’s behalf, but the system needs a way to establish which person or process authorized the action and what that authority covers.
- Untrusted content: Instructions embedded in retrieved documents, webpages, or tool outputs may try to redirect an agent. This is a prompt-injection concern, not a problem that can be assumed solved by one universal defense. NIST’s concept-paper comment summary discusses concerns about authorization when injection is suspected or untrusted data is processed. NCCoE summary of comments
- Limited accountability: Without useful records, investigators may not be able to trace an action to an agent, a task, and the authority under which it ran.
- Changing risks: An agent’s behavior and the surrounding environment can change over time, so approval at launch is not a substitute for ongoing monitoring and evaluation.
What should an agent-control system cover?
The controls below address different questions; none replaces the others. The practical checks are prompts for designing or assessing a deployment, not a guarantee that a particular implementation is secure.
| Control area | What it governs | Questions to ask |
|---|---|---|
| Governance and scope | Purpose, ownership, intended use, and risk tolerance | Is the agent inventoried? Who owns it? Which tasks are in scope, and how often are risks and policies reviewed? |
| Identity and authentication | Which agent is running and how it proves that identity | Can actions be attributed to a particular agent and execution context? How are credentials protected, rotated, and revoked? |
| Authorization and delegation | Which resources and actions the agent may use, and whose authority it may exercise | Are permissions limited to the task? Can an agent act on behalf of a person only within explicitly granted authority? Can access change when the context changes? |
| Human oversight | Where a person reviews, approves, escalates, or challenges an action | Which actions require approval, who can approve them, and what happens when review is unavailable or the action is disputed? |
| Monitoring and response | How behavior is observed, investigated, and addressed over time | Can the organization review tool use and actions, evaluate safety and security, investigate incidents, and respond to emerging risks? |
| Untrusted-input handling | How the agent responds to potentially malicious or misleading content | Are retrieved content and tool outputs treated as untrusted? Is there a defined containment or authorization response if injection is suspected? |
These areas reflect questions in NIST’s published risk-management guidance and agent identity work; NIST’s cited materials do not compare commercial products. NIST AI RMF Core · NIST NCCoE concept paper

How can an organization put controls in place?
- Define the use and accountable owner. Record the agent’s intended tasks, expected users, connected systems, data involved, and a named owner responsible for the deployment and its risks.
- Give the agent an attributable identity. Make it possible to distinguish the agent and its execution context from a human user or another service. Protect the credentials tied to that identity and establish how to revoke them.
- Constrain permissions to the task. Grant only the data access and tool actions the agent needs. Decide explicitly whether permissions should change with context; least privilege is harder when an agent’s necessary actions are not fully predictable, a challenge raised in NIST’s agent identity concept paper.
- Specify delegated authority. Define whose authority the agent may use, for which tasks, and within what boundaries. Do not treat the fact that a person started a workflow as blanket approval for every action the agent might take.
- Set review and escalation rules. Identify actions that can proceed without review, those that require approval, and the cases that must stop or go to a person. Document the oversight process and who is accountable for decisions.
- Record and monitor activity. Keep enough information to investigate what the agent did, which tools or resources it used, and what authorization applied. Monitor the deployment and repeat safety and security evaluations as risks or conditions change.
- Plan for suspicious inputs and failures. Decide how to contain or review activity if untrusted content or suspected prompt injection appears, and how to suspend access or recover from an incident. NIST sources identify these as concerns and areas of ongoing work, not as a universally solved defense.
NIST’s AI RMF describes risk controls, inventory, monitoring, periodic review, documented human-oversight processes, production monitoring, and recurring evaluation. It is a voluntary framework, not a product implementation recipe; organizations must translate its outcomes into controls that fit their own systems and risks. NIST AI RMF Core
When should a person approve an agent’s action?
There is no single approval rule that fits every agent. Oversight should be proportionate to the consequences of an action, the uncertainty involved, and the organization’s ability to detect and reverse a mistake. NIST’s AI RMF calls for human-oversight processes to be defined, assessed, and documented. Its Generative AI Profile says generative AI may warrant different oversight configurations, additional review, tracking, documentation, and management oversight; this is broad generative-AI guidance rather than an agent-specific standard. In setting an approval boundary, consider whether an action could expose sensitive information, create an external commitment, materially change a record or system, or cause harm that is difficult to undo. The organization should specify what approval means, who may give it, what information the reviewer needs, and what the agent does if approval is denied or unavailable. Those are deployment decisions; the cited guidance does not prescribe a universal list of actions that must always be approved.

What does current NIST guidance establish?
NIST’s AI RMF is intended for voluntary use to incorporate trustworthiness considerations into AI design, development, use, and evaluation. Its Core addresses governance, documented oversight, monitoring, and recurring evaluation. The Generative AI Profile adds considerations for generative systems, but it is not a dedicated agent-control standard.
Agent-specific guidance is still developing. NIST’s National Cybersecurity Center of Excellence (NCCoE) published a concept paper on software and AI agent identity and authorization on February 5, 2026. It explores applying identity standards and best practices to software agents and solicits feedback on identification, authorization, auditing, non-repudiation, and prompt-injection mitigation. It is a concept paper and project proposal, not a completed implementation standard. The NCCoE project hub describes an SP 1800-series practice guide—with example implementations, architectures, build details, and lessons from lab work—as a future deliverable. NIST’s AI Agent Standards Initiative describes work on voluntary guidelines, interoperable agent protocols, identity and authentication infrastructure, and security evaluations. Its COSAiS project describes active development of proposed security control overlays for AI systems, including single-agent and multi-agent use cases. As of the initiative page’s August 14, 2026 update, these are active guidance and standards efforts; they do not amount to one settled control design for every organization or use case. The cited NIST materials are U.S. guidance and project information, mostly voluntary or proposed, not a statement of binding legal requirements.
