A Windows file association is the rule that tells Windows how to handle a type of file or link. Most commonly, it determines which app opens a file when you open it. It can also affect the file’s icon, how it appears in File Explorer, and the commands available from its shortcut menu.
How file associations work
Windows needs a way to connect a file type with the app and actions that handle it. A common identifier is the file extension: for example, .txt or .jpg. In the documented registry model, an extension can map to a ProgID, which contains information Windows uses to treat that file type. The extension identifies a type; it is not the application itself. Microsoft’s File Types documentation describes this registration model, while How File Associations Work explains the effects on Shell behavior.

What an association affects
The default app is the most visible result, but an association can influence more than opening a file. It may determine the icon shown for the type, its presentation in File Explorer, and the commands Windows offers in the shortcut menu.

File extensions, apps, and defaults are different things
- File extension: A type label at the end of a filename, such as
.jpg. - Registered handler: An app can register the file or link types it supports and the behavior associated with them.
- User default: The app Windows currently uses when that type is opened. The registered app and the selected default are related, but they are not necessarily the same thing.
For example, if you choose a photo viewer as the default for .jpg files, opening a JPEG invokes that viewer. Which handler runs depends on the type and the default selected in Windows. Windows associations can apply to links as well as files, including URI schemes such as those used by particular kinds of links. Microsoft’s Windows app defaults platform documentation covers file and link types.

How to change the app that opens a file
On Windows 11, use the system’s Default apps settings to choose a handler. The exact choices depend on the file or link type and the apps installed on your PC. Choose an app that supports the task you want to do; the default can be set for a specific type rather than changing every file-related setting.
Apps can register the types they support, but Windows gives users control over which app becomes the default. Microsoft’s compatibility guidance explains that, in the Windows 8 and later association model, apps cannot simply set themselves as the default handler programmatically. Read Microsoft’s file type and URI associations guidance.

Why editing the registry is not the usual fix
The registry documentation explains how file types and ProgIDs can be registered; it is not a recommendation to edit registry entries to change an everyday default. Microsoft says HKEY_CLASSES_ROOT is generally intended to be read from, not written to. For a personal PC, use Windows’ default-app controls instead.

On supported managed devices, an administrator can deploy default file-type and protocol associations with the ApplicationDefaults policy. Microsoft lists Windows 10 version 1703 and later as applicable. This is an administrative deployment mechanism, not the normal way to change one default on a personal computer. See Microsoft’s ApplicationDefaults Policy CSP documentation.
