A WebRTC signaling server is the application-side channel that helps two peers exchange the information needed to establish a connection. It carries session descriptions (SDP) and, commonly, ICE candidates between the peers. It does not choose the network route or inherently carry the call’s audio, video, or data: ICE tests possible routes, using STUN and sometimes TURN to find a workable path. WebRTC specifies the peer-connection mechanisms, but it does not require one particular signaling server or signaling protocol.
What a WebRTC signaling server does
A browser or application can create and manage a WebRTC peer connection, but the application must provide a way for the peers to exchange setup messages. That channel is signaling. A signaling server is one common way to route those messages, but the term describes a role in an application’s design—not a standard WebRTC product or a single required protocol. An application might use an HTTP-based API, a REST service, RPC, or a messaging channel suited to its needs. WebRTC.org’s peer-connection guide describes this division between WebRTC’s connection mechanisms and application-provided signaling.

The essential job is to get each negotiation message to the right peer at the right time. The signaling service relays information; the peers’ WebRTC agents use that information to negotiate the session and establish a route.
How signaling establishes a WebRTC connection
A typical setup uses an offer and answer, followed by the exchange of network candidates. The exact message format and transport are application choices, but the negotiation follows this general sequence:

- The caller creates an offer. The application creates an
RTCPeerConnection, asks it to create an SDP offer, and sets that offer as the caller’s local description. - The caller sends the offer through signaling. The application routes the offer to the intended callee, for example through its signaling service.
- The callee creates an answer. The callee sets the received offer as its remote description, creates an SDP answer, sets the answer as its local description, and sends it back through signaling.
- Each peer applies the other peer’s description. The caller sets the received answer as its remote description. The offer and answer describe capabilities and parameters for the session; the answer selects the negotiated subset. The W3C WebRTC specification defines the browser peer-connection API and its description-handling mechanisms.
- The peers exchange ICE candidates. Candidate information is delivered over the signaling path so each peer can consider possible network routes.
- ICE tests routes and the application observes connection state. The ICE agents perform connectivity checks on candidate pairs and select a usable path. The application can observe peer-connection state to determine whether the connection is established. Signaling conveys the setup information; it does not perform those checks.
What SDP offers, answers, and ICE candidates mean
SDP describes the session
Session Description Protocol (SDP) messages carry session descriptions. An offer describes capabilities and preferences proposed by one peer; the answer selects the compatible negotiated subset. These descriptions travel through signaling, but the signaling server is not itself the component that negotiates the network path. WebRTC.org’s advanced peer-connections guide covers the offer-and-answer exchange.
ICE candidates describe possible routes
An ICE candidate represents a possible address and route for reaching a peer. The peers exchange candidates through signaling, while ICE gathers, checks, and evaluates candidate pairs. That distinction matters when diagnosing a call: successful delivery of an offer and answer does not by itself prove that the peers can reach one another over a usable network path.

How signaling differs from ICE, STUN, and TURN
These components cooperate, but they do different jobs. ICE is the connectivity procedure; STUN and TURN can help ICE find or use routes. The signaling service carries the information the peers need to coordinate.
| Component | Role | What it does not do |
|---|---|---|
| Signaling | Routes session descriptions and ICE candidates between the application’s peers. | It is not, by itself, the procedure that tests candidate routes or the media path. |
| ICE | Gathers candidates, exchanges and checks possible candidate pairs, then selects a workable route. | It is not a signaling transport; candidate information still has to reach the other peer. |
| STUN | Can help an ICE agent learn a server-reflexive address. | It is not the signaling service and does not relay the call’s traffic. |
| TURN | Can provide a relayed candidate and relay traffic when a direct path is not usable. | It is not interchangeable with signaling, even if one provider offers both services. |
This is why “peer-to-peer” does not guarantee that every packet travels directly between devices. If ICE selects a relayed candidate, TURN relays traffic. Signaling carries setup messages; it is not inherently the audio, video, or data plane. The distinction between ICE’s connectivity checks and signaling is also set out in IETF RFC 8445.

What trickle ICE changes
Without incremental delivery, an application may wait for candidate gathering to finish before sending the complete set. With trickle ICE, a peer sends candidates as it discovers them. The remote peer can begin connectivity checks while gathering continues, which can reduce setup delay. The signaling implementation must route each candidate to the matching remote peer, which then applies it to its peer connection. WebRTC.org’s peer-connection guidance describes this incremental candidate exchange.
What to consider when designing signaling
WebRTC leaves signaling transport to the application, so there is no universally required choice. Compare implementation approaches against the needs of the specific application rather than assuming that one transport is mandated by WebRTC.

- Message delivery and reconnection: Decide how the application handles messages that arrive late, are duplicated, or are missed during a disconnect, and how peers resume signaling after reconnecting.
- Peer and call routing: Ensure offers, answers, and candidates reach the correct peer and the correct call, including when a user has more than one active session.
- Authentication and authorization: Determine how a participant proves their identity and how the application prevents unauthorized users from joining a session or receiving its signaling messages.
- Privacy and retention: Establish what signaling payloads the service can access, how they are protected, and whether they are retained and for how long.
- Scaling and availability: Consider how the service behaves as concurrent sessions grow and what happens to call setup if part of the signaling service is unavailable.
- Incremental candidates: If using trickle ICE, make sure the message path can deliver candidates promptly and associate them with the right peer connection.
These are design questions, not a ranking of particular servers or transports. A choice that is suitable for one application may not meet another application’s delivery, privacy, or operational needs.

Signaling server versus media server
A signaling server is not necessarily a media server. Signaling helps peers exchange the information used to set up a session. The resulting media or data path is determined separately by the peer connection and ICE; it may be direct or use a TURN relay. A service provider may offer more than one of these functions, but that does not make them the same role.
