It coordinates how apps run and how their content is presented alongside system controls. It is broader than an XR API or runtime: those provide particular ways for apps to access XR capabilities, while the OS supplies the device’s wider software platform.
What a VR operating system does
A VR OS is the platform layer between a headset’s hardware and the applications that run on it. It manages application lifecycle and system-level interaction, and coordinates access to functions such as display presentation, input, and tracking. The exact services vary by platform.

One visible example is the compositor: it brings application-rendered frames together with system UI for presentation. Meta documents this behavior for Horizon OS, including applying lens distortion. The operating system is therefore more than the VR app on screen; it helps manage the shared environment in which that app and system controls operate.

These terms describe related but distinct layers. An operating system manages the broader device platform; an API defines how software requests functions; and a runtime implements XR functionality that applications use.

A typical Quest app illustrates how these layers can work together: Meta describes use of Android NDK for standard platform features, OpenXR for core XR functions such as rendering and input, and Meta VR OS APIs for Horizon OS-specific capabilities. OpenXR is not itself a complete consumer headset operating system.
Examples of VR and XR platforms
Meta Horizon OS
Meta’s developer documentation identifies Horizon OS as the operating system for its VR devices. Its system compositor combines application frames with system UI, and the platform supports passthrough, which blends virtual content with the real world using device cameras. Meta’s April 2024 announcement described Horizon OS as built from Android Open Source Project foundations. That dated description does not mean Horizon OS is simply generic Android.

Android XR
Android XR is a platform for a variety of XR devices, and Android Developers notes that those devices can provide complete virtual immersion. XR is a broader category than VR, so Android XR is an example of a platform that can support VR experiences rather than a name limited to VR alone.

For a headset owner, the OS is the wider environment that manages apps and system-level features. For a developer, identifying the API and runtime matters because those determine how an app accesses XR capabilities and which platform-specific services it can use. OpenXR can provide a standard interface across platforms, but it does not make the operating systems, device capabilities, or available system services identical.

A VR headset is the physical device whose operating system manages its XR apps and hardware-facing capabilities. Which apps and features are available depends on the particular platform and device; the term “VR OS” by itself does not identify a required headset or establish that one platform is best.
