A virtual telephone number is a phone number that is not tied to one specific physical telephone line or handset. A service provider routes calls or messages to a chosen phone, app, or communications workflow. The term describes the number and its routing—not necessarily the technology carrying the call.
What a virtual telephone number means
ComReg’s 2013 consultation document defines a virtual number as “a telephone number without a directly associated telephone line.” It describes the number as potentially acting as a gateway between traditional calls and VoIP. ComReg 13/122

In practical terms, callers dial the number, and the service determines where the call or message goes. Depending on the provider and plan, a destination might be a phone, an app, or a business call flow. Twilio likewise describes virtual phone numbers as standard numbers not locked to a particular phone, with voice calls or texts able to route to phones or workflows; those are provider-described capabilities, not a guarantee that every service supports them. How a virtual number differs from VoIP
“Virtual number” and “VoIP” are related, but they are not synonyms. A virtual number describes how a telephone number is associated with a line and where calls or messages are routed. VoIP describes voice communication transmitted using internet protocol.

Hong Kong’s Office of the Communications Authority describes IP telephony as making or receiving calls over broadband internet rather than a conventional telephone line. The UAE’s TDRA defines VoIP services in terms of voice telecommunications transmitted, received, delivered, and routed using IP. A virtual number may be used with VoIP, but the number itself does not establish which technology carries the call. OFCA: Know More about IP Telephony Service TDRA FAQs
What virtual numbers are used for
- Business call routing: A company can route calls to selected staff, devices, or call flows rather than relying on one handset attached to the number.
- Local presence: Twilio identifies numbers in different countries as a business use. Whether a provider can supply a number for a particular location depends on its coverage and local requirements.
- Number masking: A service may let two parties contact each other without displaying their personal numbers, as in Twilio’s rider-and-driver example. Masking does not mean the parties are completely anonymous to the service provider or that every virtual-number provider offers this feature.
- Direct inward dialing (DID): This related term can refer to callers reaching a particular person directly, bypassing a queue or phone tree. The exact feature depends on the phone system.
What to check before choosing a service
A number’s label does not tell you where it can be used, what features it includes, or whether it can be retained when you switch. Check the provider’s terms and the rules for the country where the number is issued and used.

- Number location and type: Confirm which countries, area codes, and number categories are available, and whether the number can be used for your intended purpose.
- Calling and messaging: Verify whether the service supports inbound calls, outbound calls, texts, or only a subset. Do not assume that voice service includes messaging.
- Routing features: Check which destinations and call-flow tools are supported, such as forwarding to a phone, an app, or a business workflow.
- Portability and cancellation: Ask whether you can port the number to another provider or service type, what conditions apply, and what happens to it if you cancel. Portability is not guaranteed.
- Emergency calling: Find out whether emergency calls are supported, how caller location is determined, and whether you must provide or maintain a service address.
- Identity and legal requirements: Check whether registration, identity verification, a license, or use through a locally licensed provider is required.
Why location and regulation matter
Telephone numbering and service rules are jurisdiction-specific. For example, Hong Kong’s OFCA notes that a user switching between conventional phone service and Class 2 IP telephony may need a new number or may have no number. This illustrates why a virtual number should not be assumed portable across providers or service types. OFCA: Know More about IP Telephony Service
Numbering systems also have local frameworks. Germany’s Bundesnetzagentur says the German public telecommunications numbering space is largely defined by ITU-T Recommendation E.164; it describes telephone numbers as numbers that allow users to establish a connection to a destination in publicly available telephone service. This is a German numbering reference, not a universal definition of virtual numbers. Bundesnetzagentur: Nummerierung

Regulatory requirements can apply to the service, not merely to the number. The UAE’s TDRA says VoIP services offered to subscribers are regulated activities requiring a license or exemption. Saudi Arabia’s CST describes a permit for virtual voice services that allows calls to and from public telephone networks using E.164 numbering over IP, subject to its rules and licensed providers. These are examples for those jurisdictions, not global legal rules. TDRA FAQs CST: Permit to provide virtual voice services VVSP
In the United States, a Federal Register final rule published February 17, 2026, addresses direct access to numbers by interconnected VoIP providers and obligations concerning illegal robocalls and spoofing. It should not be read on its own as a statement that every consumer can obtain any number directly; eligibility and implementation depend on the rule’s context.
