What Is a Tier 1 ISP? Definition and How It Differs

Tier 1 describes transit-free reachability between networks—not a guarantee of better consumer internet service.

A Tier 1 ISP is a network that can reach every destination in a defined Internet region without buying transit to reach any of them. Under the strict peering definition, it achieves that reachability through settlement-free peering and its own customer routes. The label describes how networks interconnect—not whether a consumer’s internet service is faster, more reliable, or better supported.

What makes an ISP Tier 1?

The practical test is whether the network must pay another provider for reachability to any destination in the region being considered. DrPeering’s Internet Peering Playbook defines a Tier 1 ISP as having access to the entire Internet-region routing table solely through settlement-free peering. If it needs paid transit to reach some destinations in that region, it does not meet that strict test.

RFC 7454 gives a related definition: “Tier 1 transit provider: an IP transit provider that can reach any network on the Internet without purchasing transit services.” The RFC’s wording focuses on not purchasing transit; the peering-playbook definition makes settlement-free peering explicit. Read together, they describe transit independence, not simply network size or reputation. See the RFC 7454 text.

Peering and transit, in plain language

  • Peering is an arrangement in which networks interconnect and exchange traffic and routing information. Under the strict Tier 1 definition, the relevant peering is settlement-free: neither side pays the other for that exchange.
  • Transit is a paid service that gives a network reachability beyond the transit provider’s own customers and peers.

A network can have many peering connections and still buy transit for routes it cannot reach through its peers and customers. Being large or well connected therefore does not, by itself, make an ISP Tier 1.

Why the region and wording matter

The peering-playbook definition is framed around an Internet region. A network that is transit-free for one region is not thereby proven transit-free worldwide. Any Tier 1 claim should state its geographic scope rather than treating “Tier 1” as automatically global.

The term is also used loosely to suggest global reach or high quality. It is not a universal certification or an official consumer-service grade. When a provider calls itself Tier 1, ask what definition and region it means.

How Tier 1 differs from Tier 2

“Tier 2” is often used for networks that peer with other networks but also buy transit to reach some destinations. The useful distinction is not a provider’s marketing label or how many connections it has; it is whether it can reach all destinations in the stated region without purchasing transit. Because tier terminology is used inconsistently, check the underlying transit and peering arrangements rather than relying on the label alone.

Can public routing data prove that a network is Tier 1?

Public BGP observations can help show which routes a network announces or can see, but they do not reveal whether private interconnection agreements are settlement-free. A routing table alone therefore cannot establish the commercial terms required by the strict definition.

Nor is there one fixed, universal snapshot of the full default-free routing table. RFC 4098 notes that its size and composition can vary slightly depending on where and when it is observed. This makes the observation point and date relevant when interpreting routing evidence; the RFC’s discussion is available at RFC 4098.

How to assess a Tier 1 claim

  • Reachability: Does the claim cover all destinations in a specified region?
  • Transit dependence: Does the network buy transit for any routes in that region?
  • Peering terms: Are the relevant arrangements settlement-free, or do they involve payment?
  • Geographic scope: Is the claim regional or global?
  • Evidence and date: Is it backed by documented interconnection terms as well as routing observations, and when was the evidence checked?

There is no single certification process established by these definitions. A list of providers labeled Tier 1 is only as useful as its stated criteria, scope, date, and evidence for the relevant commercial arrangements.

Does Tier 1 mean better internet for customers?

No. Tier 1 status describes a network’s ability to reach destinations without buying transit, not the quality of a retail internet plan. It does not establish a customer’s speed, reliability, price, coverage, or support experience. Those depend on the service and network path relevant to that customer.
