The term covers services built around social networks, discussion, visual discovery, messaging and video, but there is no universal feature checklist that settles every borderline case.
What makes a service social media?
Look at how the service lets people publish or share material for others to encounter and how it enables users to interact, communicate or form connections. Content may be text, images, video, audio or messages. A service can qualify as social media in ordinary usage even if its main draw is a particular format or activity rather than a conventional friend network.

There is no single global definition that cleanly separates social media from every forum, video service, messaging app or other online platform. Many services host user content, and people may use the same service differently: one person may chiefly watch videos, while another uses it to follow creators and participate in discussions.

Common examples include Facebook, Instagram, Snapchat, TikTok, Pinterest, Reddit and YouTube. They do not all serve the same purpose: Instagram and Pinterest can emphasize visual content and discovery; Reddit is organized around discussion communities; and video is central to TikTok and YouTube. WhatsApp is primarily associated with messaging, yet the UK Competition and Markets Authority included it among examples in its 2020 overview of the sector.

Ofcom’s UK register also illustrates why functional labels can overlap: it describes Pinterest as a social media service for visual discovery, Reddit as a discussion forum, and Snapchat and TikTok as social media services. These are descriptions in a regulatory register, not a universal checklist or a permanent classification; the register may change.
How to decide whether a borderline service counts
Do not decide based on a single feature. Comments alone do not make every website social media, and video alone does not settle whether a service is best described that way. Consider the service’s main purpose and the combination of ways people use it:
Rank #2
- Activity: Is it mainly for networking, discussion, discovery, messaging or publishing?
- Content: Can users share text, images, audio, video or a mix of formats?
- Connections and audience: Do users interact with known contacts, followers, interest-based communities or a broad public?
- Sharing and discovery: Can people share privately or publicly, follow feeds, search, receive recommendations or reshare content?
This is a practical way to describe a service, not a formal taxonomy. A clear answer often names both the broad category and the specific function—for example, “a video-sharing service with social features” or “a discussion forum.”
What the term means in UK online-safety law
“Social media platform” is an everyday and analytical label, not the name of one universal legal category. In UK online-safety regulation, Ofcom uses the category “user-to-user service.” Its Regulation Checker describes these as services that let users generate, upload or share content—such as images, videos, messages, comments or audio—directly on the service, where other users may encounter it. The service need only allow that sharing; not every user has to post.
That UK regulatory category is broader than everyday social media: Ofcom says it includes social media services, video-sharing services, private messaging services and online marketplaces. Section 55 of the UK Online Safety Act 2023 defines user-generated content for the purposes of a user-to-user service as content generated on, uploaded to or shared on the service by a user that may be encountered by other users. This is a jurisdiction-specific statutory framework, not a worldwide definition of social media.

For everyday use, call a service social media when users can share or publish content and the service supports interaction or connections among users. Then describe what makes that particular service distinctive—its audience, content formats and ways of sharing or finding material—rather than assuming every platform works alike.
