A small nuclear reactor is generally a fission reactor that produces up to about 300 megawatts of electricity (MWe) per unit. It is usually discussed as a small modular reactor, or SMR: “small” refers to its output relative to conventional large power reactors, while “modular” refers to a design approach that can use factory-made components transported to the site. The 300 MWe figure is a common benchmark, not a universal legal cutoff.
What makes a reactor “small”?
The International Atomic Energy Agency (IAEA) describes SMRs as advanced reactors with capacity of up to 300 MWe per unit. The OECD Nuclear Energy Agency uses a similar threshold, describing them as reactors below 300 MWe. These are widely used definitions, but the wording and boundary depend on the authority and purpose. IAEA overview; OECD Nuclear Energy Agency report.

Electrical output is commonly expressed in MWe. Nuclear rules may instead specify thermal power, measured in megawatts thermal (MWt), which describes heat produced by the reactor rather than electricity delivered. For example, the U.S. Nuclear Regulatory Commission (NRC) fee regulation defines the relevant class as power reactors with licensed thermal power of no more than 1,000 MWt per module, corresponding to an SMR generating 300 MWe or less per module. That is a regulatory definition for fee purposes, not a replacement for the general benchmark. 10 CFR § 171.5.
Definitions vary by law and program
U.S. law also defines an SMR for a specific infrastructure-planning provision as an advanced reactor with rated capacity below 300 electrical megawatts. Separately, the U.S. Department of Energy’s Gen III+ SMR Pathway to Deployment program uses a range of 50–350 MWe-equivalent per unit. That range belongs to that program; it is not a general definition. 42 U.S.C. § 18751; Department of Energy program Q&A.

For a general explanation, “up to about 300 MWe per unit” is the clearest shorthand. When a legal rule, funding program, or national regulator matters, use that authority’s own definition.
What does “modular” mean?
Modularity refers to how a reactor is designed and manufactured: components or modules may be made in factories and transported to the installation site. Some concepts envision several modules at one plant, so capacity could be added in units rather than through one very large reactor. The IAEA and OECD describe factory fabrication and transport as central features of the approach. IAEA overview; OECD Nuclear Energy Agency report.

- 2. Night light, powerer by USB cord, variable brightness.
- 3. 1:1 arc reactor model with real effect.
- 4. Delicate design and details makes high quality effect.
- 5. Compared with the drive-by-wire one, the wireless remote control one has more amazing modes than always-on mode. We can make use of the remote controller to switch mode such as Beating Damage Mode and Slow Breathing Mode, whose key distinction is the flash frequency of lighting. What’s more, you can adjust the brightness and set up the gradient mode.
Serial manufacturing and staged construction are intended to offer flexibility and potential efficiencies. They do not guarantee lower costs or shorter schedules: financing, licensing, supply chains, construction conditions, and the project’s design all affect the result. Department of Energy program Q&A.
Are all small reactors the same technology?
No. SMR is a size-and-deployment category, not one reactor design. Designs may use conventional light water or other coolants, including gas, liquid metal, and molten salt. Fuel choices also differ; some designs use high-assay low-enriched uranium (HALEU), enriched above the low-enriched uranium used by most operating reactors. The IAEA’s catalogue covers multiple design families and development stages, and not every small reactor listed in a broad catalogue necessarily meets a strict SMR definition. How is an SMR different from a microreactor?
“Microreactor” does not have one cutoff that applies in every context. EIA says microreactors are generally 20 MW or less. A U.S. statutory provision defines a microreactor as no greater than 50 MW. Because the thresholds come from different authorities and contexts, a microreactor definition should be attributed rather than treated as universal. EIA; 42 U.S.C. § 18751.
What might small reactors be used for?
Electricity for a national grid is one possible use. Smaller grids, remote communities, and sites with limited transmission infrastructure are also considered, alongside non-electric applications such as industrial process heat, combined heat and power, desalination, and hydrogen production. These are potential applications across the field, not capabilities shared by every design. Suitability depends on the reactor’s output and technology, the customer’s needs, licensing, fuel supply, infrastructure, and project economics. EIA; IAEA SMR 2024 conference information.

Does “small” mean safer, cheaper, or easier to build?
Not by itself. Some designs emphasize passive safety features, such as using natural circulation to move coolant under certain conditions. That is a feature of particular designs, not a blanket assurance that every SMR is safer or needs no regulation, operators, security, emergency planning, or waste management. Safety depends on the design and its safety case. European Commission overview; IAEA SMR 2024 conference information.

Smaller modules and factory production are often presented as ways to reduce upfront capital needs or make deployment more flexible. Those are intended advantages, not proof that a project will cost less over its lifetime or arrive sooner. Licensing, manufacturing capacity, fuel qualification and supply, financing, construction, and waste-management arrangements remain important. Department of Energy program Q&A; IAEA SMR 2024 conference information.
How to compare two SMR proposals
Capacity claims alone do not show whether two proposals serve the same purpose or are equally mature. Compare them on the following points:
- Output: electrical output per module and total plant output; identify whether quoted figures are electrical or thermal.
- Technology and fuel: reactor type, coolant, fuel specification, and the availability of its supply chain.
- Purpose: electricity, heat, or combined output, and whether the design is intended for the site’s actual needs.
- Licensing and maturity: licensing and demonstration status in the relevant jurisdiction.
- Delivery plan: manufacturing approach, construction plan, site requirements, and grid or transmission needs.
- Project-specific arrangements: economics, safety case, and waste management.
These are the distinctions that make “small reactor” useful as a category without mistaking it for a promise about a particular project. EIA; IAEA 2024 SMR catalogue; IAEA SMR 2024 conference information.
