What Is a Shared Autonomous Vehicle (SAV)? Definition and Key Differences

A shared autonomous vehicle (SAV) combines driving automation with access through a shared mobility service—but “shared” does not necessarily mean passengers ride together.

A shared autonomous vehicle (SAV) is an automated vehicle offered through a mobility service for use by multiple people—either by different users at different times or by passengers sharing a ride. The term combines two separate ideas: how people access the vehicle and how much of its driving is automated. It does not, by itself, specify who owns the vehicle, whether passengers ride together, or what level of automation it has.

What does “shared autonomous vehicle” mean?

“Shared autonomous vehicle” is a useful working definition for a vehicle with driving automation that is made available to multiple users through a shared mobility service. It is best understood as a service concept, not as one particular vehicle, ownership model, or operating design. SAE’s shared-mobility taxonomy defines various shared modes, while SAE’s driving-automation taxonomy addresses vehicle automation; neither should be mistaken for a single official definition of the combined phrase.

What each part of SAV describes

Shared describes access or travel

“Shared” refers to the way people use or access mobility. It can mean that one person or group uses a vehicle and another uses it later, as in sequential access, or that multiple passengers ride together. The term alone does not tell you which arrangement applies, and it does not mean the riders jointly own the vehicle. SAE J3163 covers shared-mobility modes and the broader ecosystem, including carsharing, ridesourcing, transit, rental cars, shuttles, taxis, paratransit, carpooling and vanpooling.

Autonomous describes driving automation

“Autonomous” is often used broadly, but it is not a precise statement of a vehicle’s capability. SAE J3016 provides a taxonomy for driving-automation levels. The label alone does not identify the level, the conditions or locations in which automation operates, or what a human user may still need to do. When precision matters, name the supported automation level or operating capability. NHTSA uses the term “automated driving systems” when discussing vehicles in which a traditional driver would no longer be needed, and cautions that loose “self-driving” language can misrepresent capability or user responsibility. See NHTSA’s Automated Vehicle Safety guidance.

Does “shared” mean passengers ride together?

No. Shared use may be sequential: different users access the same vehicle for separate trips at different times. A pooled ride, by contrast, means multiple passengers travel together on a trip. To describe a service accurately, say whether it offers sequential access, pooled rides, or both. SAE’s J3163 shared-mobility taxonomy distinguishes modes within the shared-mobility ecosystem; the word “shared” alone does not establish simultaneous occupancy.

Are SAVs the same as robotaxis?

Not necessarily. A robotaxi is generally a taxi-like service model using automated driving, while SAV is a broader term for automated vehicles provided through shared mobility. A taxi-like dispatch service can fit within the broader SAV idea, but SAV can also describe other access arrangements, including carsharing or rides with multiple passengers. The name does not establish the exact service model or automation capability.

How an SAV differs from cooperative driving automation

Cooperative driving automation (CDA) concerns vehicles using sensing and communications to coordinate control or traffic movement, potentially with infrastructure. It describes coordination, not whether a vehicle is offered to multiple users or whether passengers share a ride. FHWA discusses this coordination concept in Mitigating Oversaturation With Cooperative Automated Driving Systems.

What to check when a service calls itself an SAV

The label is not enough to judge how a particular service works. Look for the specific details that determine the experience:

  • Access model: Is the vehicle booked individually, shared sequentially, dispatched like a taxi, or offered for pooled rides?
  • Passengers per trip: Does one user or party ride at a time, or may unrelated passengers travel together?
  • Automation capability: What driving-automation level or operating capability is stated?
  • Operating conditions: Where and under what conditions does the automation operate, and what fallback arrangements apply?
  • Service role: Does the service complement or substitute for public transport and other shared modes?
  • Operations: How are dispatch, fleet availability, vehicle repositioning and service coverage handled?

These distinctions matter because shared automated mobility can take more than one form. OECD’s 2017 review examines how increased automation could affect shared-mobility operations and their relationship with other transport modes; it is historical context, not evidence that a particular pilot remains available today. Read OECD’s Shared Automated Vehicles.

Is SAV an official standards term?

It is safer to treat SAV as a practical combined label than as a formal definition established by SAE. SAE J3163 addresses shared mobility and its terminology; its scope states that it “does not provide specifications or otherwise impose requirements on shared mobility.” SAE’s J3163 page lists the August 8, 2022 revision. The automation dimension is addressed separately by SAE J3016.
