The phrase alone does not say how much of the driving is automated, where the vehicle can operate, or whether a person must supervise it or take over.
What the term means—and what it does not
“Self-driving delivery vehicle” is a broad, descriptive phrase, not a precise rating of capability. It can refer to an on-road car, van, or truck carrying deliveries, or to a small, cargo-only robot operating on a restricted route. Those are different vehicle types, and the phrase does not establish that either can travel anywhere without human involvement. The Congressional Research Service describes delivery robots designed to carry cargo without seating; they are not automatically equivalent to on-road motor vehicles. For a specific vehicle or service, the useful questions are: what driving task is automated, under what conditions and in what area does it work, and what role does a human have? A delivery’s loading, dispatch, curb access, remote assistance, and handoff are also separate from driving automation. The label alone does not answer how those parts work.
How to describe its automation accurately
For on-road motor vehicles, SAE J3016 defines six levels of driving automation. A level describes the driving feature engaged during a particular instance of operation—not a permanent grade for every feature or trip involving that vehicle. The levels classify driving automation, not delivery quality, route efficiency, or cargo handling. SAE’s topic page identifies revision J3016_202609 as current in September 2026. SAE J3016 listing.

| SAE level | Plain-language description | Human role |
|---|---|---|
| Level 0 | No driving automation | The human performs the driving task. |
| Level 1 | Support for steering or speed | The human supervises and performs the rest of the driving task. |
| Level 2 | Support for both steering and speed | The human continuously supervises the system. |
| Level 3 | Automated driving in defined conditions | A human must be available to take over after an alert. |
| Level 4 | Automated driving in defined conditions | The system can manage the driving task without a human needed to mitigate risk within those conditions. |
| Level 5 | Automated driving under all conditions in which humans can drive | No human driving is needed. |
This is a plain-language summary; consult SAE J3016 for its formal definitions. NHTSA avoids using “self-driving” as a technical term for higher automation because it describes a vehicle’s state of operation without specifying its capabilities. For precise on-road terminology, NHTSA uses “automated driving systems” (ADS) and refers to the relevant SAE level. NHTSA: Automated Vehicle Safety.
Vehicle type and operating area matter
A small, low-speed cargo robot and an automated road vehicle should not be treated as interchangeable. A robot may be designed for a limited route or area; an on-road vehicle is subject to the conditions and operating domain of its driving system. Even a system capable of driving without an onboard driver may only do so within defined conditions or locations. “Driverless” does not mean “works everywhere.”

Heavy automated trucks and buses have a separate SAE taxonomy: J3150 applies to systems on vehicles above 10,000 pounds gross vehicle weight rating (GVWR). SAE issued J3150_202504 on April 14, 2025. SAE J3150_202504.
What the term means in the United States
NHTSA states that no fully automated or “self-driving” vehicle is currently available for sale to U.S. consumers. It also says some states permit a limited number of such vehicles for public-road testing, research, and pilot programs, monitored through the agency’s Standing General Order. These statements concern the United States and do not establish the status of every commercial cargo robot or of deployments in other countries. NHTSA: Automated Vehicle Safety.

What to check when a service calls a vehicle “self-driving”
- Vehicle form: Is it an on-road motor vehicle, a heavy truck or bus, or a cargo-only robot?
- Operating domain: Where and under what conditions is automated operation allowed?
- Human fallback: Must someone continuously supervise, be ready to take over, or is no human needed to mitigate risk within the system’s operating conditions?
- Automation level: If it is an on-road motor vehicle, what SAE J3016 level applies to the feature being used on that trip?
- Delivery tasks: Who handles loading, dispatch, assistance, and the final handoff?
