The familiar form is 169.254.x.x. It can allow communication with compatible devices on the same network link, but routers do not forward it, so it does not provide ordinary access to other networks or the Internet.
What does “self-assigned IP address” mean?
“Self-assigned IP address” is a common, user-facing description rather than the formal name for the IPv4 mechanism. The IETF calls it IPv4 Link-Local address auto-configuration. In Windows documentation, the mechanism is called Automatic Private IP Addressing, or APIPA.

The device configures an address for its network interface when normal configuration is unavailable. Microsoft gives the absence of a DHCP server, or a server that is temporarily down, as examples. Seeing a self-assigned address indicates that the expected configuration was not obtained; the address alone does not identify why.

IPv4 link-local addresses use the 169.254.0.0/16 block. The address-selection procedure described in IETF RFC 3927 selects candidates from 169.254.1.0 through 169.254.254.255; the first and last 256 addresses in the block are reserved from that procedure. A device probes candidate addresses and uses ARP to check for conflicts before claiming one.

What can you do with a 169.254.x.x address?
It can support communication with other devices on the same physical or logical link when they have compatible local addressing. Microsoft’s APIPA guidance describes communication between devices on a LAN configured for APIPA or manually set in the 169.254.x.y range with a 255.255.0.0 subnet mask.
It is not an address for communication beyond that link. Under RFC 3927, routers must not forward packets whose source or destination is in 169.254.0.0/16. Therefore a self-assigned link-local address does not, by itself, allow ordinary traffic to reach another subnet or the Internet.

How is it different from a private network address?
The word “private” can cause confusion: Windows calls the fallback mechanism APIPA, but 169.254/16 is link-local, not one of the private address ranges commonly used across routed internal networks.

What should you check if you see one?
If you expected a regular network address but see 169.254.x.x, treat it as a clue that usable configuration was not obtained—not as proof that the DHCP server is defective. The cause could involve the device, its connection, the DHCP service, or network configuration.

- Check whether the device is connected to the intended physical or wireless network.
- Check whether the network’s DHCP service and path to it are available.
- Use the network’s normal configuration process to determine whether the device can obtain a routable address.
When an operable routable address becomes available, RFC 3927 says the host should use it for new communications and stop advertising link-local availability.
