MAX’s help page describes it in Russian as a fast, lightweight messaging app that works on smartphones and computers. That is the operator’s characterization, not an independent speed or performance finding.
Which devices have MAX?
VK said in March 2026 that mobile, desktop, and web versions were available. The cited description does not specify supported operating-system versions or whether every feature works identically across those versions.

How widely is MAX used?
VK reported that MAX launched on 26 March 2025 and had more than 107 million registered users by its first anniversary, 26 March 2026. VK also reported more than 77 million daily users in March 2026, with an average of more than 1.5 billion messages and about 30 million calls per day. These are company-reported figures, not independently verified market measurements. MAX help and VK’s anniversary release provide the product description and dated figures.
Why does MAX have a national role in Russia?
Russian policy has helped give MAX prominence. ConsultantPlus summarizes government orders dated 19 August 2025 as requiring MAX preinstallation on covered devices from 1 September 2025, replacing VK Messenger on the preinstallation list. The requirement applies to the devices covered by those orders; consult the underlying orders and legal text for their scope.

VK also reported agreements with Beeline, MTS, Megafon, and T2 to use MAX for authorization, service, and transactional messages. This describes announced company agreements, not proof that every customer of those operators uses MAX for those purposes. VK’s release gives the company’s account.
A Council of the European Union act dated 13 July 2026 described MAX’s promotion alongside restrictions on competing services and said information gathered through MAX served as a basis for a fine. That is the Council’s account of the policy context, not a technical security audit of MAX. The Council act should be read as an institutional statement.
