A remotely piloted aircraft (RPA) is an unmanned aircraft piloted from a remote pilot station, according to the International Civil Aviation Organization (ICAO). The RPA is the aircraft itself; the broader term remotely piloted aircraft system (RPAS) covers it together with its associated control and communication components.

What does remotely piloted aircraft mean?

ICAO’s glossary defines a remotely piloted aircraft as “an unmanned aircraft which is piloted from a remote pilot station.” In plain terms, the aircraft has no pilot on board, but a person pilots it from elsewhere using a remote pilot station.

“Unmanned” describes the absence of a pilot aboard the aircraft. It does not mean that the aircraft has no pilot or that it must fly autonomously. The definition concerns the piloting arrangement, not the aircraft’s size or physical design.

How RPA differs from UA, UAS and RPAS

These terms describe related but distinct concepts in ICAO terminology. They should not automatically be treated as interchangeable, especially when interpreting a particular country’s regulations.

Term What it denotes Key distinction
Unmanned aircraft (UA) An aircraft intended to fly without a pilot on board. It may be remotely controlled, controlled fully from elsewhere, or pre-programmed to fly without intervention. It is the broader category.
Remotely piloted aircraft (RPA) The unmanned aircraft piloted from a remote pilot station. It identifies a remotely piloted aircraft, rather than every possible kind of unmanned aircraft.
Remotely piloted aircraft system (RPAS) The RPA and its associated system elements. It includes the aircraft, associated remote pilot station(s), required command-and-control (C2) links, and other components specified in the type design.
Unmanned aircraft system (UAS) A broader system term used in ICAO’s terminology history. ICAO describes RPAS as a subset of UAS; the terms are not identical in that framework.

What are the remote pilot station and remote pilot?

The remote pilot station (RPS) is the component of the RPAS containing the equipment used to pilot the RPA. The remote pilot is the person charged by the operator with duties essential to RPA operation who manipulates the flight controls, as appropriate, during flight time. In other words, “remote” refers to where the pilot operates from, not to an absence of piloting.

Why do the terms matter in regulation?

ICAO supplies international terminology, but national rules may define or use terms differently. The Federal Aviation Administration (FAA) says in its U.S. Aeronautical Information Publication, GEN 1.7, that “The United States has not formally established a definition for the term ‘RPA.’” Instead, U.S. regulations define “unmanned aircraft” in 14 CFR § 1.1. For a U.S. legal or operational question, consult the applicable U.S. rule rather than assuming ICAO’s RPA label is itself a domestic legal definition.

ICAO’s focus on RPAS also has a specific aviation context: its Unmanned Aircraft Systems Study Group narrowed its work to remotely piloted aircraft for potential integration alongside crewed aircraft in non-segregated airspace and at aerodromes. That history does not mean every country uses these terms in exactly the same way.

Does ICAO’s RPAS framework apply to every drone?

No. ICAO describes Annex 6, Part IV as setting international Standards and Recommended Practices for RPAS that are certificated under Annex 8 and used by operators authorized to conduct international RPAS operations. ICAO’s store lists the second edition as August 2026. This is a defined international-operations scope, not a blanket rule for every drone or domestic flight. ICAO announced on 5 April 2024 that its Council had adopted new RPAS-related Standards and Recommended Practices, including Annex 6, Part IV.
