In New Zealand, the Telecommunications Act 2001 defines the term in those words. In ITU standards, PDN also appears in the context of network numbering and international interworking, not as a universal legal definition.
What does “public data network” mean?
PDN stands for public data network. The term can refer to a network intended for public use, or to a historical telecommunications standards context involving the identification and interconnection of public data networks. Those meanings are related, but they are not interchangeable: a statute defines a term for its jurisdiction, while a technical recommendation describes a particular communications function.

New Zealand’s statutory definition
New Zealand’s Telecommunications Act 2001 states: “PDN or public data network means a data network used, or intended for use, in whole or in part, by the public.” This definition is specific to that Act; it should not be presented as the legal definition in every country.

It does not say that all information carried on the network is openly accessible, nor does “public” by itself mean free or unsecured.

What ITU-T Recommendation X.121 covers
ITU-T Recommendation X.121 is titled International numbering plan for public data networks. The ITU-T record describes its October 2000 edition as an in-force recommendation. It addresses how countries and specific public data networks are identified using Data Country Codes and Data Network Identification Codes, supporting international interworking.
X.121 therefore supplies a standards-era technical context for PDNs; it is not a general guide to every modern public network or a universal legal definition. The recommendation’s described purpose is numbering and interworking.

How public and non-public network terms differ
Modern mobile-network terminology makes a distinction between intended public use and non-public use, even when a non-public service depends on public-network infrastructure. ITU-T Recommendation Y.3128, dated December 2023, uses the following terms:
| Term | Meaning in ITU-T Y.3128 |
|---|---|
| Non-public network | A network intended for non-public use. |
| Public-network-integrated non-public network | A non-public network deployed with support from a public land mobile network. |
| Stand-alone non-public network | A non-public network that does not rely on functions provided by a public land mobile network. |
These definitions show why relying on a public mobile network does not, by itself, make a private service public in intended use. Y.3128’s terms address a particular modern mobile-network architecture; they should not be treated as synonyms for every use of “public data network.”

What the standards history does—and does not—establish
The ITU-T X-series catalog groups recommendations X.1–X.199 under public data networks. It also lists X.15, Definitions of terms concerning public data networks, as withdrawn on 25 November 1988. That is useful historical context, but it does not establish a current global definition or make X.15 a current recommendation.

- For a New Zealand legal question: use the Telecommunications Act 2001 definition and keep its jurisdiction clear.
- For numbering or international interworking: X.121 is the relevant technical reference in the sources cited here.
- For modern mobile architecture: distinguish public networks from non-public networks and public-network-integrated non-public networks using the applicable standard’s terminology.
For legal, regulatory, or compliance decisions outside New Zealand, check the applicable local law and current standards rather than assuming the statutory wording or standards terminology applies unchanged.
