A multipurpose cadastre system is a parcel-based land-information framework that connects mapped land parcels to records about interests in those parcels and makes the linked information useful for several purposes. Depending on local law and design, it can support property valuation and taxation, land transactions, planning, land management and environmental work.
What does a multipurpose cadastre system contain?
The parcel is the organizing unit. Each parcel has an identity and spatial description—often represented on a cadastral map—and a parcel identifier that links its geometry to related records. Those records can describe interests in land, including rights, restrictions and responsibilities, as well as who holds or controls them and the nature or duration of those interests. The exact legal meaning of a record depends on the jurisdiction.

Systems may also connect parcel records to property values and improvements, buildings, agricultural or forestry use, utilities, transport, zoning, environmental conditions, or demographic and socioeconomic information. These additional categories are not universal requirements; their inclusion depends on the system’s objectives and local arrangements. The International Federation of Surveyors (FIG) describes the parcel-and-interest foundation and the range of possible functions in its Statement on the Cadastre.
Colombia as an example
Colombia’s National Planning Department describes its multipurpose cadastre as an integrated system of geographic and alphanumeric databases. Its described information includes land registration and ownership, physical characteristics, valuation, zoning, GIS, transport, environmental, socioeconomic and demographic data. The DNP page was updated on 17 October 2025. This is a country-specific description, not a checklist every cadastre must follow. The Colombian Spatial Data Infrastructure’s overview also describes a policy aim of obtaining information about formal and informal land-tenure situations and coordinating cadastral management as a public service.

What is it used for?
One parcel-based foundation can serve different land-administration tasks, rather than keeping an isolated map or database for each task. FIG identifies purposes including:
- Fiscal: property valuation, taxation and inventories of land holdings.
- Legal and tenure-related: conveyancing and information about rights and other interests in land.
- Planning and administration: land-use and development planning, government administration and infrastructure coordination.
- Public-interest management: environmental monitoring and support for sustainable development.
The system can help governments, landholders and other users make decisions, but information alone does not settle an individual legal dispute or replace a jurisdiction’s registration and survey rules.

How is a cadastre different from GIS?
A geographic information system (GIS) is technology and a set of methods for managing geographically referenced information. A cadastre is a parcel-oriented arrangement that identifies land units and links them to records about interests in land. A cadastre may use GIS to store, analyze or display its information, but a GIS is not automatically a cadastre: mapping locations by itself does not establish the legal or administrative status of parcel interests. Colombia’s DNP includes GIS among the information in its integrated system, while FIG’s definition centers on parcels and interests.

There is no single architecture prescribed for every country. FIG notes that systems differ in their primary function, the kinds of rights recorded, the state’s role, jurisdiction and degree of centralization, and the methods used to collect parcel information. Collection can involve ground surveys tied to geodetic control, other ground measurements, aerial photography or digitization of historical records. Parcel definitions and required precision may also depend on the system’s purpose, land value, dispute risk and users’ information needs.

When assessing a particular system, these questions help reveal what “multipurpose” means in practice:
- Coverage: Which parcels and formal or informal tenure interests are represented?
- Legal role: What authority do the records have, and which agency or institution maintains them?
- Quality and updates: What accuracy is required, how was information collected, and how is it kept current?
- Interoperability: Can the parcel identifiers and records be shared or linked across relevant systems?
- Access and coordination: Who can use the information, and how do responsible institutions coordinate?
- Local fitness: Does the information serve the jurisdiction’s fiscal, legal, planning and environmental needs?
These are comparison criteria, not evidence that every country uses the same data model or assigns the cadastre the same legal role.

What is the core idea to remember?
“Multipurpose” means that identifiable parcels and their associated land-interest records provide a shared foundation for several tasks. The system may include much more than boundaries, but its scope, authority and precision are shaped by local law, institutions, collection methods and user needs. FIG’s international statement expressly does not recommend one uniform cadastre for every jurisdiction.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsAn earlier formulation described in a 2012 University of New Brunswick thesis emphasizes continuous, comprehensive parcel-level information combining fiscal and juridical functions with broader land-administration needs. It is useful historical context, but should not be treated as the sole current international standard: “What is a Multipurpose Cadastral System?”
