A mortgage rate buydown uses money paid at closing—or contributed by a seller, builder, lender, or another permitted party—to reduce the borrower’s payment. A temporary buydown subsidizes payments for a defined period, while the loan’s note rate stays unchanged. A permanent buydown uses discount points to obtain a lower note rate for the life of the loan.
The right choice depends on the written rate quote, who supplies the money, how long you expect to keep the mortgage, and whether you can afford the full payment after any temporary subsidy ends. A lower first-year payment alone does not prove a lower total cost.

What is a mortgage rate buydown?
A buydown changes the economics of a mortgage by applying upfront funds to interest costs. The funds may come from you, a seller, a home builder, the lender, or another source allowed by the loan program. There are two materially different structures:
- Temporary buydown: money is placed in a subsidy account and applied to scheduled payments during an opening period. Your payment then steps up until it reaches the amount calculated at the note rate.
- Permanent buydown: you pay discount points at closing in exchange for a lower note rate and lower principal-and-interest payment for as long as that rate remains in effect.
Taxes, homeowners insurance, mortgage insurance, and homeowners-association dues are separate parts of the housing payment. A rate buydown generally reduces only the principal-and-interest portion.

For temporary buydowns, the note rate is the actual contractual rate on the mortgage. The temporary rate is a payment subsidy, not a permanent repricing of the loan.
How does a 2-1 buydown work?
In a common 2-1 structure, the payment is calculated using a rate two percentage points below the note rate during year one, one percentage point below it during year two, and the full note-rate amount beginning in year three. The lender or another permitted party funds the subsidy before reduced payments start.
| Period | Rate used to calculate the scheduled payment | What the borrower pays |
|---|---|---|
| Year 1 | Note rate minus 2 percentage points | Reduced payment; the subsidy covers the difference |
| Year 2 | Note rate minus 1 percentage point | Higher payment than year 1; subsidy still covers the difference |
| Year 3 and later | Full note rate | Full contractual principal-and-interest payment |
Fannie Mae also describes a 3-2-1 pattern: payment calculations use rates three points below the note rate in year one, two points below in year two, one point below in year three, and the note rate thereafter. The exact agreement should identify the subsidy amount, payment schedule, eligible funding source, and treatment of any balance if the loan is paid off early. Never assume unused funds are refunded to you.

How common are temporary buydowns?
Freddie Mac reported that temporary buydowns represented 7.6% of its funded purchase, 30-year fixed-rate, conforming, owner-occupied loans in December 2022, then 2.8% in June 2023. Its 2023 analysis found that nearly two out of three recent temporary buydowns used the 2-1 structure. These are historical figures for Freddie Mac’s specified loan population, not current market-wide prevalence. The analysis is documented in Freddie Mac’s July 31, 2023 report.
What are permanent points?
Discount points are upfront charges tied to the interest rate. Paying them increases your cash needed at closing; in return, the lender should provide a lower note rate and lower monthly principal-and-interest payment. The amount by which a point changes the rate is not fixed. It depends on the lender’s pricing, loan type, market conditions, and the specific quote.
Ask for the no-points rate, the number of points, the dollar cost, the resulting rate, and the resulting payment in writing. The Consumer Financial Protection Bureau (CFPB) says points appear on the Loan Estimate and Closing Disclosure and cautions that the word “points” can also describe fees that do not reduce the rate. Its consumer guidance states: “In general, if you pay fees, points, or discount points connected to the initial interest rate, you should expect to be given a lower rate.” See the CFPB explanation of lender credits and points.
How do lender credits differ?
A lender credit generally lowers your upfront closing costs in exchange for a higher interest rate, although some credits are unrelated to rate pricing. Request a quote with no credit and a quote with the credit, then identify the exact rate difference and the monthly cost over your expected holding period. A credit can preserve cash for reserves, repairs, or other closing expenses, but it may cost more in interest if you keep the mortgage for many years.

Do you qualify at the lower buydown payment?
Under Fannie Mae’s cited temporary-buydown rule, underwriting qualification is based on the mortgage’s note rate, not the temporarily reduced payment. You therefore need income, debts, assets, and credit that support the full note-rate payment even while the subsidy is reducing your initial bill.
Interested-party funding has additional limits. If a seller, builder, or other transaction participant pays a temporary or permanent subsidy, Fannie Mae counts that cost in the interested-party contribution calculation. Maximum concession limits and eligible uses vary by loan program, occupancy, down payment, and transaction type. Confirm the applicable limits with your lender and ensure the contribution is recorded in the closing documents. See Fannie Mae’s interested-party contribution guidance.
Is it better to buy down my rate or take a seller credit?
There is no universal winner. A seller-funded temporary buydown may provide the greatest early-payment relief, while a seller credit used for closing costs may leave more cash available for reserves. A price reduction affects the purchase price and loan amount but may provide less immediate cash-flow relief. Compare the alternatives using the same loan assumptions.

When does paying mortgage points make sense?
Paying personal funds for permanent points can make sense when the lender clearly documents the rate reduction, you expect to keep the mortgage long enough for cumulative savings to exceed the upfront cost, and using the cash for points will not weaken your emergency reserves or prevent other required closing expenditures.

A quick screening calculation is:
Simple break-even months = upfront point cost ÷ monthly principal-and-interest savings.
For example, $6,000 in points divided by $100 of monthly savings produces a 60-month simple break-even. That shortcut ignores the changing principal balance, the time value of money, taxes where relevant, and the possibility of selling or refinancing. A full comparison should model the balance and total cash flows through the date you realistically expect to pay off the loan.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. When can a temporary buydown be sensible?
- You need lower payments during a known short-term cash-flow constraint.
- You can comfortably afford the full note-rate payment when the subsidy ends.
- A seller or builder is offering a concession that can fund the subsidy without reducing essential reserves.
- You are not relying on an assumed future refinance to make the later payment affordable.
The subsidy can smooth the first years of ownership, but it does not remove the obligation to make the full payment later.
When might a buydown be a poor fit?
- The full note-rate payment would strain your budget after the temporary period.
- You would pay the temporary subsidy yourself but expect to sell or refinance before receiving meaningful benefit.
- The permanent-points break-even period exceeds your realistic time in the loan.
- The quote does not state the no-points rate, points charged, bought-down rate, or payment savings.
- A seller-funded buydown would consume concessions better used for closing costs, prepaid items, repairs, or reserves allowed by the program.
- The plan depends on refinancing, despite no guarantee that future rates, equity, credit, or income will qualify you.
How to compare mortgage offers step by step
- Set identical assumptions. Request alternatives using the same loan amount, down payment, term, loan program, property, rate-lock period, and estimated closing date.
- Obtain the official disclosures. Compare the Loan Estimates and later Closing Disclosures, not informal advertisements or payment-only quotes.
- Separate rate and payment components. Compare principal and interest separately from taxes, insurance, mortgage insurance, and HOA dues.
- Map every payment period. For a temporary structure, list the payment in each subsidized year and the full note-rate payment thereafter.
- Calculate holding-period costs. For points or credits, project total cash paid, remaining principal, and interest through the date you might sell, refinance, or otherwise repay.
- Verify funding and limits. Ask who deposits the subsidy, whether the source is permitted, how it counts toward concession limits, and what happens to unused funds after early payoff.
- Stress-test the full payment. Include a realistic allowance for taxes, insurance, mortgage insurance, HOA dues, maintenance, and income changes.
- Choose based on your timeline and reserves. A mathematically lower long-term cost is not helpful if it leaves you unable to handle near-term expenses or payment increases.
Questions to ask before signing
- What is the contractual note rate, and what rate is used for each temporary payment period?
- What is the exact dollar cost of the points or subsidy?
- Who is funding it, and is the contribution within this loan program’s limits?
- What is the full principal-and-interest payment after the temporary period?
- Are taxes, insurance, mortgage insurance, or HOA dues included in the quoted payment?
- If the loan is paid off early, how are remaining subsidy funds handled?
- What are the no-points, no-credit, and no-buydown alternatives on the same Loan Estimate?
Bottom line for a mortgage rate buydown
A temporary buydown is payment assistance for a limited period; it does not permanently lower the note rate, and qualification is based on the full note-rate payment under the cited Fannie Mae rule. Permanent points are an upfront-cost trade for a lower rate and make sense only when the verified savings justify the cost over your expected holding period. Compare written alternatives, protect your reserves, and make sure the full payment remains affordable without depending on a future refinance.

Frequently Asked Questions
Does a temporary buydown change my mortgage interest rate?
No. It subsidizes scheduled payments for a defined period while the loan’s note rate remains the contractual rate. Payments rise to the note-rate amount when the subsidy ends.
Will I get unused temporary-buydown money back if I refinance?
Do not assume so. The written buydown agreement should state how any remaining funds are treated after an early payoff.
Does one discount point always reduce the rate by a set amount?
No. The rate reduction depends on the lender’s pricing and your loan. Obtain the exact no-points rate, point cost, and resulting rate in writing.

Under Fannie Mae’s cited rule, underwriting uses the note rate rather than the temporarily reduced payment, so the lower initial payment does not increase qualifying income capacity.
