It is separate from Wi-Fi: when a device uses Wi-Fi for internet, that activity generally does not use the mobile data allowance on its plan. A plan may cap data for a billing period or offer unlimited use subject to its terms.
How does a mobile data service work?
A device sends and receives information over a radio link to a nearby cellular network. As Ofcom puts it, “A mobile phone is a wireless user station that connects to a network by a radio link.” The network then carries traffic onward through the provider’s infrastructure to the internet. The same basic service can be used by a phone, tablet, cellular-equipped computer, or hotspot if the device and plan support it. Ofcom’s explanation of mobile and wireless broadband describes the radio connection and the role of spectrum in access and network links.

Mobile data can carry web pages, maps, social media, music and video streaming, and video calls. It is not the only way a mobile device can get online: if it is connected to Wi-Fi, internet traffic can travel through that local wireless network instead.

A data allowance is the amount of internet data a plan permits during a stated period, commonly a month and commonly measured in gigabytes (GB). Ofcom defines it as the total internet data a phone can use each month when it is not connected to Wi-Fi. The allowance describes quantity, not how fast the connection is or where the network has coverage. Ofcom’s mobile-package guidance explains allowances and common plan types.

Plans may have a fixed allowance or advertise unlimited data. “Unlimited” does not by itself establish that speeds are unrestricted in every circumstance or that the same allowance applies while roaming. Check the provider’s terms for fair-use rules, speed restrictions, overage charges, and any separate roaming limits.
Is mobile data different from calls, texts, and Wi-Fi?
- Wi-Fi: A separate local wireless connection. When a phone uses Wi-Fi for internet access, that traffic generally does not draw on its mobile data allowance.
- Cellular voice calls and texts: These may be bundled with data in one plan, but they are distinct services. In its 2024 terminology, GSMA defines mobile internet activity as activity that consumes mobile data and excludes SMS, MMS, and cellular voice calls. GSMA’s 2024 report also describes its connected measure as including mobile-internet subscribers and users connecting via 3G, 4G, or 5G.
- Mobile data: Internet traffic carried over the cellular connection, such as browsing or streaming when Wi-Fi is not being used.
Does using mobile data cost extra?
It depends on the plan and how the data is used. Included data may be covered by a monthly plan, while going beyond a fixed allowance can trigger extra charges, reduced speeds, or another provider-specific outcome. Check the plan’s overage and speed rules rather than assuming all plans handle excess use the same way.

Roaming lets a device connect through another available network while travelling beyond the home provider’s network. It can provide internet data as well as voice and messaging, but roaming access does not mean data is included at no extra cost. Check the provider’s current terms for destination coverage, included data, and charges before travelling. For UK customers, Ofcom says providers must publish roaming charges and send an automatic message when a customer enters another country unless the customer has opted out. Having mobile data on a plan does not guarantee the same performance everywhere. Availability and speed depend on the provider’s coverage, local network conditions, the device’s supported technologies, and the plan. Ofcom describes 5G as generally faster than 4G, but a 5G label alone does not guarantee faster service at every location: the device, plan, network access, and local coverage must all support it.

For context, the FCC’s 2022 US mobile wireless broadband subscription-reporting definition uses service that supports sending information to and/or receiving it from the internet at more than 200 kbps in at least one direction, with a plan allowing a specified or unlimited monthly data transfer. That figure is an FCC reporting criterion, not a worldwide minimum speed or a recommendation for what a consumer should expect. The FCC’s Broadband Data Collection information sets out that reporting context.

What should you check when choosing a plan?
- Coverage: Check service where you live, work, and travel; advertised network technology does not replace local coverage information.
- Allowance: Compare the monthly data amount with your usual use, especially if you stream high-definition video.
- Roaming: Confirm which destinations are covered, how much data is included, and what extra use costs.
- Restrictions and charges: Read the rules for speed limits, fair use, and data beyond the allowance.
- Plan structure and total cost: Ofcom groups common options as pay monthly with a phone, SIM-only, and pay-as-you-go. A SIM-only plan provides a SIM and allowances without a phone. Include handset payments, add-ons, contract length, and any early-exit costs when comparing the full price.
