A “local access carrier” does not have one universal U.S. legal definition in the sources available. Federal law defines the related term “local exchange carrier” (LEC), while individual tariffs or agreements may define an “Access Carrier” more broadly. If you saw the phrase on a bill or contract, its meaning depends on that document and the jurisdiction it covers.
What does “local access carrier” mean?
In general, the phrase points to a carrier involved in providing local network access for a telecommunications service. But it should not be treated as a fixed legal category: the exact scope depends on the tariff, contract, or other document using it.

The federal statutory term is local exchange carrier, or LEC—not “local access carrier.” Under 47 U.S.C. § 153, a LEC is a person engaged in providing telephone exchange service or exchange access. The statute excludes a person insofar as it provides commercial mobile service, unless the FCC finds that service should be included in the definition.

What is exchange access?
Federal law defines “exchange access” as offering access to telephone exchange services or facilities so that toll services can be originated or terminated. In practical terms, it concerns access used to begin or complete toll calls; it does not establish that every carrier described informally as a local access carrier is a LEC.

- 🚫 NO WiFi INCLUDED - ROUTER REQUIRED: This is a modem ONLY. You MUST buy a separate WiFi router to get wireless internet. Without a router, only ONE device can connect via Ethernet cable. This does NOT replace your current WiFi router.
- 🔌 CABLE INTERNET REQUIRED: Works EXCLUSIVELY with cable internet service (DOCSIS) from providers like Xfinity, Spectrum, or Cox. Will NOT work with fiber (Verizon FiOS, AT&T), DSL, satellite, or fixed wireless internet. Contact your ISP to confirm compatibility BEFORE purchasing.
- 🚀 MULTI-GIG PERFORMANCE: Supports internet plans up to 2.5 Gbps with 2.5 Gbps Ethernet port. Designed for plans 1 Gbps and faster from certified providers: Xfinity (up to 2.33 Gbps), Spectrum (1 Gbps), Cox (2 Gbps). Verify your plan speed and provider compatibility.
- 💡 SETUP REQUIREMENTS: You need: (1) Cable internet service, (2) Separate WiFi router with 2.5 Gbps port for full speeds, (3) ISP activation. This modem cannot create WiFi networks or connect multiple devices without additional equipment.
The statutory definition of exchange access is also in 47 U.S.C. § 153. The cited preliminary Code text states laws in effect on September 17, 2026.
How can an “Access Carrier” differ from a LEC?
A document can define its own related term more broadly than the federal LEC category. For example, a 2003 Teleglobe America Florida tariff defines “Access Carrier” collectively to include the applicable LEC, a competitive access provider, another local access provider, or another interexchange carrier selected to provide local access service.

That tariff also defines an “access line” as an arrangement connecting a customer’s location to Teleglobe’s location or switching center. This illustrates one use of the term in a particular service tariff; it is not a nationwide definition or a rule that applies to every bill or contract.

- Defined scope: Does the document mean a LEC specifically, or does it include other access providers or an interexchange carrier?
- Service provided: Is the carrier supplying telephone exchange service, toll-call access, or another local-access function?
- Connection point: Does the document refer to the customer’s premises, a local network, a carrier point of presence, or a switching center?
- Governing document and jurisdiction: Which tariff or agreement controls, and where does it apply?
A historical SEC-filed interconnection agreement also uses the statutory LEC definition and describes telephone exchange service through local exchange service or comparable switching and transmission facilities that let a subscriber originate and terminate telecommunications. It is useful contract context, but not a substitute for the definition in the document governing a particular service.

Not necessarily. The cited definitions do not establish a universal network-ownership requirement. The Florida tariff’s broader “Access Carrier” category, for instance, can include several types of provider. Do not infer ownership from the label alone; look for language in the applicable tariff or agreement identifying the provider’s role and facilities.
