A “Level 2 network” almost always means a Layer 2 network: a network whose traffic is forwarded at the Data Link layer, the second layer of the OSI model. In practice that usually means a local, switched network, such as an Ethernet LAN, where devices pass frames to each other using MAC addresses. The phrase has two other uses, covered below. “Level 2” is also a routing term in IS-IS, and some contracts define “Layer 2 network” in their own way.
The standard meaning: OSI Layer 2
The OSI model places the Data Link layer at Layer 2. The model illustration in RFC 4949 (the Internet Security Glossary, published by the RFC Editor) associates the Logical Link Control (LLC) and Media Access Control (MAC) functions with this layer. Layer 2 is about getting data across a local link or a switched segment, between devices that are directly reachable from one another.

A Layer 2 network is therefore the local, bridged or switched environment in which this forwarding takes place. In the common Ethernet example, the identifier used to forward traffic is the MAC address.

An introductory networking-fundamentals page from Portland State University draws the usual line: Layer 2 switches switch on MAC addresses and operate within a single network, while Layer 3 switches operate across multiple networks. Treat that as a teaching simplification.

| Aspect | Layer 2 (Data Link) | Layer 3 (Network) |
|---|---|---|
| Forwarding information | MAC addresses (in Ethernet switching) | Network-layer addresses (routing) |
| Typical scope | Within one local network | Between networks |
| Typical example | Ethernet switch | Router or Layer 3 switch |
The distinction describes functions, not boxes. A single piece of equipment can perform both switching and routing, so a “Layer 2 switch” and a “Layer 3 switch” differ in capability rather than in being mutually exclusive categories of hardware.
Not the same thing: IS-IS “Level 2”
“Level 2” without the word “Layer” often points to IS-IS, a routing protocol. This is unrelated to the Data Link layer.

- RFC 1142 (OSI IS-IS Intra-domain Routing Protocol, IETF) defines Level 2 intermediate systems as those that take part in a routing subdomain and route toward a destination area or another routing domain.
- RFC 1237 (Guidelines for OSI NSAP Allocation in the Internet) describes Level 2 routing as based on address prefixes, using the longest advertised prefix that matches.
In short: Layer 2 is a position in the OSI stack. IS-IS Level 2 is a tier in a routing hierarchy, which sits above individual areas and concerns routing between them. If the context mentions areas, NSAP addresses, or intermediate systems, it means IS-IS. If it mentions switches, MAC addresses, VLANs or frames, it means the Data Link layer.

Contract-specific definitions
Some documents define “Layer 2 network” as a service boundary instead of a general technical concept. Mondelez International’s 2012 annual report, for example, includes a contract definition covering a site LAN and related equipment that provides OSI Data Link capability up to the connection with a supplier-provided Layer 3 core. A definition like this applies to that agreement only. When you meet the phrase in a service contract or statement of work, read the defined term itself.

Quick way to tell which meaning applies
- Is the text about switches, MAC addresses or a local segment? It means the OSI Data Link layer.
- Is it about routing areas, prefixes or intermediate systems? It means IS-IS Level 2.
- Is “Layer 2 Network” capitalised and defined in a contract? Use that contract’s definition.
