A DSL VoIP modem is a descriptive term for equipment used to get broadband internet over a telephone line and support internet-based phone calls. It may mean a DSL gateway with phone ports for VoIP, or a DSL modem/router used alongside a separate VoIP adapter. The term does not identify one standard device, so check the exact model and service compatibility before connecting or buying equipment.
What do “DSL,” “modem,” and “VoIP” mean?
- DSL is a broadband connection delivered over telephone-line infrastructure. AT&T describes its DSL service as using copper telephone lines, with voice calls and data able to share the line; the specific arrangement depends on the service and installation. AT&T’s DSL overview
- Modem refers to the equipment that connects your premises to the internet service provider. A router shares that connection with devices on your home network. A gateway combines modem and router functions. NETGEAR’s modem overview
- VoIP means voice calls are carried over an internet protocol (IP) connection. A VoIP-capable gateway may have physical phone ports, while a separate adapter can connect an analog phone to an IP telephony service.
These are related but distinct functions: DSL describes the broadband link, while VoIP describes a phone service carried over an IP connection. A DSL modem alone does not necessarily provide VoIP calling.
What equipment setups can the term describe?

Can you use a VoIP phone with a DSL modem?
Yes, if the setup includes compatible VoIP hardware and service. A gateway with VoIP phone ports can connect a supported phone directly; otherwise, an ATA may bridge an analog phone to a VoIP service over the DSL internet connection. A DSL connection by itself does not turn a regular phone jack or phone service into VoIP.
Check with the relevant providers before purchasing equipment. The DSL ISP may specify or approve the gateway, while the VoIP provider must support the gateway or ATA and provide the configuration details needed for calls.

How do you check whether a DSL VoIP setup will work?
- Confirm the DSL connection: Ask the ISP which DSL line type and equipment it supports, and whether the modem or gateway you plan to use is approved.
- Identify the phone hardware: Check whether the gateway has VoIP-capable FXS phone ports. If it does not, ask the VoIP provider whether it supports a separate ATA for your service.
- Verify VoIP-provider compatibility: Confirm the exact model can be configured for the provider’s service. Do not assume that any gateway with a phone port, or any ATA, will work with every VoIP service.
- Follow the provider’s wiring instructions: Cable and filter requirements vary. For example, AT&T’s Pace 4111 installation instructions show a DSL/broadband connection to the gateway, Ethernet to a computer, a phone connection when home phone service is used, and filters on phone jacks. Those directions apply to that installation, not to every DSL service.
Does a DSL modem include a phone line?
Not necessarily. A DSL modem or gateway provides internet connectivity, and some gateways include VoIP phone ports, but the hardware does not by itself guarantee a phone number or calling service. Whether calls are available depends on the phone service and compatible equipment. Traditional telephone service and VoIP are not interchangeable terms.
