A digital TV adapter usually means an over-the-air digital-to-analog converter box: it receives digital broadcasts from an antenna and converts them into a signal an analog-only television can display. You need one only if your TV lacks a digital tuner and you want to watch antenna-based broadcasts; it is not automatically compatible with cable or satellite service.
What a digital TV adapter does
The adapter contains a digital tuner and decoder. Its signal path is antenna → converter box → analog television: the box receives a digital over-the-air broadcast and converts it to a format the older TV can display. Federal law defines a covered converter box as a standalone device for converting a digital television broadcast into a format displayable by a television designed for analog-only signals; it may include a remote control. Who needs one—and who does not
You may need a converter box
If your television is analog-only and you use an antenna to receive broadcast channels, a converter box can let that set display digital over-the-air broadcasts. You still need an appropriate antenna; reception and antenna choice depend on your location. FCC digital television guidance

You do not need a separate box if the TV has a digital tuner
A television with a digital tuner can receive digital television broadcasts without this converter. It does not have to be an HDTV: the FCC explains that high definition is one type of digital television, and a TV with a digital tuner can receive DTV broadcasts. FCC digital television guidance
Cable and satellite are different
An over-the-air converter is designed for antenna broadcasts, not as a general-purpose adapter for a cable or satellite provider’s signal. If you watch through a provider, ask it which equipment works with your plan and television. Check these details before choosing a setup
- Signal source: Determine whether you watch broadcast channels through an antenna or receive service from a cable or satellite provider.
- Tuner: Check the television’s documentation or settings to see whether it has a digital tuner. If it does, a separate over-the-air converter is not needed for DTV reception.
- Connections: Compare the TV’s available video or RF inputs with the converter’s outputs. Connector availability varies by model; confirm the exact device documentation rather than assuming a particular connection.
- Antenna and location: Over-the-air reception requires an appropriate antenna, and the right type depends on local conditions. The FCC does not establish a universal indoor or rooftop antenna choice for every address. FCC antenna guidance
Converter box or a TV with a digital tuner?

Why older references mention 2009 and coupons
Some converter-box explanations refer to the U.S. transition from full-power analog broadcasts, which was scheduled for February 17, 2009. That date is historical, not a current deadline. The NTIA also ran a historical coupon program offering up to two $40 coupons per household; it should not be treated as currently available.
