What Is a Command-Line Program? Shells, Terminals, and Tools Explained

A command-line program performs tasks through text input or output. Learn how programs, shells, terminals, and command-line tools differ.

A command-line program is software you use through text-based commands or streams instead of relying on its own graphical interface. It does the requested work; a shell interprets commands and launches programs, while a terminal provides the environment where you interact with them. These terms overlap in everyday conversation, but they describe different roles.

What does “command-line program” mean?

A command-line program is an application that operates mainly on text or character information. It may accept input and return results through text streams rather than drawing its own graphical interface. Microsoft describes these applications as programs that operate mainly on a stream of text or character information and generally rely on a host for display and interaction (Microsoft Learn: Windows Console and Terminal Definitions).

A program can be used in several ways: you can run it interactively, call it from a script, or make it one step in a pipeline. “Command-line interface,” often shortened to CLI, refers broadly to interaction through commands. A command-line tool is commonly a standalone program intended for a particular task, such as managing files, configuring settings, or querying information. Microsoft Learn defines a command-line tool as “a standalone program that you run from a command shell” (Microsoft Learn: What is a command shell?).

How are a program, shell, and terminal different?

Term Role Example or distinction
Command-line program Performs a task using text input, output, or both. A utility that lists files or queries information.
Command-line tool A standalone program run from a shell, usually to do a particular job. Microsoft lists Azure CLI and OpenSSH for Windows as examples.
Shell Accepts and interprets commands, then runs them or forwards them to the operating system. It may also support scripts and programming features. PowerShell is a command shell.
Terminal Provides the user-facing input and display environment for a command-line application. It presents the interaction; the program does the requested work.

A shell is sometimes described as a command-line interface or REPL: it accepts input, evaluates it, and executes a command or passes it on. A terminal is the environment through which the user and command-line application exchange input and output. The shell and terminal are often used together, which is why people may casually call either one “the command line.” Microsoft’s definitions distinguish the roles, while noting that software can blur the boundaries: netsh, for example, can act as both a command-line tool and an interactive command shell (Microsoft Learn).

How does a command-line program receive input and return results?

Many command-line programs use three standard streams: standard input (STDIN), standard output (STDOUT), and standard error (STDERR). Input can arrive through standard input; normal results commonly go to standard output; diagnostic messages can go to standard error. On Windows, these streams are handles that may connect to a console, redirected file, pipe, socket, or another device. The exact behavior depends on the operating system and the application (Microsoft Learn: Windows Console and Terminal Definitions).

Because streams can be redirected or connected, a program does not always need a person typing commands or reading results in a terminal. A script can run it automatically, its output can be saved to a file, or a pipeline can feed one utility’s output into another utility’s input.

What are common examples?

Examples of command-line tools documented by Microsoft include Azure CLI, Azure PowerShell, OpenSSH for Windows, and Windows commands (Microsoft Learn: What is a command shell?). Familiar commands such as ls or dir can also illustrate the idea, but the commands available and their syntax vary among operating systems and shells.

Command-line programs and utilities are also covered in the POSIX.1-2017 Shell and Utilities volume. That standard provides context for POSIX-conformant systems; it does not mean every command-line program is a POSIX utility or behaves the same way on every platform (The Open Group and IEEE: POSIX.1-2017, Shell and Utilities).

Which term should you use?

  • Use program or tool for the software that performs a task.
  • Use shell for the command interpreter that accepts commands and starts programs.
  • Use terminal for the environment that displays text and accepts user input.
  • Use CLI for the text-based way of interacting with software, especially when referring to the interface as a whole.

These are useful distinctions, not rigid boundaries: a single piece of software can take on more than one role. But in the common case, the terminal is where you interact, the shell interprets what you enter, and the command-line program carries out the task.
