What Is a Broadband Service Provider? Definition and Examples

A broadband service provider offers broadband internet access, but it may sell service over facilities owned or leased by another company.

A broadband service provider is a company or other entity that offers people broadband internet access. It may deliver the connection over cable, fiber, DSL, wireless, or satellite—and it may sell access using network facilities owned by another company.

What does “broadband service provider” mean?

In everyday use, a broadband service provider is the business that offers a customer broadband internet access. The Federal Communications Commission’s 2015 Open Internet Order defined broadband Internet access service, in its regulatory context, as “a mass-market retail service by wire or radio that provides the capability to transmit data to and receive data from all or substantially all Internet endpoints, including any capabilities that are incidental to and enable the operation of the communications service, but excluding dial-up Internet access service.” FCC 15-24 (2015)

That is a formal definition for a particular FCC order, not a universal definition that automatically governs every law or program. The FCC has used different language for different purposes. For example, its 2008 high-cost universal service order described broadband access in terms of an always-on service and the end-user experience, regardless of the facilities or technology used. Is an internet service provider the same as a broadband provider?

Often, yes. “Internet service provider” (ISP) is a familiar general term for a business that sells internet access. “Broadband provider” emphasizes that the service is broadband rather than dial-up. The exact meaning can depend on the legal or regulatory context in which a term appears, so use the definition given by the relevant rule or program when discussing a specific obligation or eligibility requirement.

Does a broadband provider own the network?

Not necessarily. The company that sells internet service to a customer and the company whose facilities carry that service can be different. A provider may own the network, lease facilities, or resell access supplied by another provider. FCC guidance on fixed and mobile broadband data distinguishes providers supplying facilities from retail sellers of service. This distinction can matter in a specific reporting program. For availability filings under the FCC’s Broadband Data Collection, a non-facilities-based reseller should not file availability data; the FCC says providers report where they offer mass-market internet access using their own broadband network facilities. That rule applies to BDC availability reporting, not to every use of the phrase “broadband provider.” FCC Broadband Data Collection FAQs

What technologies can a broadband provider use?

Broadband is not limited to cable or fiber. The FCC describes broadband internet access over wire or radio and recognizes wired, terrestrial wireless, and satellite platforms. Providers may also lease, rather than own, the facilities they use. FCC 17-166 (2017)

  • Wired: Cable, fiber, and DSL connections.
  • Terrestrial wireless: Fixed wireless to a home or business, or mobile broadband.
  • Satellite: Internet access delivered through satellite connections.

Which technologies and plans are available depends on the address and the provider’s service. The label “broadband provider” alone does not establish that a particular plan reaches a location, or how well it performs there.

How should you compare broadband providers?

If you are choosing service, compare the actual offer at your address rather than relying on the provider label. Useful points include availability, access technology, advertised download and upload speeds, price and fees, contract terms, and any data limits. FCC guidance distinguishes advertised speeds from theoretical network capacity; advertised bandwidth is what an end user may reasonably expect. FCC Fixed Broadband Subscription Definitions

Check current coverage and plan terms directly with the provider. The definition of broadband service does not guarantee a particular speed, price, technology, or level of service at any address.
