What Innovation Workshops and Hackathons Can—and Cannot—Deliver in America

Innovation workshops and hackathons can open challenges to outside expertise, support engagement and learning, and produce early prototypes. Their value depends on a well-matched format, meaningful participation, and a plan for review and follow-through.

Innovation workshops and hackathons can help U.S. organizations bring outside expertise into a defined challenge, build relationships, develop ideas or prototypes, and support learning. They are not a shortcut to adoption or a reliable return on investment: the format has to fit the goal, and someone must be able to carry selected work forward after the event.

What counts as an innovation workshop or hackathon?

“Open innovation” is the broader approach: the U.S. Government Accountability Office (GAO) defines it as using tools to draw on ideas, expertise, and resources from outside an organization to address an issue or meet specific goals. A hackathon is one possible tool, not a synonym for the whole approach. GAO’s 2016 report covers federal initiatives that ranged from community recovery to asteroid detection and highway delivery.

In this article, an innovation workshop means facilitated group work on a defined challenge, from generating ideas to planning next steps. A hackathon is generally a time-bounded collaborative event aimed at developing a solution or prototype. A 2025 review describes student hackathons as typically intensive 24–48-hour events, but that is the review’s characterization, not a rule for every event. Methods vary, and no single standardized format is established. The review of student hackathons documents that diversity.

How these events are used in the United States

Federal agencies and public engagement

GAO reviewed 15 open-innovation initiatives at six selected agencies: the Departments of Energy, Health and Human Services, Housing and Urban Development, and Transportation; the Environmental Protection Agency; and NASA. Its historical examples include public engagement connected to Hurricane Sandy recovery, NASA’s Asteroid Data Hunter challenge, which began in 2014, and the Federal Highway Administration’s Every Day Counts ideation initiative, which began in 2009. GAO reported that selected ideas from the highway initiative were implemented by teams drawing on federal, state, local, and industry expertise. These are examples documented in the 2016 report, not claims about the programs’ current status. GAO-17-14

Civic and local-government challenges

A study of 19 subnational U.S. civic hackathons identified three kinds of outcomes: digital prototypes; public engagement and relationship-building; and greater government awareness of open data and open innovation. The study found relational and engagement outcomes predominated over prototype production. Its authors also discuss public value in terms of substantive outcomes, democratic accountability, and procedural legitimacy, while noting constraints including early adoption and limited external participation. The findings describe this sample, not every civic hackathon. Public Management Review study

Education and student learning

A 2025 systematic mapping included 37 primary studies of student hackathons that met its quality threshold, covering literature published from 2014 through 2024. Among those included studies, 48.6% concerned educational or curricular events, 32.4% thematic or specialized events, 13.5% civic or social events, and 5.4% academic research events. Those percentages classify the review’s sample; they are not estimates of the share of each type among all U.S. hackathons.

The review describes frameworks such as design thinking, agile methods, and challenge-based learning. It categorizes outcomes as tangible—such as prototypes, projects, minimum viable products, and products—or intangible, including soft skills, business ideas, and entrepreneurial skills. Common evaluation measures included participant counts, satisfaction, lessons learned, socio-educational impact, and skills development. The authors found no consensus on a standardized evaluation framework. Frontiers in Education, 2025

Research partnerships and cross-sector collaboration

A 2026 experience report proposes integrating repeated hackathons into collaborative information and communications technology research projects. Its approach includes defining challenges before an event, intensive collaborative development during it, and iterative refinement afterward. The authors report technical outcomes and continued collaboration in the specific project they studied; that project-level account does not establish that repeating hackathons will produce the same results elsewhere. ACM Transactions on Software Engineering and Methodology, published July 11, 2026

For a broader view of innovation across sectors and disciplines, a 2023 National Academies workshop report records participant discussion of conditions including ambitious but testable goals, diverse teams, strong program direction, and fast iteration. It is a record of workshop discussion, not a controlled evaluation of workshop formats. National Academies, 2023

  • Access to expertise beyond the host organization. Open-innovation initiatives can involve external people and partners whose knowledge or resources are relevant to a defined goal. GAO’s federal review
  • Public engagement and relationship-building. In the 19-event civic study, these outcomes were more prominent than prototypes. That makes participation and trust-related process outcomes relevant measures, not mere consolation prizes when a demo is absent. Public Management Review study
  • Early artifacts to investigate. A prototype or other preliminary output can make an idea concrete enough to assess, but it is not evidence by itself that the idea is reliable, deployable, or adopted.
  • Learning and collaboration skills. Student research reports both tangible outputs and less tangible outcomes, including skills and entrepreneurial ideas. The evidence does not establish one common effect size across settings. Student-hackathon mapping

For that reason, prototype count alone can misrepresent an event’s value. If the purpose is public engagement, learning, or forming a research partnership, measure those outcomes directly rather than treating a working demo as the universal definition of success.

Which format fits the goal?

The labels do not guarantee a particular method or output. Compare candidate formats by what they need to accomplish and what the host can support. The distinctions below are a practical synthesis of GAO’s implementation practices and the varied methods documented in student-hackathon research, not a validated scoring tool. GAO; Frontiers in Education

Approach Best-aligned purpose Typical emphasis Key planning question
Facilitated innovation workshop Explore a challenge, generate or refine ideas, align stakeholders, or plan next steps Discussion, structured exercises, decision-making, and a record of proposals Who will decide which ideas proceed, and what work follows the session?
Time-bounded hackathon Bring contributors together around a challenge where rapid collaboration or an early technical artifact is useful Intensive teamwork and a prototype or other event output Can the host recruit the needed participants and assess, resource, and maintain promising work afterward?
Repeated hackathons within a research collaboration Support a project that needs recurring collaborative development and refinement Challenge definition, intensive development, then iterative work between or after events Is there an ongoing project structure to retain ownership and continue refinement?

Choose a workshop when the central task is deliberation or planning rather than building a prototype. Choose a hackathon when a concentrated collaborative sprint matches the challenge and there is a credible path for evaluating what participants produce. Consider a repeated format only where a continuing project can absorb the work; a single project experience report is not enough to establish it as generally superior.

How to organize an innovation workshop or hackathon

Start with the decision or outcome the event is meant to support—not with the event format. GAO’s federal guidance groups the work into seven practices. Used as a planning sequence, they make ownership and follow-through part of the design from the outset. GAO-17-14

  1. Choose a method the host can carry out. Match the approach to the goal and the organization’s capabilities. A sprint that calls for technical review, for example, needs appropriate expertise and time to assess its outputs.
  2. Set a clear goal and measures. State what the event is expected to change or produce. Select measures that correspond to that purpose instead of relying on attendance as a proxy for impact.
  3. Identify stakeholders and partners. Decide whose expertise, authority, or lived experience is needed, then engage them in shaping the challenge.
  4. Plan recruitment and implementation. Define participant roles, recruitment routes, event logistics, and how proposed work will be reviewed. Consider whether access barriers could narrow participation.
  5. Keep participants engaged during the work. Provide clear challenge information, timely support, and a way to resolve questions so people can contribute meaningfully.
  6. Collect, assess, and report relevant data. Capture outputs and outcome measures tied to the stated goal, and share what was learned with participants and stakeholders.
  7. Plan how useful relationships will continue. Identify who will maintain contact with contributors or partners and what continued involvement, if any, is appropriate.

Before invitations go out, name the person or team with decision authority, identify resources available for selected work, and specify what happens when an idea is not taken forward. Without those decisions, participants may produce work that has no accountable route to review or implementation.

What are the risks and limitations?

The practical risks are often design and follow-through failures rather than flaws unique to one event label. GAO’s practices are intended to address these issues, not to rank their prevalence or quantify how often they occur. GAO

  • Format-goal mismatch: A rapid prototype sprint is a poor substitute for careful policy deliberation, and a discussion workshop may not meet a goal that requires technical development.
  • Unclear success criteria: If the goal and measures are vague, teams can finish the event without a shared basis for evaluating what they accomplished.
  • Narrow or weak participation: Recruitment may miss people with relevant expertise or those affected by the issue. The civic-hackathon study specifically notes limited external participation in its cases. Study of 19 subnational U.S. events
  • No implementation route: A promising idea can stall if no one has the authority, funding, staff time, or technical capacity to review and develop it.
  • Overclaiming from a demo: A prototype is an early artifact, not proof of production readiness, adoption, public benefit, or financial return.
  • Loss of momentum: If responsibilities and future contact are undefined, useful collaborations may end with the event.

The evidence also limits what can responsibly be claimed about lasting effects. The civic study covered 19 subnational U.S. events and noted early adoption and limited external participation. The 2025 student mapping covered 37 qualifying studies and found methodological diversity. A 2023 multidisciplinary review of hackathon literature from 1999–2022 likewise points to sparse longitudinal research on outcomes and participant careers. These reviews do not establish a general causal long-term impact, a single best format, or a dependable return-on-investment figure for U.S. organizations. Civic study; Student mapping; CHI multidisciplinary review

How to evaluate results beyond event day

Choose measures before the event and connect each to its purpose. A compact evaluation plan can separate immediate outputs from later outcomes:

  • Participation: Who took part, which intended groups were reached, and whether participants stayed engaged.
  • Event outputs: Ideas, prototypes, project plans, learning products, or other artifacts appropriate to the challenge.
  • Near-term decisions: Which outputs were reviewed, selected, revised, or declined, and why.
  • Implementation: Whether selected work received an owner and resources, and what milestones it reached.
  • Longer-term outcomes: Whether the intended solution, learning, civic relationship, or research collaboration persisted over time.

Do not treat these measures as interchangeable. A high participant count does not demonstrate adoption; a prototype does not demonstrate lasting public value; and participant satisfaction does not by itself show that a project continued. Report what was measured, over what period, and what remains unknown. The student mapping’s call for more work on sustainability and long-term evaluation, alongside the multidisciplinary review’s finding of limited longitudinal evidence, makes follow-up especially important when making claims about durable impact. Frontiers in Education; CHI 2023 review

How to sustain useful work after the event

Follow-through is part of the event design, not an optional add-on. Before the event, establish who owns review and implementation decisions and what capacity is available. Afterward, document proposals and decisions, give contributors a clear account of next steps, and set milestones for work that proceeds. Where relationships remain useful, maintain a channel for continued collaboration rather than assuming a one-off gathering will sustain itself.

For civic, educational, and research programs, track whether projects continue and whether relevant outcomes persist beyond the event. The available reviews identify sustainability and longitudinal evaluation as areas needing more study, so treat these as questions to measure in each program, not outcomes that can be presumed.
