What India’s GST Rate Changes Mean for Consumers and Businesses

Most revised GST rates began on 22 September 2025, but classifications, exemptions and delayed tobacco categories still matter. Here is what consumers and businesses should check.

Most of India’s revised GST rates took effect on 22 September 2025, with the broad structure centered on 5% and 18% rates and a 40% special rate for selected de-merit supplies. That does not mean every supply fits one of those rates, or that every listed change began on the same day: exemptions, product classifications, conditions and delayed categories still matter. A lower GST rate also does not by itself prove that a shop price fell by the same amount.

What changed, and when?

The Ministry of Finance FAQ, published by the Press Information Bureau on 3 September 2025, says changes recommended at the GST Council’s 56th meeting for goods and services other than specified tobacco goods took effect on 22 September 2025. It identifies cigarettes, chewing tobacco products such as zarda, unmanufactured tobacco and beedi as exceptions that remained under their existing GST and compensation cess rates until a later date to be notified. The FAQ does not establish that those delayed rates subsequently changed on a particular date, so check the applicable notification for a tobacco supply.

Official material describes 5% as the merit rate, 18% as the standard rate and 40% as a special rate for selected de-merit supplies. This is a simplified broad outline, not a complete rate schedule: exempt supplies and category-specific conditions remain, and the precise treatment depends on the supply and its classification.

Representative rate changes

These examples are drawn from the official FAQs and illustrate specific entries; they are not a substitute for checking the applicable rate notification for a product or service.

Supply described in the FAQ Earlier rate Revised treatment Important qualification
Bicycles and parts 12% 5% Confirm that the item falls within the relevant classification.
Goods transport vehicles classified under HSN 8704 28% 18% The cited example is limited to vehicles classified under HSN 8704.
Motorcycles up to and including 350cc Not stated in the cited FAQ 18% The boundary includes motorcycles of exactly 350cc.
Motorcycles above 350cc Not stated in the cited FAQ 40% This is the special rate described for motorcycles above 350cc.
Drones Different earlier rates applied by type The FAQ-2 describes a Council recommendation for a uniform 5% rate Check the implementing notification before treating the recommendation as the current rate.

What consumers should expect at the till

A tax cut is not a guaranteed matching price cut

A lower rate can reduce the GST charged on a qualifying supply, but the official material cited here does not measure how much of any reduction reached retail prices or quantify household savings. The final amount depends on the correctly classified item, the applicable rate and how the seller sets and displays the price. Check the billed product description, rate and total rather than assuming the headline category determines your bill.

Insurance exemptions have a defined scope

Official explanations describe individual life and health insurance policies—including policies covering an individual with family—as exempt. The FAQ-2 specifies that this scope concerns policies where the insured is not a group. It also describes reinsurance as exempt; that does not make every insurance-related service or group policy exempt.

Medicines already in the supply chain

The government FAQ explanation says medicines already in the supply chain did not require a blanket recall or re-labelling because of the rate change. It addressed revised price lists and billing compliance instead. This is not a reason to infer the applicable rate for every medicine; the product entry and relevant notification still govern.

What businesses need to check

Classify the supply against the current notification

Before changing a price list or invoice rule, identify the precise goods or service, its classification and any conditions attached to its rate. The Ministry FAQ directs taxpayers to CBIC rate notifications. A broad label such as “motorcycle,” “hotel” or “insurance” is not enough to settle every case.

Transactions that straddle 22 September 2025

Do not choose the rate solely from the invoice date. The Ministry FAQ directs taxpayers to the time-of-supply rules in Section 14 for transactions around a rate change. Its example explains that where a supply occurred before the change but the invoice followed it, payment timing affects the date of liability. Advances also require analysis under the applicable time-of-supply provisions. Review the supply, invoice and payment dates together.

Stock purchased before the change

GST is levied on supply. The FAQ says goods supplied on or after the revised rate takes effect generally attract the new applicable rate, even if the seller bought them earlier. First confirm that the product was not one of the delayed categories and that the revised rate applies to its exact classification.

Input tax credit and exempt outputs

Valid ITC charged at the rate applicable when the inward supply took place remains credit subject to statutory conditions, and credit already availed may be used as allowed by law. A different issue arises when an outward supply becomes exempt: the FAQ says ITC must be reversed for supplies from the effective date as required by the CGST Act. Businesses should determine which credit relates to exempt supplies rather than treating the rate change as automatically cancelling all earlier credit.

Registration and imports

  • Goods registration threshold: the FAQ says the registration threshold for goods did not change. The rate revisions alone therefore do not create a new registration threshold for goods suppliers.
  • Imports: imported goods follow the notified GST rates for IGST unless separately exempt.

Service examples with conditions

Hotel accommodation

FAQ-2 describes hotel accommodation valued at or below ₹7,500 per unit per day as mandatorily taxed at 5% without ITC. Both the value threshold and the no-ITC condition matter; do not apply the example to other hotel supplies or assume it permits credit.

Local delivery services

FAQ-2 describes local delivery services at 18%. Who is liable depends on whether the service is supplied by a registered provider or through an e-commerce operator by an unregistered provider. For a particular transaction, establish the provider’s registration status and the way the service was supplied before assigning the liability.

How to apply the change to a specific transaction

  1. Identify the exact supply. Record the product or service description and classification; do not rely only on a broad consumer-facing category.
  2. Check the rate entry and its conditions. Consult the current CBIC notification, including any exemption, ITC restriction or delayed effective date.
  3. Establish the relevant dates. For a transaction around 22 September 2025, review the supply, invoice and payment dates under the time-of-supply rules rather than using the invoice date alone.
  4. Apply the result to billing and credit separately. Charge the rate applicable to the supply and assess ITC eligibility or reversal under the relevant rules.
  5. For a consumer purchase, inspect the bill. Compare its product description, GST treatment and final amount; a rate change alone cannot establish the amount of any price reduction.

The government described simplification and relief as aims of the revisions, and the Department of Economic Affairs discussed expected effects on business liquidity and costs. Those are stated aims and expectations, not evidence of measured price pass-through or realized savings. For contracts, invoices or credit positions that depend on the precise classification or transition date, verify the live notification and applicable statutory provisions.
