There is no universal permit, tariff, label, or certification checklist: the product, ingredients or materials, intended use, origin, and sales channel determine what applies.
This sequence helps a first-time exporter move from an idea to a shipment without guessing at customs codes or discovering an agency requirement after the cargo leaves India.

1. Define exactly what you are selling
Before applying for anything or requesting a freight quote, create a written product and transaction brief. Customs authorities, regulators, brokers, and carriers all rely on these details.
- Commercial name and a plain-language description of the goods.
- Complete composition: materials, ingredients, percentages where relevant, and any coatings, chemicals, batteries, or biological content.
- Intended use and the users or industry for which the product is made.
- Country of origin and the location where manufacturing or substantial processing occurs.
- Unit value, total quantity, package count, dimensions, gross and net weight.
- Packaging materials, retail presentation, marks, and labels already planned.
- Whether the sale is business-to-business to a U.S. importer or direct to individual consumers.
Do not ask for a definitive tariff rate or a list of certificates using only a broad description such as “garments,” “supplements,” or “electronic parts.” Similar-looking products can fall under different tariff provisions or regulators. The brief becomes the source of truth for the invoice, packing list, purchase order, transport document, and regulatory filings.

2. Confirm Indian export readiness
Check the export-policy status
Determine whether the goods are freely exportable under India’s current policy or whether they are prohibited, restricted, subject to a licence, or tied to a product-specific condition or certificate. A product can be legal to manufacture and sell in India yet still require an export authorisation or a no-objection document.
India’s Foreign Trade Policy 2023 says an Importer Exporter Code (IEC) is mandatory for goods exports, apart from specified exemptions. Verify the current applicability, exemptions, and operating procedure with the Directorate General of Foreign Trade (DGFT), because notices and procedures can change after the policy is published.
Keep the IEC active
DGFT requires an IEC holder to update or confirm its details electronically every year during April–June. A missed update can lead to deactivation. Check the IEC status before accepting an order, and update changes such as the legal name, address, bank information, directors or partners, and contact details through the current DGFT process.
Prepare the operating basics
Make sure the legal entity named on the order, invoice, export filing, bank records, and IEC is the same. Decide who will prepare filings and who will supply product certificates. For a first shipment, a customs broker or freight forwarder can explain filing steps, but the exporter remains responsible for giving accurate product and transaction information.

3. Assign U.S. import responsibilities before you quote
Ask the buyer these questions in writing before promising a delivery date or a landed price:
- Who will be the U.S. importer of record?
- Who will appoint and instruct the customs broker?
- Who pays import duties, merchandise-processing charges, broker fees, freight, insurance, and storage if clearance is delayed?
- Which delivery term applies, and where does the seller’s responsibility end?
- Who supplies product tests, certificates, registrations, prior notices, or label approvals?
- Which party will correct an entry if Customs and Border Protection or another agency asks for more information?
The importer of record carries U.S. entry responsibilities even when a broker files on its behalf. Have the importer or broker validate the tariff classification, customs value, admissibility, and current duty treatment from your product brief. Put the agreed responsibilities and delivery term in the sales contract or purchase order rather than relying on an informal email.
4. Assemble the Indian export document set
India’s Foreign Trade Policy 2023 identifies three baseline documents for goods exports. The exact filing route varies by shipment and product, so ask the forwarder and the importer for destination-specific requirements early.

Restricted goods, policy conditions, no-objection requirements, and product-specific laws can add documents. The buyer, broker, and forwarder should state whether they need originals, certified copies, electronic records, or documents uploaded before the cargo is tendered.

5. Make every piece of shipment data agree
U.S. Customs and Border Protection says a commercial invoice or acceptable substitute must provide an adequate merchandise description, quantities, values or approximate values, and the appropriate eight-digit HTSUS subheading. The importer or broker should determine and validate the HTSUS classification from the complete product facts; do not select a code merely because it appeared on an old shipment or a supplier’s catalogue.
Run a line-by-line consistency check across the purchase order, invoice, packing list, transport document, export declaration, labels, and electronic entry data:
- Product names describe the same goods in the same units.
- Quantities, package counts, weights, and dimensions reconcile.
- Unit prices, total value, currency, and payment terms are identical or explainable.
- Seller, buyer, consignee, notify party, and manufacturing origin are correct.
- Marks and numbers on cartons match the packing list and transport record.
If a value, quantity, or description changes after filing, notify the broker and carrier immediately. The U.S. Department of Commerce warns that documentation discrepancies or omissions can delay export, prevent payment, or result in seizure by U.S. or foreign customs authorities.
6. Check the U.S. rules for the exact product
Start with the regulator, not a generic checklist
U.S. requirements may include facility registration, advance notice, safety standards, testing, labelling, certificates, permits, marking, or import restrictions. Which agency is involved depends on what the product is and how it will be used. Ask the importer or a compliance adviser to identify the responsible agency and provide the current rule and submission process before printing final labels or manufacturing a large batch.

Food and food-related products
Food shipments can require applicable facility registration and prior notice with the U.S. Food and Drug Administration. Imported food must meet U.S. safety and labeling requirements and may be inspected or detained. The Foreign Supplier Verification Program (FSVP) importer—generally the U.S. owner or consignee—must verify that the foreign supplier and food meet applicable U.S. safety standards.
Agree with the FSVP importer which supplier records, hazard information, process controls, laboratory results, corrective-action history, and facility details are needed. Registration or prior notice does not replace compliant ingredients, manufacturing controls, or labels. Do not dispatch food until the importer confirms that its verification file and entry instructions are ready.
Other regulated categories
For cosmetics, medical or electrical products, children’s goods, chemicals, plant or animal products, and other controlled categories, obtain a product-specific review. Requirements can differ based on formulation, voltage, age grading, claims, packaging, or intended use. Keep test reports and certificates tied to the exact model, batch, or formulation described on the invoice.

Agree the currency, payment method, payment timing, insurance, freight responsibility, packaging standard, delivery term, shipment milestones, and treatment of delays in writing. A forwarder can coordinate transport and filings, but its service does not transfer your responsibility for truthful documents or the buyer’s responsibility as importer of record.
8. Use a pre-dispatch workflow
- Freeze the product specification. Sign off the description, composition, use, origin, quantity, value, packaging, and final label artwork.
- Confirm eligibility. Check the Indian export-policy status, active IEC, licences, certificates, and any DGFT or other Indian authority conditions.
- Obtain U.S. entry instructions. Get the importer-of-record name, broker contact, HTSUS classification, customs-value method, agency requirements, and filing deadlines from the buyer or broker.
- Prepare a document pack. Draft the invoice-cum-packing list, transport instructions, shipping bill data, certificates, tests, purchase order, and labels from the same approved specification.
- Reconcile the numbers. Compare quantities, weights, values, package marks, origin, consignee, and product descriptions across every document.
- Secure the booking and insurance. Confirm cutoff times, pickup details, routing, coverage, and who receives original or electronic documents.
- Release only after clearance readiness. Ask the importer or broker to confirm that required registrations, notices, permits, and entry data are ready before handing over the cargo.
- Track exceptions. Record inspections, document requests, amendments, holds, extra charges, and the person authorised to approve a change.
9. Keep a complete shipment file
Retain the final sales terms and purchase order, approved invoice and packing list, transport document, export filing and shipping-bill details, classification rationale, buyer and broker instructions, product certificates and test reports, payment evidence, insurance records, and correspondence about changes or inspections. Ask the applicable Indian and U.S. authorities or a qualified adviser how long each record must be kept; periods can vary by rule and product.
Use a version-controlled folder so the document submitted to the broker can be identified later. Preserve the evidence supporting the description, origin, value, and classification instead of storing only the final PDF.
Common first-shipment failures and fixes
- Vague product description: Replace marketing language with material or ingredient detail, function, model or batch information, and intended use.
- Guessed tariff code: Send the complete specification to the U.S. importer or broker and obtain written classification guidance before invoicing.
- Inactive IEC: Check the DGFT portal and complete the annual April–June confirmation or update before booking cargo.
- Conflicting quantities or values: Reconcile the purchase order, invoice, packing list, transport record, and electronic entry before filing.
- Unclear importer of record: Stop quoting a delivered price until the buyer identifies the responsible entity and duty payer.
- Labels printed too early: Wait for the product-specific U.S. agency review, especially for food and other regulated goods.
- Missing destination documents: Ask the broker and forwarder for an originals-versus-electronic checklist and submission deadlines.
- Customs hold after departure: Respond through the importer or broker with the requested records, keep a written timeline, and document any storage or amendment cost.
A practical readiness test
You are ready to schedule the first shipment when you can answer, in one controlled file, what the product is, where and how it was made, who imports it into the United States, which code and value the broker will enter, which Indian and U.S. documents apply, who pays each border cost, and what happens if an agency asks for more information. If any answer is still “we will decide after dispatch,” delay the shipment and resolve that item first.
