Identity checks can support a bounded conclusion: that an applicant’s evidence and attributes met a provider’s proofing requirements at a stated assurance level. They cannot, by themselves, prove that every image or video in the process is genuine, that the person shown in media is who they claim to be, or that an online persona is not AI-generated. Those are separate questions, and each requires different evidence.
What an identity check actually verifies
In digital identity proofing, an applicant presents evidence to a credential service provider, which checks that evidence and associated attributes under a defined process. The provider’s result is an assertion within that process: the evidence satisfied its rules to a specified identity assurance level. It is not a guarantee about the applicant’s future conduct or a universal finding about every image associated with them.

NIST Special Publication 800-63A-4, the final guideline published in July 2025, describes identity proofing and enrollment for digital authentication contexts. It supersedes the 2020 edition. Its requirements are guidance for that scope, not a universal rule for every organization or jurisdiction.
What different signals can—and cannot—show
| Check or signal | What it can support | What it cannot establish alone |
|---|---|---|
| Document validation and attribute checks | Whether submitted evidence and core attributes satisfy the provider’s rules and source checks. | That every portrait or capture channel is genuine, or that the applicant will behave honestly later. |
| Biometric comparison | Whether a captured biometric sample sufficiently matches the relevant reference under the system’s procedure. | That the sample was not injected, manipulated, or obtained through an attack. NIST says a comparison using a captured sample does not prevent these attacks. |
| Liveness or presentation-attack checks | Additional evidence that a live applicant or genuine evidence was present during capture. | Absolute protection against every attack. NIST says remote proofing remains vulnerable and calls for tested, layered controls. |
| Content Credentials / C2PA provenance | Whether supported provenance assertions are well-formed, valid, trusted under the applicable trust model, and associated with an asset. | Whether the depicted event is true, whether the person shown is who they claim to be, or who specifically created the asset. |
| Watermark or AI-provenance lookup | Whether a supported signal is present in the submitted media. | That media without a signal is human-made. Tools may not participate, and provenance information may be removed. |
Why a face match does not authenticate a capture
A biometric comparison answers a limited question: whether the captured sample sufficiently matches a reference according to that system’s procedure. It does not prove that the sample arrived through a genuine camera feed or an untampered capture path. NIST warns that remote proofing can be attacked through optical capture and inspection components, automated biometric mechanisms, or video systems. A successful comparison is therefore not, on its own, proof that the person physically appeared in front of the camera.

Document checks and capture-integrity checks address different parts of the problem. NIST describes controls such as live document capture, document-presence checks, and analysis of submitted media for possible modification or forgery. For remote attended sessions, it recommends trained agents who watch for indicators such as latency or synchronization problems; a service may also use random human-in-the-loop cues, such as asking for a movement. These are risk controls, not guarantees.
How to interpret AI and media provenance signals
A valid provenance record is evidence about an asset
C2PA Content Credentials can provide information about an asset’s asserted origin and history. A valid credential is not a truth label: it does not establish that a depicted event happened as shown, identify the person in the image, or directly establish the identity of the human creator. It describes supported provenance claims under the relevant trust model.

Missing provenance is inconclusive
An asset without a visible provenance indicator is not thereby authentic or AI-generated. A tool may not emit a supported signal, and provenance data can be removed. The HHS Office of Research Integrity makes the same practical point: absence of a provenance indicator does not prove authenticity. A watermark or lookup can report whether it finds a supported signal; it cannot classify every unmarked image.
What a responsible proofing process should add
NIST recommends assessing fraud controls against the service’s evidence, technology, and user base rather than treating a tool as universally effective. Automated media analysis should be tested against both attack artifacts and genuine media, with expected false positives and false negatives documented. NIST also recommends augmenting automated analysis with manual review to address detection errors.

- Check the evidence source: Establish what document or attribute is being checked and whether it is compared with an authoritative or credible issuer.
- State the scope of the result: Identify the identity assurance level and what the service actually asserts, rather than presenting “verified” as an unlimited guarantee.
- Protect the capture path: Combine document-presence and media-integrity controls with biometric checks where appropriate; do not treat a face match as proof against injection.
- Measure performance in context: Evaluate false acceptance and false rejection under conditions similar to actual operation. NIST does not provide one universal success rate for checks against AI-generated applicants.
- Provide human review and a fallback: Give applicants a way to resolve detection errors or use an alternative path where practical.
- Assess privacy costs: Consider the privacy risks of fraud checks and mitigation technology, including the handling and retention of identity or biometric data.
Signals such as SIM-swap history or device and account tenure may contribute to a risk assessment, but they do not establish a person’s identity by themselves. NIST AI 100-4, published November 20, 2024, discusses approaches including provenance, labeling, detection, testing, and auditing for reducing risks from synthetic content; those approaches complement rather than replace identity proofing.

- What was verified: a document, particular attributes, a biometric match, or some combination?
- What identity assurance level and evidence sources support the service’s assertion?
- Were capture-integrity measures used, and how were they tested against both attacks and genuine media?
- Are false-acceptance and false-rejection results documented for conditions resembling the service’s real users and workflow?
- Can a person request manual review or use an appeal or fallback path?
- What identity and biometric data is collected, how is it protected, and how long is it retained?
A “verified” label is most useful when the service explains the evidence and process behind it. Without that context, the label alone does not reveal whether it refers to identity proofing, a media-provenance check, or some narrower signal.
