What’s actually slowing this PC down?

Stopping an AI agent stops its running process; it does not automatically revoke the credentials the agent used. If an API key, token, account, certificate, or delegated permission remains valid and accessible, another process or person may still use it. The outcome depends on the credential issuer and the services that accept it, so treat shutdown and access revocation as separate tasks.
What happens after the process stops?
A process that is actually stopped is not continuing to act on its own. But a credential is an authorization artifact, not the process itself. If a credential remains valid and someone or something else can access it, that party may be able to make requests under the associated identity.

For static API keys and bearer tokens, possession may be enough to present the credential. Whether a particular request succeeds depends on the token’s validity and the resource service’s enforcement. NIST explains these risks in its guidance on agent identity and credential management.
This does not mean every stopped agent will be compromised or continue operating. It means shutdown alone is not evidence that its access has ended.

Which credentials and permissions can remain active?
Review each kind of access separately; disabling one credential may not remove the others. Provider behavior varies, so check the relevant issuer’s controls and documentation rather than assuming that revocation is immediate or universal.
- API keys and static secrets: They may remain usable until the provider disables or rotates them.
- Access tokens: A bearer token may be usable by whoever obtains it while the resource service still accepts it.
- Refresh tokens and sessions: These may need separate invalidation; revoking an access token does not necessarily end every renewal path or active session.
- Accounts and workload identities: A service account or agent identity can remain enabled after the local process ends.
- Delegated grants and connected tools: Permissions granted to the agent, cloud roles, and credentials held by tools it used may survive local shutdown.
NIST’s final report on token management (IR 8587) discusses token protection, verification, key management, and lifecycle controls. NIST’s agent identity and authorization concept paper also considers identity, delegation, and lifecycle mechanisms. It is a concept paper, not a universal standard prescribing how every provider must handle revocation.

What could someone do with retained access?
The possible impact follows the permissions attached to the identity. If credentials authorize access to connected systems or data, a different process or person holding them may be able to read information or make changes within that scope. When an agent uses a broad or shared human identity, activity can be harder to attribute to a particular actor. NIST describes risks from agents using local user credentials and from credential sharing; CISA and its international partners also identify privilege escalation and accountability gaps as agentic AI risks in their joint guidance on secure AI agent deployment.

Narrow, task-specific permissions limit the actions available to anyone using a credential, though they do not make an active credential harmless.

How to retire an agent’s access safely
- Inventory identities and credentials. List the agent’s API keys, access and refresh tokens, certificates, service accounts, local credentials, delegated grants, cloud roles, and credentials held by connected tools. Check workflow configuration, environment variables, local files, and logs for copies.
- Disable or revoke access at the issuer. Revoke or disable the agent identity and each credential through the relevant identity provider or service control plane. For a compromised authenticator, NIST SP 800-63B Revision 4 says it should be promptly suspended, invalidated, or destroyed; its guidance concerns digital identity authenticators and is not a provider-specific API-token procedure. See the NIST SP 800-63B Revision 4.
- Remove delegated and downstream access. Revoke delegated rights and connected-service grants, and invalidate refresh tokens or sessions using the provider’s controls. Disabling a local agent does not necessarily remove permissions granted elsewhere.
- Rotate secrets that may have been exposed. Replace potentially exposed keys or secrets, then update authorized workloads. For future deployments, prefer a distinct workload identity and short-lived, narrowly scoped credentials restricted to the intended audience. NIST’s IR 8587 final report highlights short-lived workload tokens and automated key management and rotation practices.
- Verify that the old access path fails. Test whether the old credential is rejected, confirm that delegated access has been removed, and inspect audit logs for actions after the intended retirement time. A process manager showing “stopped” does not prove a credential is invalid.
- Preserve evidence and review suspicious activity. Keep relevant logs and artifacts while investigating unexpected activity. NIST and CISA emphasize logging, visibility, and monitoring, but do not prescribe one universal retention period.
SCIM can be one mechanism for lifecycle operations across systems, as discussed in NIST’s agent identity concept paper; it does not itself provide authentication or authorization.

| Control | Question to ask | Why it matters |
|---|---|---|
| Revocation | Can operators revoke the credential and delegated authority centrally, and how quickly does each relying service enforce revocation? | Access may persist until every relevant service stops accepting it. |
| Lifetime | Does access use short-lived tokens or static, long-lived secrets? How are renewal and refresh tokens controlled? | Short lifetimes can reduce the period in which a lost credential is useful, but do not replace retirement procedures. |
| Scope and audience | Can permissions be limited to the task, resource, and intended recipient? | Smaller permissions constrain what a credential can authorize. |
| Binding and theft resistance | Is the credential a bearer artifact, or can it be sender-constrained? | NIST identifies DPoP as a way to mitigate many token-theft scenarios; its protection depends on implementation and the threat model. |
| Delegation and accountability | Can actions be attributed to a distinct agent identity and linked to the authorizing user or system? Can downstream grants be withdrawn? | Distinct identities and reviewable delegation help limit ambiguity about who authorized or performed an action. |
| Monitoring | Are lifecycle changes and agent actions logged and reviewable after retirement? | Logs help identify activity after the intended shutdown time. |
These are evaluation criteria, not a product ranking or a claim that one standard fits every deployment. NIST authors Bill Fisher and Ryan Galluzzo put the lifecycle issue this way in an August 27, 2026 post: “While short-lived (ephemeral) agents are commonly deployed, not all realize that agentic credentials and authorizations need to reflect that ephemerality.”
