A Formula 1 grid penalty changes a driver’s starting position, not their qualifying result. For the 2026 season, the FIA uses the qualifying classification and the driver’s applicable unserved penalty places to calculate a temporary position, then applies a grid-allocation procedure that can affect the final listed spot.
How the FIA calculates the starting grid
The current procedure is in the FIA’s 2026 Formula 1 Sporting Regulations, Section B, Issue 09, dated 1 October 2026. Article B2.5.4 forms the race grid from qualifying results and classification, then applies the penalty procedure.

Drivers with 15 or fewer penalty places
For a classified driver, the FIA adds the driver’s qualifying position to the total of their unserved race grid-penalty places imposed in the preceding 12 months, up to 15, to establish a temporary grid position. When drivers share a temporary position, qualifying classification breaks the tie: the slowest remains at the shared position, and the others are placed immediately ahead.
The temporary position is not necessarily the final starting spot. First, classified drivers without penalties are assigned the unoccupied positions in qualifying order. Penalized drivers are then moved up to fill remaining vacancies. As a result, the final grid may look different from a simple calculation of qualifying position plus penalty places.

For example, a driver who qualifies fifth with a three-place penalty has a temporary position of eighth. The final listed position depends on the allocation of the rest of the grid; this is an illustration of the rule, not an event result.
Drivers with more than 15 penalty places
A driver with more than 15 cumulative unserved race grid-penalty places imposed in the previous 12 months starts behind all other classified drivers. If multiple drivers fall into this group, their relative order follows their qualifying classification.

Does the penalty apply to the Sprint or the Grand Prix?
It depends on the session in which the infringement occurred. Under the FIA rule for grid-position penalties arising from incidents in lap-time classified sessions, the penalty is served in the race. If the infringement occurred in Sprint Qualifying, the penalty applies to the Sprint grid instead. Check the stewards’ decision and the event’s published grids to see which start is affected.
Why can a penalized driver move up on the final grid?
The FIA does not simply move every penalized driver down by the stated number of places and leave the rest of the order untouched. It first calculates temporary positions for penalized drivers, fills unoccupied positions with unpenalized classified drivers in qualifying order, and then moves penalized drivers up to fill any vacancies. That sequence can place a penalized driver higher than their temporary position suggests.

Where to confirm a driver’s starting position
The final race grid is published one hour before the scheduled formation lap. For a particular Grand Prix, use that event-specific grid to confirm where each driver will start; the stewards’ decision identifies the penalty and the session it concerns.
The FIA’s 2026 penalty guidelines are explanatory, not regulations: the FIA says they have “no regulatory value.” The operative grid procedure is set out in the Sporting Regulations, while the final event grid confirms the actual starting order. See the FIA’s notice on the 2026 Formula 1 penalty and driving standards guidelines.
