A successful cyberattack on a ship’s propulsion or connected power controls could disrupt or manipulate propulsion, reduce the crew’s ability to maneuver, damage equipment, or interrupt a voyage. In a narrow channel or near other hazards, loss of control could raise the risk of collision or grounding. Those are plausible risks—not confirmed outcomes of a cyberattack on an operating ship.
What “hacked propulsion” could mean
Ship propulsion is part of a wider operational technology (OT) environment: the digital systems that monitor and control physical equipment. Depending on the vessel, propulsion controls may interact with machinery and power controls, navigation, communications, and other shipboard systems. A compromise might therefore affect more than whether an engine runs.

“Hacked” can describe different kinds of compromise. An attacker might disrupt access to a control system, making a function unavailable, or manipulate data and commands so that systems behave incorrectly. The practical effect would depend on the ship’s design, which systems an attacker could reach, the vessel’s operating state, and how the crew and safety systems respond. The International Maritime Organization (IMO) describes maritime cyber risk in terms of technology threats that can lead to operational, safety, or security failures when information or systems are corrupted, lost, or compromised. Possible consequences aboard a vessel
Reduced propulsion or maneuverability
Disrupted or manipulated propulsion and power controls could impair a vessel’s ability to make way or maneuver. What that means in practice varies by vessel and situation; it does not automatically mean that a ship would lose all power or become impossible to control.

Wider power and equipment disruption
Because shipboard systems can be interconnected, a cyber incident affecting power or machinery control could have knock-on effects beyond propulsion. A 2023 shipboard microgrid study modeled attacks involving false data and denial of service, examining possible instability, power disruption, equipment damage, and human-safety impacts. These were modeled scenarios, not reports of attacks causing casualties aboard operating ships. 2023 shipboard microgrid study
Voyage interruption and hazards near other traffic
A loss of maneuverability could interrupt a voyage and become more dangerous in a constrained waterway, near a bridge, or around other vessels. The U.S. Government Accountability Office (GAO) reported that Coast Guard officials and researchers had raised scenarios including a possible bridge collision, port blockage, an explosion involving hazardous materials, or a ship being stopped until ransom was paid. These are potential consequences, not evidence that such events were caused by propulsion-system hacks. GAO report on maritime cybersecurity

Could hackers cause a ship to hit a bridge?
It is a risk scenario, not an inevitable result. A cyber compromise that affects propulsion or connected controls could, in some circumstances, leave a vessel less able to avoid a hazard. The outcome would depend on the vessel, the location, the nature of the disruption, and the crew’s response.
GAO used the 2024 Baltimore bridge collapse to illustrate the danger of a large vessel losing power and being unable to avoid a bridge. That incident was not caused by a cyberattack. GAO reports that Coast Guard officials said an attack on a large vessel’s OT could potentially create a similar situation; this describes a possibility, not a claim about what caused the Baltimore collision. What is known about real attacks and likelihood?
Research has modeled ways cyberattacks might affect interconnected shipboard controls, but a modeled scenario is not proof that it has happened to a working ship. In its 2025 report, GAO said interviewed Coast Guard officials were unaware of comprehensive federal risk assessments for cyberattacks on vessel OT or GPS, and that the likelihood and impact were unknown. GAO also noted limitations in the Coast Guard’s cyber incident records. The available information therefore does not support a numerical probability or a definitive count of vessel propulsion hacks. How maritime cyber risks are addressed
International guidance
The IMO recommends integrating cyber risk management into existing safety and security practices. Its guidance says the aim is “to support safe and secure shipping, which is operationally resilient to cyber risks.” Resolution MSC.428(98), adopted in June 2017, encouraged administrations to ensure that cyber risks were addressed in existing safety management systems no later than the first annual verification of a company’s Document of Compliance after 1 January 2021. Requirements for covered U.S. entities
The U.S. Coast Guard published a final cybersecurity rule on 17 January 2025, effective 16 July 2025 for specified covered entities, including U.S.-flagged vessels. The requirements described by the Coast Guard include maintaining a cybersecurity plan, designating a Cybersecurity Officer, and taking measures to detect risks and respond to and recover from incidents. Separate Coast Guard guidance addresses training for personnel with IT/OT access and reporting cyber incidents. These U.S. requirements apply to entities within the rule’s scope; they should not be treated as rules for every vessel worldwide. What to do if an incident is suspected
There is no universal emergency maneuver or recovery procedure for a cyber incident aboard a ship. Response decisions depend on vessel-specific safety systems and approved plans. Suspected incidents should be handled through the vessel’s established safety and incident-response procedures, with relevant authorities notified as required.
