It depends on how the token was designed. An ordinary Cardano native token has no issuer-controlled check on routine transfers. A programmable token can run rules on each transfer, potentially rejecting it, limiting its amount, or—in some implementations—freezing or seizing tokens. Those controls are specific to that token and its deployment; they do not apply to every Cardano asset.
Why one Cardano token can be blocked and another cannot
Cardano native tokens are recorded directly by the ledger and held in unspent transaction outputs (UTXOs). An ordinary transfer does not run a token contract that checks whether the issuer approves the recipient or amount. The token’s minting policy governs conditions for minting and burning; it does not, by itself, impose transfer rules on tokens already in circulation. See the Cardano Developer Portal’s overview of native tokens.

A token designed for transfer-time control works differently. In the proposed CIP-113 model, transfers pass through shared script custody, and registered validation logic checks whether each movement meets the token’s rules. Depending on the implementation, those rules may include an approved-holder list or transfer limits. The Cardano Foundation describes this as validation logic that runs on transfers, minting, and burning; it is not a property of every native token. Details are in its Programmable Tokens documentation.
| What to compare | Ordinary native token | Programmable token |
|---|---|---|
| Transfer check | Ordinary transfer does not execute a token contract. | Registered validation logic checks the movement. |
| Issuer control after minting | Minting policy controls minting and burning, not ordinary circulation. | Token-specific rules may control transfers and, in some designs, freeze or seizure actions. |
| Execution | No token script execution for an ordinary transfer. | Validation runs on movements and adds script execution, fees, and a validation surface. |
| What to investigate | Asset identity and transaction construction. | Registry entry, scripts, required signatures, applicable substandard, upgrade authority, and wallet support. |
What a blocked or limited transfer means
If a programmable token’s checks are not met, the transfer is not approved under that token’s rules. The check may involve a script and, in some cases, a required signature. A rule could reject a recipient who is not approved or prevent a transfer above a configured limit. The exact condition—and what a wallet shows when it fails—depends on the token’s registered scripts and requirements; there is no single Cardano-wide failure message or recovery procedure.

Can a Cardano token be frozen or seized?
Some programmable-token designs can include freeze-and-seize powers. For example, a particular implementation may let authorized parties denylist a holder, block transfers to or from that holder, or seize tokens. These are token-specific powers, not universal administrator controls established for all Cardano tokens. The registry’s named scripts and the deployment’s authority to update them determine what can actually happen. The Cardano tokenized-assets overview and Cardano’s programmable-token glossary describe these design-dependent controls.
Before relying on a token’s terms, check which scripts are registered, what permissions they encode, and who can change or replace them. A token that has a freeze mechanism is not necessarily controlled by the same authority as another token using the same broad model.

Check ordinary transaction requirements too
A failed send does not automatically mean the issuer blocked it. Cardano token-bearing outputs need to include a minimum amount of ADA. The required amount depends on the serialized output and a governance-controlled protocol parameter, so it can vary. Insufficient ADA or another transaction-construction issue is a ledger constraint, distinct from an issuer’s transfer rule. The native-token overview explains the UTXO and minimum-ADA requirements.

- Identify the asset. Record its policy ID and asset name; do not rely on a ticker or display name alone.
- Find its registry entry. If it is a programmable token, inspect the registered transfer and any third-party scripts, the applicable rules, and any required signatures.
- Check who can change the rules. Look for upgrade or script-replacement authority and whether it belongs to an issuer or another authorized party.
- Check wallet support. Programmable tokens use a shared script address with ownership tracked through a stake credential. A wallet may need dedicated support to display and interact with them, so they may not behave like ordinary native assets in every wallet.
- Check transaction construction. Confirm that the token-bearing output has enough ADA and that the transaction is otherwise valid.
Without the asset identifier, wallet, transaction details, and token rules, it is not possible to determine why a specific attempt failed or give a reliable wallet-specific fix.

What CIP-113 status means for users
The Cardano Foundation’s Developer Portal page, marked last updated September 22, 2026, says CIP-113 remains a draft in the CIP editors’ final review and that the specification may change until merged. The same page says the Foundation’s reference implementation has completed a professional security audit and is considered production-ready. That implementation status is not the same as a finalized standard, nor does it establish support in a particular wallet. Check the token’s implementation and wallet documentation rather than assuming every asset follows the proposal.
