Interest-rate changes usually affect the income stablecoin issuers earn on their reserves—not the number of tokens in circulation or their stated redemption value. As short-term rates rise, cash and reserve assets that mature or reset can earn more; when rates fall, their yields tend to decline as assets roll over. The actual effect depends on the reserve portfolio, token supply, costs, and income-sharing arrangements.
How interest rates affect reserve income
A reserve-backed stablecoin issuer holds assets intended to back tokens and earns income from those assets. When rates rise, cash and short-term instruments can be reinvested at higher yields as they mature or reset. When rates fall, yields on new or rolled-over assets decline. The effect is not necessarily immediate: existing instruments retain their terms until maturity or reset.

Total reserve income also depends on how much backing the issuer holds. More tokens in circulation can mean more income-producing assets, while a contraction can reduce them. Circle’s 2025 filing says the amount of USDC in circulation is “inherently difficult to predict,” so a rate change alone cannot establish how the issuer’s total income will change. Reserve income can be reduced by reserve-management fees and operating expenses. An issuer may also share income with distributors. Circle’s filing describes payments to Coinbase tied to platform balances and ecosystem circulation. Such arrangements affect the issuer’s net economics; they do not, by themselves, mean that ordinary token holders receive reserve interest.

Reserve income is significant to Circle specifically: its 2025 filing reports that income from managing Circle stablecoin-related reserves represented 96.0% of revenue from continuing operations in 2025, compared with 99.1% in 2024 and 98.6% in 2023. These are historical Circle figures, not an industry-wide ratio or a forecast.
Rates can change asset values as well as future income
Income and market value are separate effects. A fixed-rate security can lose market value when market yields rise and gain value when yields fall. The longer its remaining term, generally, the more exposed its price is to a given yield change. Cash, overnight repos, and short-maturity government securities generally have less duration exposure than longer-dated fixed-rate bonds, but short maturities do not eliminate liquidity, counterparty, operational, or confidence risks.

Circle’s 2025 filing says its USDC reserve management standard permits U.S. Treasury securities with no more than three months remaining maturity, cash deposits, overnight tri-party reverse repos backed by Treasuries, and government money-market funds. That describes Circle’s stated policy, not the reserve rules of every stablecoin issuer. Circle’s 2025 Form 10-K
What rate changes do—and do not—mean for a stablecoin peg
A change in rates does not mechanically change a token’s stated redemption value. Nor does it, on its own, show that the token will hold its market price or that every holder can redeem promptly. Those outcomes also depend on reserve quality and liquidity, access to banking and redemption channels, confidence, and the volume and timing of redemption requests.

Circle’s transparency page says USDC is redeemable 1:1 for U.S. dollars and EURC 1:1 for euros. That is the issuer’s representation; users should check the applicable redemption terms and whether they can access the relevant channel. Circle Transparency & Stability
There is also a banking channel. The Federal Reserve notes that stablecoin-related flows can change the composition and distribution of bank deposits, potentially creating funding concentration or liquidity pressures. It describes interest-rate adjustment as one possible way banks may respond to competition for deposits—not as a direct reserve-yield rule for stablecoin issuers. What Circle’s reserve figures can tell you
Reserve disclosures are snapshots, not timeless descriptions. Circle’s 2025 Form 10-K says approximately 88% of USDC reserves were held in the Circle Reserve Fund on December 31, 2025; it says the remainder, typically 10–20%, was held as cash in accounts for USDC holders. These are Circle’s date-specific disclosures, not current allocations for all issuers.

Circle’s live transparency page displayed reserve categories including bank deposits, overnight reverse Treasury repo, and Treasuries with less than three months to maturity, and was dated October 5, 2026 when reviewed. Because reserve composition changes, check the page’s displayed date rather than treating an earlier filing as a current breakdown. Circle says USDC holdings are disclosed weekly and receive monthly third-party assurance. Circle Transparency & Stability

How to compare stablecoin reserves
Headline yield alone cannot show how exposed an issuer is to rate moves or how easy redemption may be. Compare the reserve design and the issuer’s disclosures directly:
- Composition and duration: Look for cash, bank deposits, Treasury bills, repos, money-market funds, and any less-liquid or riskier assets. Check the disclosure date and any maturity limits.
- Transparency and assurance: Check how often holdings are disclosed, what an attestation or audit covers, and whether figures are issuer-reported or independently assured.
- Redemption access: Find out who can redeem directly, under what terms, and what banking or platform access is required.
- Income sharing: Determine whether the issuer pays exchanges or other distributors from reserve income. This affects issuer economics, but does not establish that holders receive that income.
- Jurisdiction and rules: Applicable regulation can shape eligible assets, disclosure, redemption obligations, and supervision. Do not assume one issuer’s requirements apply to another.
