What Happens to Data Center Capacity When Demand Slows?

When data-center demand weakens, future projects and leasing commitments can change before operating facilities disappear. Here is how to read construction, vacancy, preleasing, power and regional differences.

When demand for data-center services slows, the first changes usually occur in planned and committed capacity—not in facilities already operating. Developers and hyperscalers can delay construction, cancel projects, rescind leases or slow leasing, while existing buildings remain available. The visible result may be lower preleasing, slower absorption or higher vacancy in a particular market. The size and speed of the effect depend on geography, power availability, project stage and the type of capacity being measured.

The short answer: future capacity adjusts before installed capacity

A data center is a long-lived, capital-intensive asset. Once a building is energized and equipped, shutting it permanently is usually a more consequential decision than postponing a project that has not started or reducing a lease commitment. In a slowdown, companies can therefore change the timing and certainty of future supply first.

Uptime Institute’s Global Data Center Survey 2025 describes hyperscalers cancelling some projects, rescinding leases and pausing projects while uncertainty subsides. Its wording is important: plans can evolve with market conditions, but those examples are adjustments rather than proof of a universal retreat from data-center growth.

Existing capacity does not disappear simply because new demand is weaker. Instead, the market may show:

  • fewer construction starts or a smaller pipeline of announced projects;
  • longer delivery dates for power, buildings or fit-outs;
  • less preleasing of space that is under construction;
  • slower absorption of available capacity and, in some locations, higher vacancy; and
  • lease renegotiations, cancellations or rescissions before a facility is fully committed.

Those outcomes can occur together, but they do not have to. A construction pipeline can shrink while operating vacancy stays extremely low if existing projects are already committed and demand still exceeds delivered supply.

“Capacity” can mean four different things

Many apparent disagreements about a slowdown come from using capacity to mean different things. Market reports generally track supply, vacancy, absorption, construction and leasing; they do not provide a single number for every server, megawatt or square foot that could be used.

Capacity measure What it describes How a slowdown can appear
Operating inventory Live facilities and space already delivered in a market. Vacancy can rise or absorption can slow if customers take less space. The buildings remain part of inventory unless retired or repurposed.
Power-ready or “under construction” capacity Projects being built or fitted out, often reported in megawatts. Construction can be delayed, resized or stopped; a project can also lose a tenant without leaving the physical site.
Planned or announced capacity Future projects that may still require permits, power, financing or a customer commitment. Announcements can be deferred, cancelled or moved to a later phase. Planned megawatts are not equivalent to supply that will arrive on schedule.
IT capacity Servers, racks, storage and network equipment installed inside a facility. Public market statistics do not establish how a particular operator changes utilization, power draw, maintenance or equipment retirement when demand falls.

Always ask which of these categories a number covers, the reporting date and the geography. “Capacity under construction” is not the same as operating inventory, and an announced campus is not the same as power-ready space.

What changes first in a demand slowdown?

1. Planned projects lose certainty

The earliest response is often a timing decision. A developer or large customer can wait for clearer demand, power pricing, financing conditions or an anchor tenant before committing the next phase. Uptime Institute reports that some hyperscalers have paused projects, cancelled projects or rescinded leases in response to changing conditions. This evidence supports flexibility in the pipeline, not a claim that all operators follow one playbook.

Pausing a project can preserve an option: land, permits or an interconnection position may remain in place while construction spending is delayed. Cancellation is a stronger action, but even then the effect is mainly on future supply unless an operating building is also closed.

2. Construction pipelines can contract

In North American primary markets, CBRE reported 5,242.5 megawatts under construction in the first half of 2025, down from a 6,350-megawatt peak in the second half of 2024. The H1 2025 figure was still 61.5% above H2 2023, showing why a lower pipeline does not automatically mean a shortage has ended or that the market has become loose.

A pipeline number can fall because projects finish and move into operating inventory, because new starts slow, or because projects are cancelled. The figure should therefore be read with completions, preleasing and vacancy rather than in isolation.

3. Leasing commitments are revised

When a customer’s forecast changes, it may take less space, delay a move-in date or seek to unwind a lease commitment. A project can remain physically viable while its commercial status changes. Rescinded leases can return space to the market, but the timing depends on whether another customer is ready to take it.

4. Vacancy and absorption reveal the effect on delivered space

Vacancy measures space that is available, while absorption measures how quickly customers take it up. These indicators usually show a slowdown after leasing decisions and deliveries have worked through the pipeline. A market can have slower absorption without a dramatic vacancy increase when new supply is scarce; conversely, a large delivery wave can raise vacancy even if underlying demand remains healthy.

Geography determines whether capacity looks scarce or excess

Data-center demand is not one global market. Power constraints, permitting, network connectivity, land, tax policy and customer concentration differ by location. CBRE’s Q1 2025 global data-center data illustrates the range: Hong Kong vacancy was 28% after new supply arrived amid slightly softer demand, while Singapore vacancy was 2%. Those are snapshots of selected markets, not a forecast for every region.

Market snapshot Reported vacancy How to interpret it
Hong Kong, CBRE Q1 2025 28% New supply arrived while demand was described as slightly softer; the higher vacancy reflects that local balance at that time.
Singapore, CBRE Q1 2025 2% Very limited available space in the reported market snapshot; a global slowdown would not necessarily create immediate local excess.
North American primary markets, CBRE H1 2025 1.6% vacancy Record-low vacancy in the cited period, despite a reduction from the prior construction peak.

CBRE also noted that some Latin American markets had limited new supply and market-specific vacancy changes. A company evaluating exposure should therefore compare individual metros or regions, not apply a worldwide vacancy assumption.

Why preleasing matters more than a headline construction number

Preleasing tells you how much future capacity already has a customer. CBRE reported that 74.3% of North American primary-market capacity under construction was committed in H1 2025, while vacancy was a record-low 1.6%. Together, those figures indicate that a substantial portion of the pipeline was spoken for and that delivered space remained tight in the reported markets.

If demand slows, uncommitted projects are generally more exposed than capacity with a signed customer. But “committed” does not mean immune: a lease can be renegotiated or rescinded, and a customer’s schedule can change. The useful comparison is the committed share alongside vacancy, net absorption, delivery dates and the quality of the commitment.

  • High preleasing and low vacancy: a smaller future pipeline may still leave the operating market tight.
  • Low preleasing and rising vacancy: new projects face greater risk of delayed construction or lease-up.
  • High deliveries with stable demand: vacancy can rise temporarily as space enters inventory.
  • Low deliveries and weaker demand: vacancy may change little, but absorption and pricing momentum can slow.

What happens to power and energy demand?

A slowdown in service demand does not translate one-for-one into a published national electricity figure. The U.S. Department of Energy reported estimated data-center electricity use of 176 terawatt-hours in 2023 and a projected 325–580 TWh range for 2028. Those are national estimates and a forecast, not a scenario prediction for a particular slowdown.

At the facility level, the relationship depends on what is operating, what is energized but unused, and how equipment is configured. Public market sources cited here do not establish how individual owners would change server utilization, power draw, cooling settings, maintenance schedules or equipment retirement after demand falls. Treat those as operator-specific questions requiring direct technical and contractual information.

Power availability can also limit the downside. In a constrained market, a delayed project may simply postpone capacity that customers still want later. In a market with plentiful delivered power and several competing campuses, the same demand change can produce more visible vacancy.

Hyperscale concentration changes the shape of the adjustment

Synergy Research Group attributed 44% of worldwide data-center capacity to hyperscale operators at the end of Q1 2025. Its chief analyst, John Dinsdale, said cloud and other digital services had driven expansion and that AI applications were adding impetus. A slowdown concentrated among a few very large customers can therefore affect a project’s economics quickly, especially where one tenant anchors a building or campus.

That concentration does not prove that hyperscalers will all cut capacity together. It means that customer concentration is a material variable: a cancelled lease or delayed phase can have a larger local effect than a small change spread across many tenants. Multi-tenant markets with diversified demand may absorb a single change differently from a single-customer facility.

How to assess a market when demand is weakening

Use a consistent sequence and keep every figure tied to its geography and reporting period.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Define the capacity measure. Separate operating inventory, space under construction, planned projects and IT equipment.
  2. Check vacancy and net absorption. Rising vacancy with slowing absorption is stronger evidence of delivered-space weakness than a lower announcement total alone.
  3. Measure the committed share. Identify what portion of under-construction capacity is preleased and whether commitments are binding, phased or subject to cancellation.
  4. Track deliveries and starts separately. A pipeline can decline because projects completed, because new starts fell, or because projects were removed.
  5. Examine power and delivery timing. A megawatt that cannot receive utility service for years is not equivalent to immediately usable capacity.
  6. Map customer concentration. Determine whether a market depends on one hyperscaler, several cloud providers, enterprise tenants or a broader mix.
  7. Compare regions rather than averaging them. Hong Kong’s 28% vacancy and Singapore’s 2% vacancy in CBRE’s Q1 2025 snapshot demonstrate why local conditions matter.

What a slowdown does not automatically mean

  • It does not mean operating data centers shut down immediately.
  • It does not mean every announced megawatt will be permanently stranded.
  • It does not make a smaller construction pipeline proof of weak demand.
  • It does not allow vacancy in one market to stand in for global conditions.
  • It does not reveal, by itself, how servers are dispatched, consolidated or retired inside a facility.

The strongest conclusion supported by the available 2025 evidence is narrower: demand uncertainty can reduce the pace and commitment of future capacity, while existing markets may remain tight or become looser depending on local supply and leasing conditions.

Questions that require operator-level data

Public market reports cannot answer several operational questions that matter to an owner or customer. They do not establish whether an operator will consolidate workloads, leave equipment powered down, sell or redeploy servers, change maintenance intervals, or retire a building early. Nor do they determine the financial treatment of a rescinded lease, the availability of replacement tenants or the exact utilization threshold at which a facility becomes uneconomic.

For those decisions, request facility-level information: contracted and available megawatts, energization dates, power-usage effectiveness, equipment ownership, lease termination rights, take-or-pay terms, expansion options and the schedule for bringing each phase online. Those details sit below the resolution of regional vacancy and construction statistics.

Bottom line for capacity planning

A demand slowdown usually reshapes the pipeline before it removes physical supply. Planned phases can be paused, projects can be cancelled, leases can be rescinded and construction can decelerate. Meanwhile, delivered capacity remains in place, so the market signal may be slower absorption or higher vacancy rather than an immediate reduction in facilities. The outcome is local and measurable only when operating inventory, construction, preleasing, power delivery and customer concentration are kept separate.
