If damage makes some of that infrastructure unavailable, customers may see errors, slower service, or an outage. The disruption might be contained to one facility or availability zone—or spread further if a critical service dependency is affected. Whether workloads and data can recover elsewhere depends on the provider’s design and how the customer configured backups, replication, traffic routing, and failover.
How can damage to one facility affect a cloud service?
A data center is not a single server room in isolation. Its systems include the building, power delivery, cooling, network connections, and safety equipment such as fire suppression. Damage or a precautionary shutdown can make equipment unavailable even when the servers themselves are not destroyed. For example, AWS has reported structural damage, power disruption, and water damage associated with fire suppression at facilities in the UAE and Bahrain. Its Health Dashboard is the place to check its current incident notices; the status page is dynamic, so an incident’s present state should be verified there rather than inferred from an earlier report.

What customers notice depends on which systems were affected and how the cloud service is built. A workload with healthy replicas elsewhere may continue operating, perhaps with reduced capacity. One that depends on equipment or control systems in the affected location may return errors or become unavailable. Recovery can involve isolating damaged equipment, restoring power and network connectivity, repairing or replacing hardware, and bringing systems back in stages.

Cloud providers group infrastructure into failure boundaries, commonly including zones and regions. A zone may contain multiple data centers, while a region groups zones in a geographic area. A facility problem can affect a zone, but the customer-facing impact is determined by service dependencies as well as physical proximity. If a service relies on a database quorum, control plane, or other shared dependency that loses enough capacity, the effect can reach services beyond the damaged building.

Google’s postmortem for an April 2023 fire in Europe-west9 describes a building shutdown, fire in a UPS battery room, water and soot contamination, smoke damage, and equipment cleaned, reassembled, and powered on in stages. The postmortem says two replicas needed for a regional Spanner quorum were in the shut-down building; losing that quorum contributed to regional impact and failures in some global APIs that depended on regional control planes. Google reported that all zonal data was recovered and said, “Customers experienced no data loss from the incident.” That outcome describes this incident, not a guarantee for other services or failures. What do zones and regions protect against?
Redundancy can reduce the effect of a failure, but it only helps when the relevant workload, data, dependencies, and traffic controls are arranged to use it. A multi-zone design can help a service continue through the loss of a facility or zone, while recovery from a regional outage generally requires a separate regional recovery plan. Provider guidance describes design approaches, not a universal promise that every cloud product will fail over automatically.

| Recovery boundary | What it can help with | What the customer must verify |
|---|---|---|
| Multiple facilities or zones in one region | Can mitigate loss of a facility or zone when the workload and its dependencies are distributed across healthy zones. | Confirm the service’s zone behavior, data replication, remaining capacity, and whether traffic is redirected automatically or must be switched. |
| Another region | Can provide a recovery location when a regional service or dependency is unavailable. | Set up cross-region data copies, available compute and dependencies, and a tested traffic or restore procedure. |
AWS describes strategies from backup-and-restore to active/passive and multiple-active-region designs, with increasing operational complexity and cost. Its guidance distinguishes multi-zone protection against physical data-center loss from multi-region strategies intended for broader regional disasters. AWS disaster-recovery guidance
Google says some regional resources can serve requests from other zones and replicate data across zones, but regional resources may remain unavailable during a region outage until service is restored. Its architecture guidance gives 99.9% zonal and 99.99% regional availability design goals for examples of resource classes. Microsoft describes Azure infrastructure protections such as redundancy, backup power, and resilient fiber networks. Azure Site Recovery can continuously replicate supported workloads and orchestrate failover and failback; Microsoft also frames reliability as a shared responsibility, meaning customers need to configure the capabilities that fit their uptime goals. Does replication guarantee that no data will be lost?
No. Replication behavior affects both consistency and the amount of recent data that might not be present at the recovery location. Synchronous replication waits for writes to be recorded across locations before confirming them, which can affect latency and availability. Asynchronous replication can allow writes to proceed without waiting for the remote copy, but that copy may lag. If the primary location fails during the lag, some recent writes may not have reached the recovery location.

Two useful planning measures are the recovery point objective (RPO), or the amount of recent data loss the business can tolerate, and the recovery time objective (RTO), or how long the service can be unavailable. The application’s acceptable RPO and RTO help determine whether to use backups, a warm standby, or a more continuously available design. Google’s disaster-recovery guidance explains that asynchronous replication creates an RPO window in which recently written data may not yet be replicated. Google Cloud disaster-recovery guidance

- Check the provider’s health notice. Identify which services and locations are affected, and whether the notice describes a facility, zone, or region. Use the provider’s current incident record rather than assuming an older update reflects the current state.
- Compare the affected boundary with your architecture. Check whether the workload, its data, and critical dependencies use the same zone or region as the incident.
- Check the recovery copy and its lag. Confirm that data has replicated or that a usable backup exists, then compare the copy’s state with your RPO before promoting it.
- Confirm capacity and dependencies at the recovery location. Compute alone may not be enough: the application also needs its data, credentials, network paths, and other required services.
- Run the tested failover or restore procedure. Follow the intended traffic switch, orchestrated failover, or restore steps. Consider possible divergence before promoting an asynchronous replica.
- Validate service and data after recovery. Reconcile writes where necessary and check application integrity before treating recovery as complete.
How can customers prepare before an incident?
Cloud reliability is not automatic simply because infrastructure is operated by a provider. Customers need to decide which failures their application must withstand, choose a recovery design, and test that its parts work together. A useful plan accounts for:

- Failure scope: Which facility, zone, or regional failures must the service tolerate, including dependencies that cross those boundaries?
- Recovery targets: How much downtime (RTO) and data loss (RPO) are acceptable?
- Replication and backups: Is replication synchronous or asynchronous, how much lag is acceptable, and are backups kept in another location?
- Failover: Will traffic diversion happen automatically, through orchestration, or by a manual decision such as promoting a replica or changing DNS?
- Capacity and constraints: Can the recovery location run the workload, and do latency, data-residency, or regulatory requirements limit where recovery copies can live?
- Testing: Do regular drills verify that the application, data, credentials, dependencies, and traffic controls recover together?
Provider guidance from AWS, Azure, and Google all puts design or testing responsibilities on customers. Azure recommends test failovers and target-region capacity reservations; AWS recommends assessing and testing recovery plans. A recovery plan that has never been exercised may fail on a dependency, permission, or capacity issue that is invisible in the diagram.
