When comparable Treasury yields fall, prices of already-issued fixed-rate Treasury notes and bonds generally rise. Their scheduled coupon payments do not change. Because the buyer pays more for the same cash flows, the bond’s yield to maturity falls until it is competitive with newly issued securities.
The size of the move is not fixed. Maturity, coupon, duration, call features, inflation adjustments and other cash-flow terms determine how strongly a particular security responds. Treasury bills, notes, bonds, TIPS and floating-rate notes do not all work the same way, so identify the instrument before applying the usual price-yield rule.

The direct relationship between Treasury yields and prices
A fixed-rate Treasury promises a known schedule of interest payments and repayment of face value. Suppose a newly issued Treasury with comparable risk begins offering a lower market yield. An older Treasury paying the higher contractual coupon becomes more attractive. Buyers then bid up its secondary-market price.
That higher price reduces the return available to a new buyer. The buyer receives the same coupon payments and maturity value, but has paid more upfront, so the yield to maturity is lower. Trading continues until the older security’s yield is broadly aligned with prevailing yields for comparable maturity, credit quality and features.

The U.S. Securities and Exchange Commission summarizes the principle this way: “A fundamental principle of bond investing is that market interest rates and bond prices generally move in opposite directions.” The statement describes a general relationship, not a promise that every Treasury will rise by the same percentage whenever yields decline.
Coupon, market price and yield to maturity are different
Confusion often comes from treating three separate numbers as if they were interchangeable.
- Coupon or stated interest rate: The contractual rate used to calculate scheduled interest. For a fixed-rate note or bond, it does not reset merely because the market price changes.
- Market price: The amount the security can trade for in the secondary market. It may be below face value (a discount), equal to face value (par) or above face value (a premium).
- Yield to maturity: The annualized return implied by the purchase price, coupon payments and maturity-value repayment, assuming the security is held to maturity and the calculation’s other assumptions hold.
For example, a $1,000 face-value Treasury with a 3% annual coupon pays $30 per year, generally in two $15 payments for a Treasury note or bond. If its price rises to $1,082, the $30 annual coupon is still $30. The buyer’s yield is lower because the same cash flows are being purchased for more than $1,000.
A published example of the price adjustment
In a June 26, 2013 investor bulletin, the SEC illustrated the mechanics with a hypothetical $1,000 bond carrying a 3% coupon. It began with 10 years to maturity and traded at par when market rates were 3%. One year later, the bond had nine years remaining and market rates had fallen to 2%. The illustration placed the bond’s price at $1,082 and its yield to maturity at 2%.

The same bulletin showed the reverse case: when market rates rose from 3% to 4%, the hypothetical bond’s price fell to $925. These figures belong only to that dated illustration. They are not current Treasury quotes, forecasts or universal estimates for a one-percentage-point yield change.
Why the price change is not the same for every Treasury
Two securities can face the same market-yield move but have very different price reactions. The most useful comparison points are the timing of cash flows, coupon size and any feature that can alter repayment.
Maturity and duration
Longer-maturity bonds generally have greater interest-rate sensitivity when other characteristics are alike. More of their value depends on cash flows arriving far in the future, so a change in the discount rate has a larger effect on present value.

Duration is the standard estimate of that sensitivity. A common approximation says that a bond’s percentage price change is roughly its modified duration multiplied by the negative change in yield. If a bond has a modified duration of 7 and comparable yields fall by 0.50 percentage point, the first-order estimate is a price increase of about 3.5%. This is an estimate, not a guaranteed result; the exact move depends on compounding, the size of the yield change and the security’s cash flows.

Coupon size
Lower-coupon bonds generally are more sensitive than higher-coupon bonds with similar maturity and other terms. A lower coupon returns less cash earlier, leaving more value tied to the final repayment. Higher-coupon bonds return more cash sooner, reducing some of the interest-rate exposure.
Convexity and changing cash flows
Duration is a straight-line approximation. The actual price-yield relationship is curved, a characteristic called convexity. For a plain fixed-rate Treasury, convexity usually means the price gain from a yield decline is somewhat larger than the price loss from an equal-sized yield increase. The approximation becomes less reliable for large rate moves.
Some securities have cash flows that can change when rates move. FINRA notes that mortgage-backed securities may not rise symmetrically when yields fall because homeowners may refinance and the underlying loans may be paid off sooner. Callable bonds can likewise be redeemed when it is advantageous to the issuer, limiting how far their prices rise. These behaviors should not be assumed for a plain, noncallable Treasury note or bond.

If the investor sells before maturity
A lower-yield environment can produce a market-value gain. The sale price may be above the investor’s purchase price if the bond’s price has risen, but the realized result also reflects the original price, accrued interest, transaction costs and taxes where applicable. The quoted market price is not locked in until a sale occurs.

A U.S. government guarantee covers timely payment of interest and principal according to the security’s terms at maturity. It does not guarantee the price an investor receives when selling beforehand. A bond can be backed by the federal government and still have a sale price below what the investor paid.
If the investor holds to maturity
For a standard Treasury note or bond held to maturity, the investor receives the contractual interest payments and face value according to the terms, subject to the security’s rules. Interim market-price changes do not alter the fixed coupon. Holding to maturity avoids having to sell at the current market price, but it does not erase opportunity cost: an investor may remain locked into a below-market coupon after yields rise. Inflation can also reduce the purchasing power of fixed payments.

| Treasury bills | Marketable securities maturing in one year or less; generally sold at face value or at a discount rather than with a conventional coupon. | A fall in comparable short-term yields generally raises the price of an existing bill, while its discount yield falls. The fixed-coupon wording does not describe bills precisely. |
| Treasury notes | Fixed-rate marketable securities that generally pay interest every six months and mature in more than one year and up to 10 years. | The inverse price-yield relationship applies directly to a fixed-rate note. |
| Treasury bonds | Longer-term fixed-rate marketable securities that generally pay interest every six months. | The relationship applies, with longer duration often producing larger price moves for a given yield change. |
| TIPS | The principal adjusts with inflation or deflation; the fixed interest rate is applied to the adjusted principal. | Market yields still affect prices, but inflation-linked principal means the cash flows are not identical to those of a conventional fixed-principal bond. |
| Floating Rate Notes | The interest rate floats rather than remaining fixed for the entire term. | Do not apply the simple fixed-coupon explanation without considering the reference rate and reset terms. |
TreasuryDirect identifies these distinctions in its explanations of pricing, interest rates and Treasury security types. Always check the CUSIP, maturity, coupon, inflation-adjustment terms and reset provisions before estimating a price response.

How to estimate the likely effect of a yield decline
- Match the yield. Compare the relevant Treasury yield, such as a similar maturity, rather than a headline policy rate or an unrelated corporate-bond yield.
- Identify the security’s cash flows. Record coupon, payment frequency, maturity, principal-adjustment rules and any call or prepayment feature.
- Check duration. Use the quoted effective or modified duration, making sure it is measured for the security and yield convention you are analyzing.
- Apply a first-order estimate. Approximate percentage price change as duration multiplied by the negative yield change. A 1-percentage-point fall is written as -0.01 in decimal form.
- Adjust your expectations for convexity. For larger moves, the straight-line estimate can materially miss the result. Convexity normally makes a plain bond’s gain from a fall somewhat larger than the loss from an equal rise.
- Look for changing cash flows. Callable, mortgage-backed or otherwise prepayable securities can behave differently because the expected timing of payments may change.
For a simple illustration, a bond with duration 5 would have an estimated 2.5% price increase for a 0.50-percentage-point decline in yield: 5 × 0.005 = 0.025. The estimate excludes convexity and assumes the measured yield change applies to that bond’s relevant curve point.
Common mistakes and how to avoid them
- “The coupon rises when the price rises.” Not for a fixed-rate Treasury. The coupon payment is based on face value and the stated rate; the market price and yield to maturity move instead.
- “Every one-point yield drop means a one-point price gain.” There is no universal one-for-one rule. Duration, coupon, maturity and convexity determine the response.
- “A government guarantee protects my resale price.” The guarantee concerns payments under the security’s terms, not the price available before maturity.
- “All Treasuries have identical interest-rate behavior.” Bills, notes, bonds, TIPS and floating-rate notes have different cash-flow structures.
- “The SEC’s $1,082 example is a current quote.” It is a hypothetical illustration published in 2013, useful for showing mechanics but not for forecasting today’s market.
- “Yield to maturity is the same as the coupon rate.” They are equal at par in the relevant simple case. A premium price generally produces a yield below the coupon rate; a discount price generally produces a yield above it.
A practical decision checklist
Before interpreting a Treasury price move, answer these questions:
- Is the security a bill, fixed-rate note, fixed-rate bond, TIPS or Floating Rate Note?
- Which comparable yield changed, and by how many basis points?
- What are the maturity, coupon and duration?
- Could calls, prepayments or inflation adjustments change the expected cash flows?
- Do you need to sell before maturity, or can you hold through the contractual repayment date?
- Are you evaluating market value, current income, yield to maturity or inflation-adjusted purchasing power?
Answering those questions prevents the most common category error: using the price behavior of a plain fixed-rate Treasury to describe a security whose payments can reset or change.
