A nearby data center can bring construction work, tax revenue and negotiated community benefits—but it can also increase demand for electricity, water, land and infrastructure, and create noise concerns. Which effects a community experiences depends on the facility, its location and design, local rules, utility arrangements and the commitments made by its developer.
Why the impact depends on the project
“Data center” covers facilities with very different sizes, purposes, computing capacity, cooling systems and resource needs. A large hyperscale campus is not a reliable stand-in for every data center. The State of Michigan’s overview, for example, describes substantial variation in facility design, water use and electricity demand rather than a single typical footprint (Michigan’s data-center overview and FAQ).

That makes the useful question less “Are data centers good or bad for communities?” and more “What will this particular project require, what will it contribute, and who is responsible for the costs and impacts?”
Will a data center raise local electricity bills or use up water?
Electricity and water are central issues, but there is no universal bill increase or water-use figure that applies to every nearby community. A facility draws electricity to run its computing equipment and supporting systems. Its cooling method may also require water directly. In addition, electricity generation can involve indirect water use. Actual effects depend on the facility, its cooling and power arrangements, local utility conditions and the timing of its demand. Colorado Legislative Council Staff’s March 9, 2026 memorandum summarizes the connection: “Data centers are growing rapidly across the United States. They require large amounts of electricity for computational power and water to cool the computer systems” (Colorado Legislative Council Staff memorandum).

A large new load may require grid upgrades or new generation. Whether households or other ratepayers bear any related costs depends on utility arrangements and applicable rules; a project’s existence alone does not establish that residential bills will rise. Likewise, the fact that a facility may use water does not by itself show that it will deplete a local supply.
What to ask about power and water
- What is the expected electricity demand, and when will it occur?
- What power supply and grid upgrades are planned, and who pays for them?
- What cooling system will the facility use? How much water is expected to be withdrawn, from what source, and under what conditions?
- Has the project assessed indirect water implications from the electricity it will consume?
- What monitoring and public reporting will continue after the facility opens?
What happens to nearby land, infrastructure and quality of life?
A project’s local effects depend partly on its site and design: its fit with zoning and surrounding land uses, distance from homes, construction activity and infrastructure needs. Noise deserves specific scrutiny. Cooling equipment and generators are identified as potential sources of concern, and the Citizens Research Council of Michigan’s June 16, 2026 policy summary calls for careful attention to noise and hyperscale utility demands (Citizens Research Council of Michigan analysis).

Setbacks, barriers, equipment selection, operating practices and permit conditions can affect noise exposure. Ask how noise will be measured, where and when limits apply, and what happens if monitoring shows a violation. Construction disruption and needed road or utility work are also worth discussing before approvals are granted.
Jessica Fitzwater, Frederick County Executive, described the balance facing her county: “The data center industry brought economic and tax benefits to Northern Virginia, and it also brought concerns about environmental sustainability, energy and water usage, noise, vibration, and impacts on the quality of life.” Frederick County’s workgroup considered benefits, infrastructure, location and these community concerns as part of its deliberations (Frederick County Data Centers Workgroup).

Do data centers create jobs and tax revenue?
They can, but the timing and type of benefit matter. Construction is typically the main period of local economic activity; the number of construction jobs should not be presented as the facility’s permanent operations workforce. A host community may also receive property-tax revenue or benefits negotiated through a community-benefit agreement. The Citizens Research Council of Michigan characterizes the economic benefits of data-center investment as modest overall and emphasizes construction-phase activity; that is a qualitative assessment, not a nationwide estimate of local returns.
Headline investment figures do not show a project’s net local benefit. A community evaluating the economic case needs to compare lasting jobs and revenue with tax incentives, public-service demands, utility work and other infrastructure costs. Useful details include actual or committed operations jobs, local hiring and training plans, tax revenue after incentives, and which entity funds required improvements.

Who sets the rules and receives the benefits?
Local outcomes are shaped by decisions about land use, permits, utility costs, tax treatment, noise limits and any negotiated benefits. The division of authority varies by jurisdiction. Michigan’s overview describes state regulation alongside local authority over land use and community matters, but that account applies to Michigan; it should not be assumed to describe another state or country. Colorado’s legislative-staff memorandum maps issues for Colorado, while Frederick County’s workgroup is an example of local deliberation—not a universal process.
Community-benefit promises are more meaningful when they identify specific actions, responsible parties, timelines, public reporting and remedies if commitments are missed. EPRI’s executive summary describes early engagement, transparency and visible benefits tailored to local needs as features associated with community-centered development (EPRI, “Partnering for Progress” executive summary).

How should residents evaluate a proposal?
Before comparing a proposal with alternatives, ask for project-specific information in each of these areas:
- Facility: What type and scale of data center is proposed, and how does it differ from other facilities being discussed?
- Utilities: What are the projected power and water needs, how will they be met, and who pays for new infrastructure?
- Local exposure: How does the site fit surrounding land uses, and what are the plans for setbacks, noise, generators and construction disruption?
- Economic return: How many jobs are temporary construction roles versus ongoing operations jobs? What tax revenue remains after incentives, and what public costs are expected?
- Accountability: Are commitments public, measurable and enforceable, with ongoing monitoring and a remedy if they are not met?
Opposition is not unique to one locality. EPRI’s executive summary reports that at least 25 U.S. projects were canceled in 2025 amid local opposition, compared with six in 2024 and two in 2023. It also reports an estimate that $98 billion in U.S. projects were blocked or delayed between March and June 2025. These are figures reported by EPRI’s study summary, not independently verified nationwide totals; they illustrate the scale of reported project disputes, not the likely outcome for any one proposal.
